Public Requests: Dena Dragoo, SGTA President wished School Board Members and Admin a Happy New Year, thanked Jim Symonds for sending out an email/robo call to all staff. She also thanked Ros Ros Perry for sending out a Safety Protocol reminder to all  staff.  She thanked the School Board for always putting the safety of staff and students first and said that SGTA is always available to discuss reopening of schools or staying closed thru the end of the school year.

Administration recommends that the Governing Board approve the meeting minutes as presented. This is an opportunity for the Governing Board to review and approve the meeting minutes as presented.

A. REPORTS - Student Board Members 
Del Mar High School, Yarelly Morales 
Del Mar: Welcome New Principal. 
Coolidge: Thanking for support.
Roosevelt:  Excited to welcome Ms. Wilson as she was helping Del Mar. 
Washington:  Washington enjoyed it’s PTA Holiday Extravaganza before the holiday break. A special thank you to our Governing Board members and SG Police Department for their attendance.

Gabrielino High School, Hennassie Ramirez   GAB:  1st day started today with ELAC, SSC Meetings Jan 27th is the parent seminar. Jan 28th ASB will be hosting a blood drive. Jan/Feb will be busy planning months in anticipation of WAASC. 

Wilson: Student recognition and Holiday program. Ms. Contreras welcomed all students and families back. Jan 19 Assessments windows start

Mckinley: Hosted a winter Extravaganza. Thank all families who participated. Proud of our PEP who assisted families during the holidays. 
  Jefferson: Teachers and staff are more rested. Looking forward to engage students in virtual  academy

        B. REPORT - Governing Board President   Rochelle Haas, Board President -  Welcome and Happy New Year. Hope to return to a better normal. Thank you to Washington PTA for the drive-up extravaganza. I was able to attend Wilson Holiday Assembly online. Shout out to Ms. Contreras and Mr. Neuneberg. It’s been a rough start, my father passed away the first part of this year. My father was a retired teacher and an army captain. He taught me the value of the service of others to the community and was always volunteering. He loved God, his friends and a good meal. He was very involved in school activities, We are deeply saddened with his absence but thankful for his memories.  
Regarding events at Capital: Deeply troubling to watch the attack on Democratice Process. The soul of America should not be about one person serving in a public office, but it should not be left up to one person. We are all part of the process in saving the soul of America.  

C. REPORT - Superintendent   Jim Symonds, Superintendent - Welcome to 2021.  January is the School Board Recognition Month.  This is an extremely important time to be a board member.   A big Thank You to our Board Members for all of the help and support you have given us.    In regards to reopening our schools, we are following the guidelines sent out  from the California Department of Public Health.

1. Approve Appointment of Representatives to the Community Advisory Council of the West San Gabriel Valley Special Education Local Plan Area (SELPA) - Special Education 
Administration recommends the approval of the appointment of Gina Minnick and DeeDee Southerland to the West San Gabriel Valley SELPA CAC through June 2022. 
Section 56190 of the Education Code provides for members of the Community Advisory Council (CAC) for special education to be appointed by and responsible to the school district and county
governing boards participating in the local comprehensive plan. The CAC of the West San Gabriel Valley SELPA is composed of two members per school district, each appointed for a two-year term, and no committee member shall serve more than three consecutive terms. Any person in the community is eligible to be a member, however, emphasis is on having parents of individuals with exceptional needs enrolled in public school as members. Gina Minnick and DeeDee Southerland have volunteered to serve as representatives from SGUSD to the CAC. Board approval is required for the appointment of these representatives. 
Special Education  Administration recommends the approval of the appointment of Gina Minnick and DeeDee Southerland to the West San Gabriel Valley SELPA CAC through June 2022.

2. Approve Consultant Agreement with Ability First, School Year 2020-2021- Special Education Administration recommends that the Governing Board approve the consultant agreement with Ability First for specialized academic instruction in an amount not to exceed $6,328.98 for the 2020- 2021 school year and extended school year. 

Pursuant to California Education code section 35160.1, the Governing Board of Education of the District is empowered to contract for educational and support services to address the District's diverse needs unique to their individual communities and programs. Special Education students residing in San Gabriel must be placed in a program that is suited to meet their unique educational needs. 
Financial Impact:
Total: not to exceed $6,328.98
Funding Source: Special Education General Fund

3. Approve Second Quarter Report on Williams Uniform Complaints, School Year 2020-2021 Administration recommends that the Governing Board approve the second quarter report on Williams Uniform Complaints for the 2020-2021 school year. 
As part of the procedures under the Williams Settlement Legislation, Ed. Code 35186, all Districts are required to submit a quarterly report on the number of complaints received, complaints resolved and complaints unresolved. 
As of October 1, 2020 through December 31, 2020 there were no complaints filed against the District under the Williams Legislation procedures.

4. Approve the Consultant Agreement with Momentum in Teaching, LLC 
Administration recommends that the Governing Board approve the consultant agreement with Momentum in Teaching, LLC. 
As we begin moving towards Phase III instruction, SGUSD is seeking to provide training specic to the challenges facing the teaching of writing online to TK-5 students. Specific strategies in virtual learning are needed to engage elementary students. This training will help TK-5 teachers by providing evidence-based strategies for a virtual writer’s workshop on the Feb.12th Staff Development Day.

5. Approve Consultant Agreement with Premiere Speakers Bureau 
Administration recommends that the Governing Board approve the consultant agreement with Premiere Speakers Bureau. 
As SGUSD begins moving towards Phase III teachers are seeking strategies to engage and meet the differentiated needs of all students. Dr. Catlin Tucker specializes in blended learning, and will focus on sharing strategies to support any model of learning used during the second semester. She will also help continue discussions on 21st Century Learning and instruction as we look beyond school closures.

6. Approve the Consultant Agreement with CATCH Global Foundation 
Administration recommends that the Governing Board approve the consultant agreement with CATCH Global Foundation. 
As we begin moving towards Phase III instruction, SGUSD is seeking to provide training specic to the challenges facing the teaching of Physical Education for K-12 students. Specific strategies in virtual learning are needed to engage students to move more from home. This training will help all district PE teachers by providing an interactive session of virtual demonstrations focused on Physical Education classes on the Feb.12th Staff Development Day.

1. DISCUSSION - 2020-2021 Governing Board Adopt-A-School Liaison Program This is an opportunity for the Governing Board to discuss the selection of liaisons for all school sites.

1. Approve Contract Agreement Between the San Gabriel Unified School District and Cross Country Education 
Administration recommends to approve the contract agreement between the San Gabriel Unified School District and Cross Country Education. 
Currently there is a shortage in substitute teachers and instructional aides in the area, especially for
specialized positions. This contract will allow Cross Country Education to ll vacancies for specialized positions. 
Financial Impact:  The cost is dependent on the number of vacant positions filled by Cross Country Education.

2. Approve Student Teaching Agreement Between the San Gabriel Unified School District and Azusa Pacific University 
It is recommended that the Governing Board approve the Student Teaching Agreement between the San Gabriel Unified School District and Azusa Pacic University. 
An agreement with Azusa Pacic University enables student teachers to engage in their practice teaching in the District. The term of this agreement is from July 1, 2020 to June 30, 2025. The District will provide Master Teachers for their student teachers.

1. Approve California School Boards Association (CSBA) Policy Revision Recommendation Administration recommends the Governing Board approve the California School Boards Association (CSBA) policy revision recommendation. 
This is an opportunity for the Governing Board to approve the California School Boards Association (CSBA) policy revision recommendation. 
Revise Board Policy: Employee Safety BP 4157, 4257, 4357 
New Board Policy: Involuntary Student Transfers BP 5116.2

2. Governing Board Review of California School Boards Association (CSBA) Policy Revision Recommendations 
Administration recommends the Governing Board review the rst reading of California School Boards Association (CSBA) policy revision recommendations. 
The Governing Board is asked to review amended policies as per California School Boards  Association (CSBA) suggested revisions based on new mandates, laws, or regulations.

Rochelle Haas - Board President

Cheryl Shellhart -  Board Vice President Thank you and welcome back. Personal condolence to the Hass family. We are here to support you.  Attended parent group this morning. It was great to hear the views and comments. Thank you to Admin for providing these meetings. Lastly, I want to use Heather’s word for the year-Hope. We want to focus on hope this year. 

Cristina Alvarado - Happy New Year to all. Commented on the attack on the Capital. At Local level we keep doing what we need to do to keep our students safe. We will see how 2021 will unfold.

Nancy Tsai - We have arrived.  I am grateful and looking forward to meeting the staff, faculty and students.  Looking forward to connecting with the families.  Very grateful that the COVID-19 vaccines are being distributed.  Hope that the holidays were an opportunity to take stock of what went well in 2020.  Confident that everyone could find a positive event.  Looking forward to a new administration in Washington.  

Dr. Gary Scott - I will like to wish everyone Happy New Year. Each day we are getting closer to passing all of this. I would like to acknowledge SEF, Administration, Teachers and everyone who does not give up and quit and makes it through the day. I sat in a webinar regarding Newsom’s proposed budget. There are a lot of people advocating to help our districts across the state. Our administration is working to stay current with that budget. Now we are looking at a significant budget surplus (One time). Thank you to the staff for monitoring all of this and continuing to keep our students/staff safe. I am grateful to everyone of you, everyday.  I had to smile and wish good luck to GAB with the WAASC accreditation. I want to thank our President Haas about the events that we observed this week. It is a difficult time because we find ourselves in a place where it is difficult to talk about these subjects. It is sad when things are so extreme. I was caring for my twins with the day everything  happened and the question is how do we explain this to children.  Thank you to everyone for lifting my spirits, it’s going to be okay.

Authorization for an advance of funds to cover actual and necessary expenses is hereby granted. Such Advances shall be repaid or adjusted upon lling of a regular claim for the actual and necessary expenses incurred.

SEF is Celebrating a Special Group of SGUSD Super Stars ~ The Teachers!!

GHS SGTA,

SEF has donated gift bags to SGTA that are currently being distributed to each site. Site admin will let teachers know when they can pick up with proper safety protocols in place. The gift bags be placed in teacher boxes.  Below is a message from SEF's Facebook page to their members expressing their support for us. Keep a look out for the info on pick up coming soon. It is through their unique teaching styles, confidence and sense of responsibility they strive to make distance learning the best it can be. To each of these teachers, we appreciate your courage, patience, dedication, hard work, passion and commitment to teaching so much so that we are motivated and inspired to celebrate and support you and all that you do. Through a series of virtual classes designed for YOU in support of your mental health and wellness and a fun swag bag to kick off the new year we thank you for inspiring love of learning in your students. 
A great big thank you to all those who continue to do excellent work in caring for our community. It is through your efforts, support and partnership that we continue to make a positive impact in our community. MEETING OF THE GOVERNING BOARD

1. OPENING PROCEDURE 
A. CALL TO ORDER  at  6:15 p.m.
B. ESTABLISHMENT OF QUORUM 

2. REQUESTS TO ADDRESS THE GOVERNING BOARD 
Anyone wishing to address the Board regarding Closed Session items may do so at this time. All proceedings are reported to the public in open sessions where action is taken or staff is given direction. 
Public Comments: 
Dena Dragoo, President San Gabriel Teachers Association - Thanked Dr. Gary Scott for his being an excellent facilitator and  school board President during the pandemic. She welcomed Nancy Tsai as our new school board members. She also thanked school board members and administrators for attending the California Teachers Association School Board Dinner.  She was very pleased and made note that San Gabriel Unified had the most school board members and administrators in attendance. She also thanked them for always considering the safety and needs of students and employees when making tough decisions during the pandemic. 
Jim Symonds, Superintendent - Like to thank Gary Scott for being our governing board president for the past year. He has served in a capacity at a time that no other board president has faced. We are forever in debt to the service as our governing board President for the 2020 school year. 
Dr. Gary Scott - Thanked his colleagues, teachers, administrators . 

3. ANNUAL ORGANIZATION 
A. RECOGNITION - Outgoing Governing Board President, Dr. Gary Thomas Scott (December 2019-2020) 
The Governing Board would like to take this opportunity to acknowledge Dr. Gary Thomas Scott for serving as the Governing Board President for the Board calendar year 2019 and 2020. His hard work and dedication on behalf of the students and the San Gabriel community are appreciated and recognized. 

B. Administration of Oath of Office and Installation of New Governing Board Member, Nancy Tsai At the November 3, 2020, Governing Board election Nancy Tsai was elected to serve in the capacity of Governing Board Member for the San Gabriel Unified School District. The member-elect will take the oath of office at this meeting. 
Nancy Tsai took the oath of office.
Cheryl Shellhart continued service as a school board member for her next term, took the oath of office. 
C. ACTION - Appointment of Secretary to the Governing Board of Education: SUPERINTENDENT At the annual organization meeting the Governing Board appoints the District Superintendent as the Secretary to the Governing Board of Education, pursuant to Board Bylaw No. 9122. 
Action: 5-0 vote approved appointment of new Board Secretary -Jim Symonds

D. ACTION - Election of Governing Board Officer: PRESIDENT 
At the annual organization meeting the Governing Board elects the President for the upcoming Board calendar year. The official functions for this position are pursuant to Board Bylaw No. 9121. 
Cherly Shellhart Nominated Rochelle Hass for new school board President.
Action: 5-0 vote approved appointment of new Board President - 


E. ACTION - Election of Governing Board Officer: VICE PRESIDENT 
At the annual organization meeting the Governing Board elects the Vice President for the upcoming Board calendar year. The official functions for this position are listed below.

Action: 4-0 vote approved appointment of new Board  Vice President -

F. ACTION - Election of Governing Board Officer: CLERK      
At the annual organization meeting the Governing Board elects the Clerk for the upcoming Board calendar year. The official functions for this position are pursuant to Board Bylaw No. 9123. G.

B. REPORT - Governing Board President  - Rochelle Haas -  First off I would like to thank Dr. Scott for your leadership over the past year. I bet you never thought you would be leading us during a pandemic. I am thankful for your guidance and your ability to adapt to this situation and “zoom life.”   I have learned a lot from you and wanted to thank you for your hard work for many years. Welcome Nancy and thank you for your willingness to serve. Thank you Dena for the invite to the CTA dinner. Thank you for inviting us and having us. As a board, we attended the CSBA online conference. It was a good learning opportunity. My favorite presentation was from Heather Theissen, Heather Wolpert and Andrew Ammon It was great to see how we are making arts a priority in our district.    My daughter was able to realize the importance of her education for her and her peers. I am looking forward to attending Washington’s Holiday Extravaganza and I would like to wish everyone Happy Holidays.    

C. REPORT - Superintendent Jim Symonds - Congrats to Rochelle (Pres.), new member Nancy and Cheryl (VP), dedicated meeting to memory of Kristen Follen, office manager at Coolidge and former SGUSD student, inspiration to me, taught me about courage, huge loss for Coolidge, we will honor her memory, thank you to everyone who rallied around Coolidge staff
COVID-thanks to staff for contact tracing work, we are in purple tier, 2 weeks to get out of purple, 3 weeks in red to come back so Jan 19  will no longer be our target return date.  Goal to protect safety of staff and robust instruction, CDC for guidance
Grateful for SGUSD family for sticking together and supporting each other and our students.  Stay safe, relax during break.

D. PRESENTATION - First Interim Report 2020-21 and Parent Budget Overview  (See Presentation for moe information)
Will Wong, Asst Superintendent of Finance - First Interim Report  July 1st to June 30th. 
Parent Budget Overview is a new Requirement. We are using the template that all districts are using across the state. SB 98 is a way to give communication out during a pandemic. We project 67 million in revenue. Its a combination of several funds, including Federal Cares act funds, base funding, supplemental and concentration funding. Most of our funding comes from the state. The Learning Continuity Plan we write out what is happening for learning during a pandemic and what is needed for High Needs students also. The LCFF slide reviews how much was budgeted and how much was actually spent for High Need students. In 19/20 we had a pandemic and one time funds that we spent on High Needs students. We spent 1.7 more than what we took in..  Now, to the first Interim Report. It is from July 1 to October 31st, then we project for the rest of the fiscal year.  A lot has changed since 2020. Still expecting lots of chA.  anges possibly from Sacramento and Washington. The district needs to meet its financial certification. The recommendation is positive. We get our info from many sources. We make assumptions on enrollment. It is declining, but we will be funded on 19/20 ADA. Most of our expenses are with staffing. Benefits are a high percent of our costs.  We have COVID funds, that drives up our revenue. We do not know if we will get COVID funds next year.  There is uncertainty as to what is going to happen with our economy. California projected the state budget in May, tax collection is substantially better, so we are hopeful that this will help school districts with one time money.  We are in the process of doing a “mortgage” to get more money.  Food Services - we are serving less meals, we are funded on the number of meals served. So we need children under 18 to eat! We have a stabilization plan, we don't have to implement it immediately, we hope that the Feds come through with ongoing funds from the state. 

Discussion:   Dr. Scott - So many variables, it's almost impossible to create a point in time to work from.  Thank you Mr. Wong and lets hope there is some wisdom here and we  will get some help from the state.

1. Approve 2020-2021 First Interim Report 
The Administration recommends the Governing Board approve the Positive Certification of District Solvency on the First Interim Report for the scal year 2020-2021 and the subsequent two years - 2021-2022 and 2022-2023. 
Financial Impact:  Due to declining enrollment, increased expenses and economic uncertainties, the District has developed a fiscal stabilization plan based on the First Interim Report assumptions. The Fiscal Stabilization Plan may be implemented in the budget year and out years as appropriate.  The reduction items being considered include but are not limited to the following:
Staffing Adjustments, Reducing Non-essential Contracted Services, Site and Program Allocation Realignment, Consolidation of Administrative Services and Clerical Support, Refunding Programs with Allowable Resources, Identify One-time Savings to Improve Reserve Level

The Certification of Signatures Resolution allows for District Business Documents to be executed.

1. Approve Reimbursement to Alhambra for ASL Interpretation for Special Education Students Attending Alhambra Special Education Programs, School Year 2020-2021 (Special Education) 
Administration recommends the approval of utilizing Alhambra’s ASL services for Special Education students attending Alhambra Unified special education program for the 2020-2021 school year.

Special Education students residing in San Gabriel must be placed in a program that is suited to meet their needs. There are students attending Alhambra Unified School District’s special education programs, and they need American Sign Language interpretation in order to access the curriculum.

2. Approve Second Consultant Agreement with SpeechCom Inc. for Speech and Language Services, School Year 2020-2021 (Special Education) 
Administration recommends the approval of the second consultant agreement with SpeechCom Inc. for Speech and Language Services for the 2020-2021 school year. 
Special education students who attend San Gabriel Unified School District may require speech and language services per their IEP. Students need to be assessed in any area of suspected disability. One district speech and language pathologist is on a medical leave this school year. On September 8, 2020, the Board approved the initial contract with SpeechCom to provide a substitute Speech Pathologist. It is necessary to extend the contract with an outside agency to provide 1 FTE speech and language pathologist. SpeechCom Inc. is able to provide 1 FTE speech and language pathologist for these services for the remainder of the 2020-2021 school year.

3. Approve Consultant Agreement with Vizen Optometric Center, School Year 2020-2021 (Special Education) 
Administration recommends that the Governing Board approve a consultant agreement with Vizen Optometric Center for an independent educational evaluation for a vision therapy assessment of a 6th grade special education student. 
In accordance with the Individuals with Disabilities Education Act and the recommendation within this student's Individual Education Program (IEP), SGUSD must provide a vision therapy assessment for a special education student. The district is obligated to contract with a specialist who is properly licensed in this area who can provide an impartial evaluation.

5. Approve Amended Memorandum of Understanding (MOU) with Monrovia Unified School District Administration recommends that the Governing Board approve the amended Memorandum of Understanding (MOU) with Monrovia Unified School District. 
On July 21, 2020 the Governing Board approved the Memorandum of Understanding between San Gabriel Valley Consortium (SGVC) Induction Program, and Monrovia Unified School District. This MOU is coming back for approval with the following changes: 
See Page 5 #8 [Terms]: The minimum commitment will be changed from three years to one year. See Appendix A: Candidate Cost changed to $ 2,000 for Year 1 candidates.

6. Approve Proposal for Aeries Communications Platform powered by ParentSquare 
Administration recommends that the Governing Board approve the proposal for Aeries communications Powered by ParentSquare. San Gabriel USD currently uses multiple platforms for communications and the platforms in place limit the ability to send mass emails, personalized communications, and keep parents informed of
timely information all in one location. Currently, the State of California requires Local Education Agencies (LEAs) to provide notifications to parents and much of this is done by generating and sending hard copies. Aeries Communications powered by ParentSquare will help to unify all District communication tools, provide digital communications and oversight throughout, as well as, provide powerful reporting metrics.

As we begin moving towards Phase III, San Gabriel Unified is seeking to provide specific strategies for remote learning and the rapidly changing edtech landscape. CUE (Computer Using Educators) offers a variety of opportunities to schedule trainings as needed throughout the second semester based on remote learning models.

Cheryl Becker Dobbertin will help secondary teachers to support simultaneous instruction geared to learners in the classroom and learners at home.

Jim Bentley will help TK-12 teachers to support student collaboration, discussion, and team-building in breakout rooms that can be used in both virtual and concurrent instruction.

Specific strategies in virtual learning are needed to support students in both math and writing for SGUSD’s youngest learners. This training will help primary teachers by providing a virtual workshop on the SGUSD Feb. 12th Staff Development Day.

Dena Dragoo, President San Gabriel Teachers Association - Thanked Dr. Gary Scott for his being an excellent facilitator and  school board President during the pandemic. She welcomed Nancy Tsai as our new school board members. She also thanked school board members and administrators for attending the California Teachers Association School Board Dinner.  She was very pleased and made note that San Gabriel Unified had the most school board members and administrators in attendance. She also thanked them for always considering the safety and needs of students and employees when making tough decisions during the pandemic.

B. REPORT - Governing Board President  - Rochelle Haas -  First off I would like to thank Dr. Scott for your leadership over the past year. I bet you never thought you would be leading us during a pandemic. I am thankful for your guidance and your ability to adapt to this situation and “zoom life.”   I have learned a lot from you and wanted to thank you for your hard work for many years. Welcome Nancy and thank you for your willingness to serve. Thank you Dena for the invite to the CTA dinner. Thank you for inviting us and having us. As a board, we attended the CSBA online conference. It was a good learning opportunity. My favorite presentation was from Heather Theissen, Heather Wolpert and Andrew Ammon It was great to see how we are making arts a priority in our district.    My daughter was able to realize the importance of her education for her and her peers. I am looking forward to attending Washington’s Holiday Extravaganza and I would like to wish everyone Happy Holidays.

REPORT - Superintendent Jim Symonds - Congrats to Rochelle (Pres.), new member Nancy and Cheryl (VP), dedicated meeting to memory of Kristen Follen, office manager at Coolidge and former SGUSD student, inspiration to me, taught me about courage, huge loss for Coolidge, we will honor her memory, thank you to everyone who rallied around Coolidge staff
COVID-thanks to staff for contact tracing work, we are in purple tier, 2 weeks to get out of purple, 3 weeks in red to come back so Jan 19  will no longer be our target return date.  Goal to protect safety of staff and robust instruction, CDC for guidance

D. PRESENTATION - First Interim Report 2020-21 and Parent Budget Overview  (See Presentation for moe information)
Will Wong, Asst Superintendent of Finance - First Interim Report  July 1st to June 30th. 
Parent Budget Overview is a new Requirement. We are using the template that all districts are using across the state. SB 98 is a way to give communication out during a pandemic. We project 67 million in revenue. Its a combination of several funds, including Federal Cares act funds, base funding, supplemental and concentration funding. Most of our funding comes from the state. The Learning Continuity Plan we write out what is happening for learning during a pandemic and what is needed for High Needs students also. The LCFF slide reviews how much was budgeted and how much was actually spent for High Need students. In 19/20 we had a pandemic and one time funds that we spent on High Needs students. We spent 1.7 more than what we took in..  Now, to the first Interim Report. It is from July 1 to October 31st, then we project for the rest of the fiscal year.  A lot has changed since 2020. Still expecting lots of chA.  anges possibly from Sacramento and Washington. The district needs to meet its financial certification. The recommendation is positive. We get our info from many sources. We make assumptions on enrollment. It is declining, but we will be funded on 19/20 ADA. Most of our expenses are with staffing. Benefits are a high percent of our costs.  We have COVID funds, that drives up our revenue. We do not know if we will get COVID funds next year.  There is uncertainty as to what is going to happen with our economy. California projected the state budget in May, tax collection is substantially better, so we are hopeful that this will help school districts with one time money.  We are in the process of doing a “mortgage” to get more money.  Food Services - we are serving less meals, we are funded on the number of meals served. So we need children under 18 to eat! We have a stabilization plan, we don't have to implement it immediately, we hope that the Feds come through with ongoing funds from the state. 

Discussion:   Dr. Scott - So many variables, it's almost impossible to create a point in time to work from.  Thank you Mr. Wong and lets hope there is some wisdom here and we  will get some help from the state.

The Administration recommends the Governing Board approve the Positive Certification of District Solvency on the First Interim Report for the scal year 2020-2021 and the subsequent two years - 2021-2022 and 2022-2023. 
Financial Impact:  Due to declining enrollment, increased expenses and economic uncertainties, the District has developed a fiscal stabilization plan based on the First Interim Report assumptions. The Fiscal Stabilization Plan may be implemented in the budget year and out years as appropriate.  The reduction items being considered include but are not limited to the following:
Staffing Adjustments, Reducing Non-essential Contracted Services, Site and Program Allocation Realignment, Consolidation of Administrative Services and Clerical Support, Refunding Programs with Allowable Resources, Identify One-time Savings to Improve Reserve Level

1. Approve Reimbursement to Alhambra for ASL Interpretation for Special Education Students Attending Alhambra Special Education Programs, School Year 2020-2021 (Special Education) 
Administration recommends the approval of utilizing Alhambra’s ASL services for Special Education students attending Alhambra Unified special education program for the 2020-2021 school year.

Special Education students residing in San Gabriel must be placed in a program that is suited to meet their needs. There are students attending Alhambra Unified School District’s special education programs, and they need American Sign Language interpretation in order to access the curriculum.

2. Approve Second Consultant Agreement with SpeechCom Inc. for Speech and Language Services, School Year 2020-2021 (Special Education) 
Administration recommends the approval of the second consultant agreement with SpeechCom Inc. for Speech and Language Services for the 2020-2021 school year. 
Special education students who attend San Gabriel Unified School District may require speech and language services per their IEP. Students need to be assessed in any area of suspected disability. One district speech and language pathologist is on a medical leave this school year. On September 8, 2020, the Board approved the initial contract with SpeechCom to provide a substitute Speech Pathologist. It is necessary to extend the contract with an outside agency to provide 1 FTE speech and language pathologist. SpeechCom Inc. is able to provide 1 FTE speech and language pathologist for these services for the remainder of the 2020-2021 school year.

3. Approve Consultant Agreement with Vizen Optometric Center, School Year 2020-2021 (Special Education) 
Administration recommends that the Governing Board approve a consultant agreement with Vizen Optometric Center for an independent educational evaluation for a vision therapy assessment of a 6th grade special education student. 
In accordance with the Individuals with Disabilities Education Act and the recommendation within this student's Individual Education Program (IEP), SGUSD must provide a vision therapy assessment for a special education student. The district is obligated to contract with a specialist who is properly licensed in this area who can provide an impartial evaluation.

On July 21, 2020 the Governing Board approved the Memorandum of Understanding between San Gabriel Valley Consortium (SGVC) Induction Program, and Monrovia Unified School District. This MOU is coming back for approval with the following changes: 
See Page 5 #8 [Terms]: The minimum commitment will be changed from three years to one year. See Appendix A: Candidate Cost changed to $ 2,000 for Year 1 candidates.

Administration recommends that the Governing Board approve the proposal for Aeries communications Powered by ParentSquare. San Gabriel USD currently uses multiple platforms for communications and the platforms in place limit the ability to send mass emails, personalized communications, and keep parents informed of
timely information all in one location. Currently, the State of California requires Local Education Agencies (LEAs) to provide notifications to parents and much of this is done by generating and sending hard copies. Aeries Communications powered by ParentSquare will help to unify all District communication tools, provide digital communications and oversight throughout, as well as, provide powerful reporting metrics.

CUE (Computer Using Educators) offers a variety of opportunities to schedule trainings as needed throughout the second semester based on remote learning models.

So Tuesday, Dec 15th our school board will discuss the reorganization of school board positions at 6:00 p.m.  ( I believe Rochelle Haas will become our new board president, but not 100% sure.)  Also, our new board member Nancy Tsai will take the oath of office. It would be nice to have some members in attendance at 6:00 p.m. 

At 7:00 p.m there will be a presentation from Will Wong on the first interim budget report. This should be interesting as well.

These events have all been repurposed and re-imagined for our current times with a commitment to deliver to our members what they need now to be successful in their work as educators, leaders and members of the community.

Dena Dragoo, San Gabriel Teachers Association - On behalf of all San Gabriel Teachers, we wanted to extend our gratitude and thank you for your 9 years of service.  
Read comments from teachers across the district thanking Andrew for all of his service over the past 9 years. He attended SO many events over the years and was always supportive of the students. Always had a smile on his face and greeted everyone like they were a friend. Here are some comments sent in from other San Gabriel Teachers: 

“Andrew we cannot thank you enough for your support of the arts over the years! We really appreciated all of your help. Thank you for attending the Wilson Holiday Show. He was always at our back to school night and open house! Thank you for attending Gabrielino Open houses. I have really appreciated Andrew’s support of the arts across the district. He was always at the Coolidge Carnival. Andrew always reads books at our Dr. Seuss Read Across America event at Roosevelt Elementary. Always at Back to School Nights. Andrew was supportive of student activities. My kids did a couple of community events as part of the QuikScience Challenge. In one they collected toxic drain cleaners and handed out free earth friendly drain cleaner … Andrew stood there and supported them for most of the drive. It meant a lot to the kids. I was always really impressed that Andrew remembered my name after only meeting him once. He always asked how the year was going and was easy to talk to at school events. Andrew and I had a bond over baseball. He secretly is a Yankees fan! Andrew, I will miss you during the Dr. Seuss event at Roosevelt…who’s going to read in my classroom? Wishing you all the best! I have long appreciated that Andrew was interested in listening to the teachers. He was regularly the board member that would come visit for a listening session when things were tense. He would ask thoughtful questions in board meetings and follow up with teachers afterwards to gain better insight. Thank you for always listening when issues arise. Andrew would always show up to our History Day Presentations. Thank you, Andrew, for your warm greetings, genuine interest in what we're doing in our classrooms, and willingness to join in our special events. I appreciate you coming to a student evening activity in my classroom several years ago. Thank you again Andrew for you service to our community. Gabriela Ceja Garcia - Teacher, Coolidge - Personally want to thank you for years of dedication . Since I met him he has proven to be dedicated. He always had encouraging words. We wish you the best… YOu are always welcome at future functions. You are always welcome back to sub.  

Carol Thomspon- Teacher, Coolidge - Andrew always is about making a difference with the students. Students were always excited to see Andrew. Grateful for all of the support for teachers. Willing to listen and will be missed.

Sharon Heinrich, Principal Gabrielino - Good evening. Andrew, the last 9 years have been quite a ride. I had no impact when you ran, that you had such an impact on my service to Gabrielino.  Your diligence and pursuit of the truth, made me continue as principal of Gabrielino. Over the 9 years our district has had changes to personnel, budget cuts, etc. Your commitment has helped to lead us through our district in tough times. I especially want to thank you. You understand where my heart is… 

Larry Mercado- Teamsters - Thank you for all you’ve done for the students and staff at SGUSD. You represent the old days and the new days. Come back and visit.


Sandy Rosco - SG Chamber of Commerce - I am so very disappointed that I cannot be on this zoom that I cannot thank AA. I have valued and respected your leadership since you were first running. Over the course of 9 years, I have enjoyed spending time with you. Thank you for giving your time, energy leadership abilities to help guide our students. With the deepest respect or gratitude. 

Ken Chang - Former School Board Member - A couple of things I know about you, you have an authentic passion for being the ears and voice with a need for help in the district. Attending every event is so impressive. You are so articulate and I chose not to debate with you (haha) and you helped to balance our decisions as a school board.

Senya Lubisich- Thank you for letting us express our gratitude. The amount of time and commitment to the community is considerable. My family has benefitted from your work and service.

Michelle Feridge - Asian Youth Center - On behalf of AYC I want to share how much we appreciate the partnership with SGUSD> The relationship and collaboration has been wonderful. We appreciate being included as an important stakeholder in the community. Andrew - I have enjoyed your friendship over the years. Your volunteerism, every chamber event, every nonprofit event and at AYC. Thank you for your service to the community, on behalf of all the youth we serve. We deeply appreciate it!

Chanda Strom- Teacher , Gabrielino - I can’t believe it’s been 9 years,a crazy 9 years. Thanks for walking the difficult road with those of us willing to take the walk. You have helped us to make the change that is necessary for the district.

Hugo Correra - Parent - Thank you Andrew for everything you have done for the district. Thank you for all your years of service. It’s one of those things you don’t realize it’s gone until it’s missing.

Will Wong - Asst. Supt Finance - I got to know Andrew on that fateful day. It was a challenging time, and I saw the power of democracy and working together. Andrew was pivotal in that event. A lot of tough decisions, challenges, and progress and the school district is better than it was years ago and a lot is due to your leadership.  

Joan Perez-Assistant Superintendent of Educational Services-I know over the last two years I’ve been impressed with your leadership and commitment. I can’t thank you enough for making my transition to San Gabriel easy. Thank you for the opportunity to be here and I wish you all the best in your future endeavors.

Ross Perry - Supt of H.R. - It’s been neat to work with you in those capacities. The way you really care about the kids. We really thank you for everything.

A. REPORTS - Student Board Members 
Del Mar High School, Yarelly Morales-Welcome to our new principal. Students had the opportunity to take 2 new elective classes. Guitar is also available through a grant from Guitar Center to make the program possible. Coolidge-recognized students for the first 2 habits, materials pick up went smooth. Lemonade with the Principal coming up. Roosevelt-awards assembly to recognize students demonstrating the 3 Rs. The importance of play was also discussed. Distribution day is coming up for Roosevelt. Washington-had a fun lunch with scavenger hunts. Providing help to families during the holiday season. Distribution day coming up. Thank you to Mr. Ammon for cheering us on and watching us grow. We thank you for your support, for caring and making SGUSD a great place to learn. You will always be a part of our San Gabriel community.

Gabrielino High School, Hennassie Ramirez - Mck recognized many students. Recognized for Honor roll and Principal’s Honor Roll. Gabrielino - Thank you to staff students and parents for their ongoing partnership. Thank you to Andrew Ammon for support. 
B. REPORT - Governing Board President - Dr. Gary Scott - Board President - Last Saturday, went to Home Depot, was questioned, do you want to contribute money to San Gabriel Schools? The cashier went on to talk about the amazing experience her children are having in San Gabriel and how grateful she was for everything the district is doing. I hope all of us are mindful that we are making a difference.   
One of my colleagues is leaving tonight. Andrew Ammon. He has a great memory, I remember Andrew would be out on the streets campaigning. He was very encouraging. I am grateful for my service on the school board. Andrew is 100%at board meetings. His decisions are informed. We have had many long challenging conversations. Andrew has the strength of conviction and is committed to what he believes is the right thing for the district. He has never been afraid to step up and speak out. I am so grateful to you. 

C. REPORT - Superintendent Jim Symonds -A lot of congratulations tonight. Congratulations to Muhammad and you can see that we are a community that cares about kids. Welcome. So impressed with the mental health and wellness presentation tonight. Goal to focus on SEL of students and our progress in a year is astounding. Thank you to everyone who has participated in this. We are making so much progress in the area of mental health and wellness. 

I wanted to talk about Andrew’s vision. A lot of people talk about things and as we’ve seen he has put the rubber to the road and made things happen in the district. It’s phenomenal what you’ve done in the time you have been here. Support of Dual Immersion programs in both Spanish and Mandarin, the MIE and VAPA supporter, STEM lab all a part of Andrew’s vision. A person we could go to and you were always willing to lend a helping hand. Students felt safe and their needs were met. You envisioned a district where teachers were supported and able to do their job. Making sure that sites had strong leaders. Believing in a district with a strong district support team. You have led the district and helped shape the SGUSD vision. We would not be where we are today without your support. You’re the man behind the curtain and you have left behind a legacy and the students will be the one to benefit. So many more memories and friendship to come.

D. PRESENTATION - Mental Health and Wellness for San Gabriel Students
Discussion: 
Presentation by: Ruth Esselen, Director of Student Support and Assessment - We are collaborating for SSGUDS students and families. Goal is to have a comprehensive response structure. Our task is to establish protocols and guidance. There are 15 members from all sites and DEC. We wanted to present our work through the model of tiers, they are NOT consecutive. Tier 1=universal and constant, all kids grade K-12 have access to SEL curriculum (second step). Teachers are a part of Tier 1 and report when students need assistance. Tier 2=more intensive response. K-12 counselors and interns, wellness coordinator, and school psychologists are doing regular check ins with these students. Tier 3=Risk assessments and collaboration with additional resources. PMRT is also available and the SGPD has also aided in assessing students and families. Quick response so no one falls through the cracks. Smooth and efficient.  

Providing PD-mental health CPR and an open session for teachers in Jan. and parents in Feb. Continuing to look for more ways to help support our staff. Phone numbers and resources will be made available.   




Lena Rodas - Parent of a 5th Grader at Washington Elementary School - Part of my involvement is that I have developed a greater appreciation of the skill needed to have comprehensive practices and policies for our students. 

Dori Rosenthal Saporito - Counselor,  I am working under School Based Mental Health - We will offer therapy to any student in the school district. We have had 272 referrals. We average over 400 a year. We partner with Pacific Clinics and other agencies. We have 131 students working with interns. We work with APU, Fuller, etc, , and have 7 interns. We work with the school site counselors and determine what our students need and what is the best course of treatment.  

Denise Ledezma District Social Worker - Mental Health Comm - Mindful Mondays. 4-5 Min video for staff to participate. Schools share with families through social media. 4 School involved in PBIS - 4th year implementing PBIS. How do we have incentives that are more virtual. Kids earning Washington way tickets, class Dojo points, kids earning dress up day, being a leader on Zoom. Hope is next year to start tier 2 training. Having universal support in place and also tier 2 supports for individuals that need our support. Have a need for families that need our support. Take a team approach to see what resources we have for our families in need. The SG website under student support services is where we have our support listed. Google form to create a mailing resource. Want to find out beforehand so we can get the support they need. Interns help out to reach out to all students to see what supplies they need to start the day. Try to make sure there is support there when they need it. For students in special education, we want to help identity when they need the support as well.

Chris Saporito - Wellness Coordinator-At the highschool level, Wellness Wednesdays provide weekly lessons for the teachers to use and refocus and recenter. Curriculum provided. We expanded the peer helping courses that are reaching out to students and identify those in need. Looking forward to being back on campus and having kids in the wellness center (a 3 room center). Classroom teaching space, decompression room and a meeting space. Website with resources for refocusing and recentering. Crisis intervention because it has been a difficult time for all students. Accessing community and school resources to help our students. Doing a fantastic job reaching our students. Never heard the word “no” when it comes to helping our students. Looking forward to in person services. 


Gerald Blanding - Parent Representative - It’s vital to have an understanding to be on this committee and on the School Site Council so that I can offer help to my girls and other children. My wife and I have reached out to all of the online resources. We are glad to enrich and help the committee build. The committee has identified areas where they can benefit from existing opportunities for parents to be engaged and those to have access to wellness practices. Thank you to all. 

Rochell Haas: Board Member: I have a few questions: Chris - I am excited to see the Wellness center Right now, while in COVID, are there office hours? Do you have live sessions in addition to the Wellness Wednesday?   
Chris - I am available every day. I am receiving a lot of referrals for counselors to follow up for students who are in need of assistance. I am receiving referrals from teachers. I am available for breakout rooms, to date I have not done any class big presentations. When we return on campus, then that is what the 3rd classroom will be designed to do

Rochelle - It would be nice if you can do something bigger, and with zooms. But I understand there is a lot going on now. For crisis intervention, how are students identified? What are red flags? Who is on the crisis intervention team? Do you make site visits? 

Chris - They are identified in all sorts of ways. We provided a training for teachers in terms of what to look for, resources and who to look out for. We are receiving phone calls from parents all the time from students. Our attendance office is identifying students. It's a multifaceted approach and is very tricky as we are not seeing students “ in the hallways.” We are dependent on people picking up on what they see in the child. 

Dori - In Session - First we are addressing needs via zoom, who is in the home? Who is available? Identifying any risk factors. Reach out to myself and the school counselor for possible risk assessment. When we identify a HS need the school counselor will reach out, We will determine the next course of action for the student. If the student is at risk, we will decide on protocol. Other agencies have their own protocol. 

Ruth - While we have done risk assessments for years, all had to be “re figured” because we are all virtual. I would like to call attention to the Health and Safety Protocol…. At each site, K-5, 6-8, 9 -12, the protocol is different. We are also going to homes. 

Rochelle - Do counselors have credentials and licensing? 

Dori - They have been trained and have risk assessment training. Our counselors recognize when there is a need.  

Denise-We are all considered school based SEL teachers to promote the mental health component for students. (referring to all counseling staff)

Cheryl Shellhart, Board Member - Is our referral rate low??? Are we behind in statistics?  

Dori - for us, to be at 270 right now is pretty typical. More of a challenge for kids to commit to teletherapy. Steady flow. Referring out to agencies every single day. Kids can be very quiet. Teachers are picking up on when kids need help.

Cristina Alvarado - 3 questions.. This is a long time coming. We have been wanting to do something to coordinate services for our students and social service agencies. The presentation tonight was great. Congratulations on getting this far, in the time of COVID. 
Wellness Wednesdays - Do we have a lot of teacher participation? How are the teachers responding to this? 

Chris - Yes, it is a High School program. Del Mar is moving to something similar. Every Wed. students are to report to their embedded teacher. That curriculum is taught by every teacher, every wednesday, to every student.

Cristina - regarding Del Mar - I would love to see something on a smaller scale at Del Mar. 

Dori-We are ahead of our time with wellness centers and our programs.  

Cheryl - We do have student Wellness every wednesday. Del Mar is getting what the committee is providing for the district.
 
Cristina - As we support families, are we helping with the language barrier and the cultural barriers/
 
Denise - Yes, we have been working with our families… we are reaching out to our liaisons when we have need. We do our best so that translation is available. 

Andrew- I do not envy your task and the issue that you’ve inherited. Great sense of hope for the future. Denise went to elementary schools as soon as sites found out about the social worker. PD constant and ongoing thing. Presenting how to deal with a crisis situation and what steps to take. Knowing who we have and who goes where is very important. 

Ruth - That has been dealt with already. 

Cheryl - Special thanks to the parents and all they have done as well.

Gary- This can be overwhelming and seem so huge, but there is such a large group of people that are committed to mental health. Human beings that we teach, have very dramatic needs currently. There is a “can do” spirit and we will figure it out. Love that we are coordinating with student interns. Social and Emotional Wellbeing is being addressed in credentialing programs and to be mindful of what the students are going through. Grateful for all of the hard work!

The administration recommends the Governing Board adopt Resolution No. 7/2020-21, requesting the issuance of 2020-21 Tax and Revenue Anticipation Notes (TRANs) for the District by the Board of Supervisors of the County of Los Angeles and authorize the designee to execute the necessary documents. 
Due to the State’s expected cash deferrals, the district needs to adopt a Resolution allowing for cash borrowing via Tax and Revenue Anticipation Notes (TRANs) for 2020-21 in an amount not to exceed of $11,000,000. 
Financial Impact: 11,000,000

1. Approve New Course of Study, Python Computer Science at Gabrielino High School Administration recommends the approval of the new course of study, Python Computer Science at Gabrielino High School. 
In order to continually update and improve our course offerings, staff regularly works to develop new courses of study. Pursuant to Board Policy 6140, the established curricula of our schools shall be in harmony with the State and Federal requirements and the Governing Board’s adopted goals of education. Gabrielino High School faculty and staff have developed a new one-year course in the area of Python Computer Science Principles. 
Financial Impact: $43,152.14

This agreement will allow Nicole Miller & Associates, Inc. to conduct and provide investigation services requested for the San Gabriel Unified School District. This is in order to employ services designed to meet the requirements for reasonable efforts to be made per Board Policy 5111.1.

The San Gabriel Unified School District Visual and Performing Arts Strategic plan, implemented in June, 2019, includes the need to improve quality and access to all 5 arts disciplines: Music, Art, Theater, Dance, and Media Arts. Partnering with the Dance Education Project will provide access to high quality dance education for our elementary students. This partnership has been vetted by the Visual and Performing Arts Advisory Council, and was written into the Los Angeles County Arts Ed Collective Grant, which was awarded to the district this past August, 2020.

The Del Mar High School proposal includes 12 one hour long virtual visual arts workshops, and will culminate in a virtual Mural Maquette to showcase Del Mar students’ learning, accomplishments and mural design.

Rochelle Haas - Vice President- Welcome Mohammed to the district. I trust that you will find your home there at Del Mar. Mr. Ammon - we have served together for 2 years. Your commitment to our students and staff is nothing short of amazing. My kids have been the beneficiaries of your decisions. You are very articulate. You were at all of Washington’s functions when my children were young. I am going to miss you. It's been an honor and a privilege to serve with you. Wish you all the best in your future endeavours. 

Cheryl Shellhart - Member - First of all Muhammad I would like to welcome you as well. Cheryl Wilson thank you for stepping up in the interim. Lastly I want to congratulate Sandra . She got married. Andrew I have to say I have been dreading this day. We don't do this job for the money. We do it for the students and for what is best for the district. You have put your career and relationships on hold for you to finish your journey. Most people see us as graduations and holidays events but I must say it is more than that. You always checked in with us to make sure if there was anything that needed to add to the agenda. You always had a pulse on the district. I will miss all the fun we had at dinners for SBA. Once we can see all of each other again we will have a proper send off. Best wishes on your future endeavors. 
Christina Alvarado - Member- Welcome Mohammed! Del Mar will be in good shape. Andrew - It's backwards. I was supposed to leave first. We have been through a lot of ups/downs/changes/meeting with Spanish speaking families/CSEA. Salud! I want to wish you the best in your future. 

Andrew Ammon - Clerk - An award was given to Andrew by the district for extraordinary service.  

“Congratulations to Muhammad,new Del Mar Principal. I feel very comfortable handing over our jewel, Del Mar. 

During 9 years there've been many changes in my life, and the changes in the district have been many. The personnel and programs were the key to support the students. One of the things I noticed was in the past the district wasn’t supporting the programs and technology to move forward and be innovative. I’m proud of the culture shift of our district. It began with the Board and then the principals who were innovators. We got the right people in the right places. People who come here want to stay here whether they started here or came later in their careers. First step was supporting the great things going on at the sites and giving them the resources they needed to thrive. Dena and team thank you for everything you do at your sites every day. We had to focus on people who were the right fit, the right leadership, that know what’s best for kids. To me the world of education is beautiful but never quite finished. We are constantly changing and evolving and working toward being better. It’s support from all parties that made this district stand apart from others. We are all going to come out of this stronger. We have been on it in our district with COVID and how we are handling instruction. I have great hope for the future because we have the right leadership at all levels. They are approachable, they may not always agree, but they will listen. Dangerous position today. We have to prepare our students for the world. Banning ideas is never a good thing. Kids need to know how to battle and combat things that are difficult.”

Cheryl - I can call you my hero. You are someone who is a mom, you have a great sense of compassion. You have warmth and the steel, thank you for your support, your friendship. 
Jim - It's been one hell of a ride. I knew right away that this guy had something. Knows when to lead, knows when to follow. You have never let me down in terms of commitment.
