  • Kim Booth and Patti Kim on JMS 6th Grade teachers to teach PE and requiring teachers to teach outside area of expertise. Students will not receive the PE experience they deserve. Submitted petition requesting that the current PE program be continued. Over 400 signatures have been collected thus far. The petition was presented to President Shellhart.

5.a. ACTION - Approve the Minutes of the April 16, 2017 Governing Board Meeting This is an opportunity for the Governing Board to adopt the unofficial draft of minutes as presented and/or discuss revisions. Approved unanimously.

7.a. REPORTS - Student Board Members (3 mins)
 · Del Mar High School, Armando Talamantes: Updates on Del Mar, Coolidge, Roosevelt, and Washington.
 · Gabrielino High School, Jocelyn Tan: Updates on GHS, JMS, McKinley, and Wilson.
  • Wilson updates included the selection of Traditional Chinese for the Mandarin Dual Immersion program and report that the committee will tour Marengo Elementary- SPUSD Mandarin Dual Immersion classrooms tomorrow.
7.b. REPORT - Board President (3 mins) Happy Staff Appreciation day. We are entering the busy season for Board members, and thanked Board members. Attended Coolidge Carnival. Special Ed Golf Tournament will take place this weekend. Condolences to the McKinley family on the passing of Jody Giordana-Ramirez.
7.c. REPORT - Superintendent (3 mins)
Attended C-AC Advocacy Day: HR and Financing for school districts. Focus: Governor's proposal to fund a portion of STRS and PRS next year- funding an additional 1%. Focus: Educational Funding Bill to take our base funding to the National Average; this is "aspirational"- no money attached to it. Focus: Exceptional Needs Bill for special education services for 4 year olds. Congratulations to Open House at JMS. Congratulations to GHS Chamber Choir at the Disney Concert Hall.
7.d. RECOGNITION - Ken K. Tcheng, Golden Apple Award Recipient 2019
Golden Apple Awards honor outstanding individuals who make an extraordinary impact on schools, students, and families.
7.e. RECOGNITION - T-Mobile EmpoweredED Award of $260,000 - Expanding Digital Access, Narrowing the Homework Gap, Presented to San Gabriel Unified Schools,
Mr. Symonds reported on exciting news of the award. Sharron Heinrich, Ruth Esseln, Venecia Lizarzaburu, and Eric Chau honored for efforts in obtaining the grant. We are the last district in the nation to receive this award. It focuses resources for our EL, Homeless and Foster students at each of our sites. (Award attached.)
7.f. PRESENTATION - Where Everybody Belongs (WEB) Mentoring Program at Jefferson Middle School
Principal Christopher Guyer presents program to provide a mentoring program to assist 6th graders in transitioning to middle school. (Presentation attached.)
Comments:
Ms. Alvarado- This is great. Can you expand upon how the mentors are chosen?
Mr. Guyer- We focus on students who wish to do the work and set a good example. There is an application and teacher recommendations.
Pres. Shellhart- Are any mentors SPED students and are SPED students receiving the service?
Mr. Guyer- I can't say off the top of my head, but no reason why they shouldn't. All 6th grade students participate as mentees.
Mrs. Hass- As a parent, I can see a positive difference. My daughter has been involved.

8. BUSINESS SERVICES
8.a. ACTION - Approve Proposal Agreement with Padilla & Associates, Inc. for Project Stabilization AgreementAdministration & Labor Compliance Consultant Services To contract with Padilla & Associates, Inc. for labor compliance, administrative, and consulting services with an approximate cost of $79,188.25 based on a 20-month project duration. (Attached)

 8.b. ACTION - Approve Proposal Agreement with John R. Byerly for Geotechnical Inspection & TestingLaboratory Services John R. Byerly submitted a proposal to provide inspection and testing services for the Gabrielino High School Music/PE project. The estimated cost is $29,825.00 based on 274 hours of inspection and 17 lab tests. (Attached)

9. EDUCATIONAL SERVICES
9.a. ACTION - Approve T-Mobile EmpowerED Award Agreement For $260,000 To offer Professional Development, Strategic Consulting, Purchase Devices, And Provide Home Wi-Fi Access For Targeted Students of SGUSD On April 16th, 2019 the Board approved the implementation of the Long-term English learner (LTEL) Student 1:1 Device Evolution Plan for Gabrielino High School. This award facilitates and immediately expands the implementation of the 1:1 Device Evolution Plan at GAB and allows SGUSD to offer similar access to our other sites.

9.b. ACTION - Approve Gabrielino High School Varsity Girls Basketball Team Participation in a Summer Basketball Tournament at Cal State San Marcos in San Marcos, California, July 21-23, 2019.

9.c. ACTION – Approve Final Settlement Agreement for Special Education Student OAH Case No. 2019020963. The Superintendent recommends the approval of this Final Settlement Agreement in an amount not to exceed $10,200.

9.d. ACTION – Approve Final Settlement Agreement for Special Education Student OAH Case No. 2019011055. The Superintendent recommends the approval of this Final Settlement Agreement in an amount not to exceed $10,000.

9.e. ACTION - Approve the Relocation of two Options for Youth San Gabriel (OFYSG), Public Charter School Resource Centers Options for Youth - San Gabriel believes these new locations will be in the best interest of the students. Therefore, OFY-SG respectfully requests the approval of the SGUSD Board to approve the relocation of two OFY-SG Public Charter School Resource Centers. OFY-SG is seeking to relocate the first resource center located at 405 S. San Gabriel Blvd. San Gabriel, CA 91776 to 215 South Mission Dr. San Gabriel, CA 91776. The second OFY-SG resource center is located at 5475B Philadelphia St, Chino, CA 91710 and requesting relocation to 12526 and 12536 Central Ave. Chino, CA 91710.

Mrs. Alvarado- The new building is the old AAA building?
Dr. Pappalardo- Yes, we think this is a good move and a better site.

9.f. ACTION - Approve Consultant Agreement with Dr. Robin Morris for a Functional Behavioral Assessment for a Special Education Student, School Year 2018-2019. The Superintendent recommends the approval of this Consultant Agreement with Dr. Robin Morris in an amount not to exceed $2,000.

9.g. ACTION - Approve Consultant Agreement with Dr. Susanne Smith Roley for an Occupational TherapyIndependent Educational Evaluation for a Special Education Student, School Year 2018-2019. The Superintendent recommends the approval of this Consultant Agreement with Dr. Susanne Smith Roley in an amount not to exceed $1,800.

9.h. ACTION - Approve Consultant Agreement with Dr. Jeanette Grzesik for a NeuroPsychoeducationalIndependent Educational Evaluation of a Student, School Year 2018-2019. The Superintendent recommends the approval of this Consultant Agreement with Dr. Jeannette Grzesik in an amount not to exceed $4,400.

ACTION - Approve Consultant Agreement with Applied Behavioral Alternatives for a Functional Behavioral Assessment Independent Educational Evaluation of a Student, School Year 2018-2019. The Superintendent recommends the approval of this Consultant Agreement with Applied Behavioral Alternatives in an amount not to exceed $1,125.

12.a. DISCUSSION - Consider Rescheduling the June 25, 2019 Governing Board Meeting to June 27, 2019 Commencing at 6:00 p.m. with Closed Session .
Dr. Pappalardo- Removed the item.

13. BOARD ANNOUNCEMENTS, REPORTS, AND/OR COMMUNICATIONS NOTE:
Dr. Scott: Participated in a history program interview and discussion at Del Mar. Such an amazing place to be. JMS Open House amazing. Disney Concert Hall concert of 1000 student with a select Honor Choir of 100 students (3 from GHS); beautifully performed with only one soloist: GHS- Matthew Golbedo. Observed DBL activity at JMS with Esther Minway within the context of music today with Dr. Pappalardo and Mr. Guyer. I'm proud of the schools.
Mrs. Haas: Following the theme of innovation- we are providing a place to develop future talent. I am honored to be a part of this. I attended the Disney trip with the JMS bands and orchestra and Knotts Berry Farm trip with the JMS choirs. Washington Art Fest was fun- talented art on display. Congratulations to Del Mar on History Day in Sacramento.
Mr. Ammon: May we close the meeting in honor of Jody Giordana-Ramirez? A unique soul. She loved her job and it showed. A show of support from her SGUSD family. Want to give Gab a shout out about tackling social emotional issues. Wonderful to see our principals in action at all the end of year events. We've got a good bunch. Grateful for all you do.
Mrs. Alvarado: Little left to say. Ditto, ditto ditto. JMS Open House- you can feel the passion of the students, parents, and teachers. Each classroom has its own special touch. Congratulations to Ken on the Golden Apple and condolences to McKinley.

14.b.1. Approve Gabrielino High School Speech and Debate Team to Participate in the 2019 National Speech and Debate Association National Tournament in Dallas, Texas, June 15-23, 2019.
14.b.2. Approve Contract with Los Angeles County Office of Education (LACOE) for Scale Up!
Student Success Through Technology and Arts Integration Project, Curriculum and Instruction (CIS) LACOE is hosting the Scale Up! Summer MTSS-Arts Integration 5 Day Professional Development Academy, in partnership with the California Department of Mental Health, and the Los Angeles Arts Commission, as part of the SSAE grant they received.
This is an opportunity for our district to not only customize our MTSS work using our district arts and technology strategies, but participate in a unique experience with multiple internal and external partners including LACOE’s MTSS and TEAL Leadership Teams, LACMA, Conga Kids, Colburn Conservatory, Disneyland, Universal Studios and TEAL Arts Specialists in building capacity in the areas of Social Emotional Learning, Arts Integration, and Culturally Relevant instruction.
