 The San Gabriel Teachers Association will be holding its election for vacant seats in the offices of Site Representative.  Site Representatives, together with the already elected 4-member Executive Board, create the Representative Council, the policy-making body of the Association, which generally meets monthly.  Site representatives receive a stipend of $50 per meeting attended.

Representatives:

• Conduct constant and ongoing liaison between the Representative Council and the Active members of the faculty/site unit.
  
• Serve as the official channel through which written communications and publications can be easily and quickly transmitted between the Association and the members.
  
• Represent the views and input of the Active membership in votes taken in the Representative Council which conducts frequent and regular polls of such membership for this purpose.
  
• Perform such additional duties as prescribed by the Executive Board.

Dr. Scott: We should appreciate our teachers every day. We are grateful every day for our teachers.

9.c. ACTION - Authorize District Staff to Implement a Mandarin Dual Language Immersion Program at Wilson Elementary School Starting with one Kindergarten Class; Advertise for One (1 FTE) Multiple-Subject Mandarin Dual Language Immersion Teacher. 

Recommended Motion: The Superintendent recommends authorization to District staff to implement a Mandarin dual language immersion program at Wilson Elementary School starting with one Kindergarten class and advertise for one (1 FTE) multiple-subject Mandarin dual language immersion teacher.

Rationale: The District started planning its first dual language immersion program about six years ago. The decision at the time was to start a Spanish Dual Language Immersion program at McKinley Elementary School in August 2014. Since that time the District has added one grade level at a time as the students matriculate. At this time, McKinley has one Spanish Dual Language Immersion classroom in each of grades Kindergarten through 4th grade.  
The California Department of Education last year launched the Global California 2030 initiative. The mission of Global California 2030 is “To equip students with world language skills to better appreciate and more fully engage with the rich and diverse mixture of cultures, heritages, and languages found in California and the world, while also preparing them to succeed in the global economy.” In order to stay competitive with surrounding districts, and to stem the loss of potential students to surrounding Mandarin Dual Language Immersion programs, the District is in need of a Mandarin Dual Language Immersion program. 

Districts in our immediate area that are offering Mandarin Dual Language Immersion programs include: Alhambra USD, Garvey SD, Monrovia USD, Pasadena USD and South Pasadena USD. Currently the District has 1,330 students that have a primary language at home of Chinese and 869 students with Spanish as the primary home language.  
District staff is asking the Board of Education to authorize the implementation of a Mandarin Dual Language Immersion program at Wilson Elementary School starting with one Kindergarten class and advertise for one full time multiple-subject Mandarin Dual Language Immersion teacher. 

Staff will complete and present the systematic research and plan for curriculum, staffing, facilities, and advertising strategies and selection of students including opportunities for parent and stakeholder input into the planning to effectively implement a Mandarin Immersion Program starting with one Kindergarten class at Wilson Elementary School. 

The Superintendent has appointed a nine member Mandarin Dual Language Immersion Committee consisting of -- Co-chairs: Mr. Jim Symonds and Ms. Ivonne Contreras, two Wilson parents, parent of English only student, Mrs. Jodie Brock, a Mandarin and English-speaking parent, Mrs. Lucy Young, Coordinator of Induction, Ms. Gail Calhoun, Fiscal Services, Mr. Matt Arnold, SGTA President, Ms. Dena Dragoo, Two teachers, one Spanish Dual Immersion McKinley teacher and one Mandarin elective Gabrielino teacher. The Committee met on February 27, 2019 at Wilson Elementary for an overview of Mandarin Dual Language Immersion. The Committee duties include visits to Mandarin Dual Immersion programs in neighboring districts, evaluate and help in choosing curriculum, and assisting in recruitment and advertising to parents. A presentation and discussion of Mandarin Dual Language Immersion program occurred at the March 28, 2019 Board of Education meeting. A parent informational meeting with question and answers occurred on Tuesday April 9, 2019 at Wilson Elementary. It is clear that there is an interest in our community for a Mandarin Dual Immersion program. 

Public comments before call for vote Item 9c: Authorize District Staff to Implement a Mandarin Dual Language Immersion Program at Wilson
Dena Dragoo: San Gabriel Teachers Association President acknowledged all San Gabriel Unified Teachers and in light of Teacher Appreciation Month she thanked them for their passion to the SG students. She also highlighted the excellent school climate and the wonderful programs that already exist at Wilson Elementary. She urged school board members not to approve the Superintendent's recommendation to move forward with the Dual Immersion Mandarin program because the committee has only met one time and there has not been sufficient planning.
" I have no problem in supporting this program next year. I urge you to slow down and do the necessary work to support a superior program."

Mr. Symonds: I appreciate the information Dena gave. It is true we have had only one meeting. We have scheduled our next meeting. We hoped to visit South Pasadena's program at that time, but South Pasadena cancelled due to CAASPP testing. We will meet with Patty Cheadle of South Pasadena and LA County Schools is committing to support us. We have contacted Hacienda La Puente School District to visit its Dual Immersion Mandarin program.

Dr. Scott: I hope you don't think the Board has been buffaloed into this. We have not been forced by the Superintendent. We work collaboratively, we discuss, and arrive at our own decisions. I don't want to be dismissive of Dena, but it's a flat lie.

Mr. Ammon- The Board empowers this committee with the committee's consensus decision regarding the design and implementation of the Mandarin Dual Immersion program. (Members of audience verbally thanked Mr. Ammon.)

Mrs. Haas- Today's vote gives the district the ability to move forward, and we will stand by the committee recommendations. But this motion is needed to move forward.

Dr. Scott- This action tonight authorizes the district to move forward with the planning. There are a lot of people interested in enrolling in this program. It is not a Wilson program per se, it is a district program housed at Wilson because Wilson has the space. During this period of declining enrollment, we are competing for students. We have to be proactive. We are the last district in the area to not have the program. I am fine with taking a chance and rolling this program out.

President Shellhart: Called for roll call vote.

Public Comments:
Vicky Mireles on behalf of SGTA aknowledged apology by Member Alvarado. Asked for a written copy of Ms. Alvarado's apology. Acknowledged Ms. Alvarado's years of service and noted that one incident should not negate this.

Chanda Strom: Spoke on breakdown of communication. As teachers, our job is to create a spirit of belonging and community in and outside of the classroom. SGUSD deserves leadership that inspires us. Leadership is not being in charge. Leadership is taking care of those who are in their charge.

Eric Chen: I was a student in this district and knew only one word in English walking into my classroom at Madison. Over 20 years later and I speaking before you and coaching Speech and Debate. Only possible because of teachers like you. These teachers taught me to read, write, speak. It takes a village. It takes a Board- it takes everybody. Wants to offer myself and family to help.

I want to speak on declining enrollment. I feel that we can do more to publicize SGUSD. The PR group district employs reports well on what is going on to people within the district, but not outside the district. We need to have more numbers on who we are reaching.

Presentation: Proud to present two certificates of recognition to Brenden Kim and Nicholas Correnti on attainment of Eagle Scout. Nicholas Correnti built 9 garden beds for Roosevelt Elementary. Brenden Kim supported El Monte Our Savior Church Center - Food Bank. Instituted a G0- Fund Me Account to weed and replace garden for the center.

7.c. REPORT - Superintendent (3 mins)
Last Tuesday, the ATT fiber optic cable went down at Roosevelt. Thanked the Roosevelt staff for working without internet. Had reschedule CAASPP. Thanked staff for flexibility.

7.d. PRESENTATION - Music Immersion Experience (MIE) Program Annual Year End Review 2019 (Presentation attached.) Student Mariachi Band performed for the Board.
A spirited performance was met with enthusiastic applause by the Board and audience.
Comments:
Dr. Scott commented that every good student needs a good teacher. What they students were playing was very difficult.Let's thank them one more time.
Mrs. Alvarado: Parents-Thank you for hanging in there and supporting your kids.
Mr. Ammon: The program was started to address the achievement gap, which the data shows. In addition- the improvement in the climate and morale. Thank you Ms. Thiesen for everything you and your staff do every day.

7.e. PRESENTATION - Certificate for NAMM Foundation Award “Best Communities for Music Education”
Certificate presented by Ms. Theisen. SGUSD is one of 18 districts in state of California and 623 nationwide to receive this certificate.
Dr. Scott- It is important not to minimize this recognition. It ia an elite group of schools. Kudos to Ms. Theisen.

7.f. PRESENTATION - Long-term English learner (LTEL) Student 1:1 Device Evolution Plan for Gabrielino High School (Presentation attached.)
Rationale: With the implementation of the SGUSD 1:1 Device initiative, technology has become an integral component in lesson delivery.  Students in poverty may not have access to Wi-Fi or an electronic device at home. Summary: Gabrielino High School plans to pilot a five-year plan to assign a targeted group of students a Chromebook, plus a Wi-Fi “hotspot” to take home in order to provide these students the ability to complete their homework and to access any online instructional resources off-campus.
Comments:
Dr. Scott- Is it reasonable to expect we will get 4 more years from these Chromebooks. Will they be satisfactory?
Eric Chau- yes- it will be compatible for the next 2 years, but we will continue to refresh the devices every 2 years.
Ms.Alvarado- I really like this proposal. I see know downside. I'd like some reports as we move along.
S. Heinrich- we will be collecting data
Mr. Ammon- agreed with comments. Asked what kind of data will be collected.
S. Heinrich- observational and testing data will be collected.
Dr. Pappalardo- This comes back as item 9b.
Mrs. Haas- I see no downside to this proposal. Specific question on WiFi access at home. WHo will pay?
Ms. Heinrich- It will be checked out to families, but paid by the district.
Eric Chau- we will collect data to analyze the need.
Ms. Heinrich- the only cost to families might be loss or damage
Pres. Shellhart- how often will we analyze appropriate website use?
Dr. Pappalardo- will the filtering be the same as we do at the school sites?
Eric Chau-It will be filtered as we would at school.

8. BUSINESS SERVICES
8.a. ACTION - Authorization to Call for Bids for Gabrielino High School Music & Fitness Center
It is recommended that the Governing Board approve the Proposal with BPI Inspection Service for Gabrielino High School Music/PE Building and authorize designee to execute the necessary documents. Rationale: It is a DSA requirement for the District to employ a full time DSA inspector to provide Professional Inspection services during any Construction project. The estimated not to exceed cost of $255,840.00 will be based upon the completion on or about December 31, 2020.  
Dr. Scott- Asked that Music teacher may review final plans and bids.
Dr. Pappalardo agreed.
Ms. Heinrich noted that Bill Gile and she met with instrumental music and PE directors to ensure appropriate planning.
Unanimously approved.

8.b. ACTION - Appoint One New Member to the Long-Range Facilities Master Plan Oversight Committee, for a Two-Year Term to Fill Vacancy After fulfilling all the membership requirements, Mr. Lok is now eligible for appointment as at-large Oversight Committee member. After appointment by the Governing Board, Mr. Lok will become the newest member on the six-member committee.
 8.c. ACTION - Approve Proposal with BPI for Professional Inspection Services
Comments: Mr. Ammon appreciates seeing Mr. Lok back.
Unanimously approved.

9. EDUCATIONAL SERVICES
9.a. ACTION - Approve Del Mar High School Students to Compete at the 2019 State Level National History Day Competition in Sacramento California on May 10th-12th, 2019. Request the approval by the Governing Board for the seven students from Del Mar High School to compete at the State Level National History Day Competition in Sacramento, California, May 10 - May 12, 2019.
Dr. Scott: This is great for Del Mar.
Unanimously approved.

10. HUMAN RESOURCES
10.a. (ROLL CALL) - Adopt Resolution No. 6/2018-19 to Approve Classified Layoff Resolution for Lack of Work and/or Lack of Funds (Resolution attached.)
Rationale: Due to a lack of work and/or lack of funds, this Board hereby finds it is in the best interest of this school district that as of June 30, 2019, certain services now being provided by the District be discontinued. (3) classified positions be discontinued to the extent set forth above. One (1) position will be reduced by 4 hours and one (1) position will be reduced by 2 hours.
Public Comment by Desiree Mieure- Only OT for the district for 12 years. Spoke in opposition of cutting her position to 50%. Can assure the Board that there is no lack of work to warrant reduction of 50%. In fact, there are more needs now than ever before. Appealed to Pres. Shellhart and her shared passion for special education students. I urge you to re-evaluate this decision.
Ms. Alvarado- Is it possible to pull this decision and learn more about this issue?
Mr. Ammon- I tend to agree with Board member Alvarado.
Dr. Scott- Revise resolution to remove the OT consideration until further study. Other items remain.
Unanimously approved.

10.c. ACTION - Approve Memorandum of Understanding Between San Gabriel Unified School District and San Gabriel Teachers Association Regarding 2019 Certificated Lay Offs (MOU and Tie Breaking Criteria attached.)
Dr Scott- it's too bad we have to do this every year, but it is required by Ed Code.

Dr. Scott: I don't want to make any cranky, but anytime there is something new like with MIE or 1:1 device, there is push back. Give your input and support to those who are put in charge. Let's all work on it (Mandarin Dual Immersion) and see if we can make it happen.
Mrs. Haas: I am so proud of what is going on with Music in this district. I am thankful we put the emphasis on it in this district.
Mrs. Alvarado: Ditto to everything my colleagues have said. I am working with WA and Sons and Daughters of the Native West. Want to do some ceremonial presentation for the WA bell that is over 100 years old.
Mr. Ammon: My colleagues. Thanked Kat Lydon - I owe her for my love of language. Eternally grateful to her in light of staff appreciation.

An SGTA elections committee member will be in the workroom Wednesday, April 17 from 7:30-3 pm for voting.  This is a CAASP testing day and it was noted that some teachers do not have a prep this day.  If this is you, please come before school or at lunch to vote.

There will be a meeting at Lunch TODAY, Thursday in Chanda's room (F202) to answer any questions.
