I would like there to be a discussion /conversation surrounding GAB reopening. The current administration has been great in trying to solve the problems that we foresee. Thank you to Brian Murray for helping us finish the MOU. I appreciate all your help. I also want to say that the biggest concern at GAB is the HVAC system. Today we had a conversation with Joe from the Facilities Dept. and Will Wong. We went over the updates on the HVAC systems. After our discussions, I want to put people's minds at ease in that we feel confident that the issues will be taken care of before we return to school. I would also like to ask: How are we going to make this plan work so that it works for everybody? Things aren't quite like they were before, I am looking forward to normalcy as we progress. I am sure most of you have seen the letter that was sent from our Superintendent. It should go without saying that attacks on people are never acceptable. I learned early on that the attacks on race should never happen. We should talk to our children at a young age. There isn’t room for hate. We should celebrate diversity. There is no room for hatred or acts of violence based on gender, age, religion. In the end we are all part of the Human Race. and entitled to liberty and life. I wish you all a wonderful Spring Break. C. REPORT - Superintendent - Jim Symonds Thank you President Haas. Approve Secondary General Education Phase III School Reopening for In-Person Learning on April 19, 2021 Recommended Motion: Administration recommends approval of secondary general education phase III school reopening for in person learning on April 9, 2021. Quick Summary / Abstract: Approval to open Secondary General Education for in-person learning in Phase III for grade 12 high school students based on the Los Angeles County COVID-19 adjusted case rate being at or below 7 cases per 100,000 population per day (red tier) described by the California Department of Health guidelines and as published on the California Blueprint for a Safer Economy website weekly on Tuesdays. Rationale: State officials recently released information related to California’s Safe Schools for All Plan that includes a framework for reopening in-person instruction. Developed by the California Department of Public Health (CDPH), the framework includes new directives that apply to all public and private schools operating in California. Schools must comply with these new orders. Secondary schools may reopen, if a county is in the Red Tier, when the adjusted COVID-19 case rate for the county has been at or below 7 cases per 100,000 population per day for at least five consecutive days. Case rates are published every Tuesday and may be viewed on the California Blueprint for a Safer Economy website. Under AB 86, Districts may bring back 1 full grade level 6-12th in order to qualify for incentive grants. Our administrative staff and Reopening Task Force groups have developed very robust and thorough health and safety protocols enabling us to prepare for a safe return to the classroom. The schools also have the equipment and supplies necessary to safely reopen. Representatives from the Los Angeles County Department of Public Health conducted a site visit to each elementary school campus. Each school received exemplary feedback regarding preparations and protocols for a safe reopening for in-person learning. The State’s Reopening Framework for Schools also states that K-12 school sites should employ a phased-in model as a part of their reopening plan. Phased reopening plans for in-person instruction may include, but are not limited to: Shifting from a full virtual learning model to hybrid Gradually allowing for specified grades and/or a percentage of each grade to resume in-person learning Allowing for a gradual number of students, at a specific capacity, per grade, or school site. If a school with a phased-in model has opened for in-person instruction, and the county changes to the Purple Tier or to a CR>25, the school may continue the phased reopening. (Please refer to the Second Interim Presentation uploaded on the board agenda) There are four major budget reports and we are in the second. Then we will look at audited actuals. We update budgets based on data. We will meet our obligation until 2023. Our budget is based on certain assumptions and enrollment. Few children in general. All districts are dealing with 71 million in general fund and substantial one time COVID funds 65 million overall reserve will increase but COVID fund will be used for COVID. Unrestricted is flat, needs 3% minimum. Next year, we will see the reserve. We will use COVID funds to help prevent reduction and COVID increased outcome cost. We got a lot of COVID funds that will be spent this year and next year. COVID funds have deadlines and rules. Year after is concerning, 2023. Stabilization plan for 2 years from now for reduction and it is concerning. A lot can change though, but we have to go off information now. Major bullet points. Washington DC is considering a COVID 3 one time fee. We can use it to maintain personnel. A California assembly bill is also in the works (passed and signed). One time financial support from California. One time funds will dry up. State is funding a COLA which is only a few percent. We are in the process of borrowing funds. SGUSD was getting 65% and the state is sending the money (short about a million) so SGUSD is borrowing to pay the bills. Finally want to thank Ms. Ortega. Questions: Scott: I admire Will for knowing how to deal with all these complicated numbers and time in history. It is so complicated and it has so many conditions for the one time fund. I don’t envy your task. Haas: Thank you Mr. Wong, for keeping track of everything at the state level. 8. ACTION ITEMS A. BUSINESS SERVICES 1. Thank you for all involved in the logistics of the vaccination. We are pumping gallons of Gorilla Glue. I have learned a lot in my first year. It has been an honor and it has been humbling. Great job Yurelly and congratulations. We are living out synergy, lots of conversation and late nights. Thank you for everything. Dr. Gary Scott - AB 86. Our district is incredibly organized in addressing these issues that are constantly changing. There is confusion, recalls, distrust, etc. There have been so many changes. Even the issues of credibility and communication. Through hard work and caring people we were able to manage this in our community. We’re going to be able to soar. People don’t know us probably get tired of us complimenting each other. Kudos to Roosevelt and Cheryl. Amazing! I want to call out the grounds folks in our district. Our facilities look really nice and clean. Sometimes, we forget about the support pieces. If we don’t have facilities, air handlers with special filters, and staff that’s willing to cycle and monitor we can do what we’re doing without them. Thank you to our classified folks. Thanks Zulma! She’s always there! She’s like a gigantic bottle of Gorilla Glue that keeps everything stuck together. She is great with communicating with the board.
