MEETING OF THE GOVERNING BOARD December 15, 2020 (please note minutes are abridged version) 1. OPENING PROCEDURE A. CALL TO ORDER at 6:15 p.m. B. ESTABLISHMENT OF QUORUM 2. REQUESTS TO ADDRESS THE GOVERNING BOARD Anyone wishing to address the Board regarding Closed Session items may do so at this time. All proceedings are reported to the public in open sessions where action is taken or staff is given direction. Public Comments: Dena Dragoo, President San Gabriel Teachers Association - Thanked Dr. Gary Scott for his being an excellent facilitator and school board President during the pandemic. She welcomed Nancy Tsai as our new school board members. She also thanked school board members and administrators for attending the California Teachers Association School Board Dinner. She was very pleased and made note that San Gabriel Unified had the most school board members and administrators in attendance. She also thanked them for always considering the safety and needs of students and employees when making tough decisions during the pandemic. Jim Symonds, Superintendent - Like to thank Gary Scott for being our governing board president for the past year. He has served in a capacity at a time that no other board president has faced. We are forever in debt to the service as our governing board President for the 2020 school year. Dr. Gary Scott - Thanked his colleagues, teachers, administrators . 3. ANNUAL ORGANIZATION A. RECOGNITION - Outgoing Governing Board President, Dr. Gary Thomas Scott (December 2019-2020) The Governing Board would like to take this opportunity to acknowledge Dr. Gary Thomas Scott for serving as the Governing Board President for the Board calendar year 2019 and 2020. His hard work and dedication on behalf of the students and the San Gabriel community are appreciated and recognized. B. Administration of Oath of Office and Installation of New Governing Board Member, Nancy Tsai At the November 3, 2020, Governing Board election Nancy Tsai was elected to serve in the capacity of Governing Board Member for the San Gabriel Unified School District. The member-elect will take the oath of office at this meeting. Nancy Tsai took the oath of office. Cheryl Shellhart continued service as a school board member for her next term, took the oath of office. C. ACTION - Appointment of Secretary to the Governing Board of Education: SUPERINTENDENT At the annual organization meeting the Governing Board appoints the District Superintendent as the Secretary to the Governing Board of Education, pursuant to Board Bylaw No. 9122. Action: 5-0 vote approved appointment of new Board Secretary -Jim Symonds D. ACTION - Election of Governing Board Officer: PRESIDENT At the annual organization meeting the Governing Board elects the President for the upcoming Board calendar year. The official functions for this position are pursuant to Board Bylaw No. 9121. Cherly Shellhart Nominated Rochelle Hass for new school board President. Action: 5-0 vote approved appointment of new Board President - E. ACTION - Election of Governing Board Officer: VICE PRESIDENT At the annual organization meeting the Governing Board elects the Vice President for the upcoming Board calendar year. The official functions for this position are listed below. Rochelle Haas nominated Cheryl Shellhart. Action: 4-0 vote approved appointment of new Board Vice President - Cristina Alvarado- Abstain F. ACTION - Election of Governing Board Officer: CLERK At the annual organization meeting the Governing Board elects the Clerk for the upcoming Board calendar year. The official functions for this position are pursuant to Board Bylaw No. 9123. G. Rochelle Haas nominated Nancy Tsai as board Clerk. Seconded. Action: 4-0 vote approved appointment of new Board Clerk- Cristina Alvarado - Abstained ACTION - Adopt the 2021 Governing Board Meeting Calendar Administration recommends that the Governing Board adopt the 2021 Governing Board meeting calendar. This is an opportunity for the Governing Board to adopt the 2021 Governing Board meeting calendar as presented. Cheryl Shellhart moved for approval. seconded . Spirit assembly for songs and dance; B. REPORT - Governing Board President - Rochelle Haas - First off I would like to thank Dr. Scott for your leadership over the past year. I bet you never thought you would be leading us during a pandemic. I am thankful for your guidance and your ability to adapt to this situation and “zoom life.” I have learned a lot from you and wanted to thank you for your hard work for many years. Welcome Nancy and thank you for your willingness to serve. Thank you Dena for the invite to the CTA dinner. Thank you for inviting us and having us. As a board, we attended the CSBA online conference. It was a good learning opportunity. My favorite presentation was from Heather Theissen, Heather Wolpert and Andrew Ammon It was great to see how we are making arts a priority in our district. My daughter was able to realize the importance of her education for her and her peers. I am looking forward to attending Washington’s Holiday Extravaganza and I would like to wish everyone Happy Holidays. C. REPORT - Superintendent Jim Symonds - Congrats to Rochelle (Pres.), new member Nancy and Cheryl (VP), dedicated meeting to memory of Kristen Follen, office manager at Coolidge and former SGUSD student, inspiration to me, taught me about courage, huge loss for Coolidge, we will honor her memory, thank you to everyone who rallied around Coolidge staff COVID-thanks to staff for contact tracing work, we are in purple tier, 2 weeks to get out of purple, 3 weeks in red to come back so Jan 19 will no longer be our target return date. Goal to protect safety of staff and robust instruction, CDC for guidance Grateful for SGUSD family for sticking together and supporting each other and our students. Stay safe, relax during break. D. PRESENTATION - First Interim Report 2020-21 and Parent Budget Overview (See Presentation for moe information) Will Wong, Asst Superintendent of Finance - First Interim Report July 1st to June 30th. Parent Budget Overview is a new Requirement. We are using the template that all districts are using across the state. SB 98 is a way to give communication out during a pandemic. We project 67 million in revenue. Its a combination of several funds, including Federal Cares act funds, base funding, supplemental and concentration funding. Most of our funding comes from the state. The Learning Continuity Plan we write out what is happening for learning during a pandemic and what is needed for High Needs students also. The LCFF slide reviews how much was budgeted and how much was actually spent for High Need students. In 19/20 we had a pandemic and one time funds that we spent on High Needs students. We spent 1.7 more than what we took in.. Now, to the first Interim Report. It is from July 1 to October 31st, then we project for the rest of the fiscal year. A lot has changed since 2020. Still expecting lots of chA. anges possibly from Sacramento and Washington. The district needs to meet its financial certification. The recommendation is positive. We get our info from many sources. We make assumptions on enrollment. It is declining, but we will be funded on 19/20 ADA. Most of our expenses are with staffing. Benefits are a high percent of our costs. We have COVID funds, that drives up our revenue. We do not know if we will get COVID funds next year. There is uncertainty as to what is going to happen with our economy. California projected the state budget in May, tax collection is substantially better, so we are hopeful that this will help school districts with one time money. We are in the process of doing a “mortgage” to get more money. Food Services - we are serving less meals, we are funded on the number of meals served. So we need children under 18 to eat! We have a stabilization plan, we don't have to implement it immediately, we hope that the Feds come through with ongoing funds from the state. Discussion: Dr. Scott - So many variables, it's almost impossible to create a point in time to work from. Thank you Mr. Wong and lets hope there is some wisdom here and we will get some help from the state. Cherly -Thank you and great presentation; thank you for making it easier to understand. Will Wong- I do dedicate this to Kristen Follen 9. ACTION ITEMS A. BUSINESS SERVICES 1. Approve 2020-2021 First Interim Report The Administration recommends the Governing Board approve the Positive Certification of District Solvency on the First Interim Report for the scal year 2020-2021 and the subsequent two years - 2021-2022 and 2022-2023. Financial Impact: Due to declining enrollment, increased expenses and economic uncertainties, the District has developed a fiscal stabilization plan based on the First Interim Report assumptions. The Fiscal Stabilization Plan may be implemented in the budget year and out years as appropriate. The reduction items being considered include but are not limited to the following: Staffing Adjustments, Reducing Non-essential Contracted Services, Site and Program Allocation Realignment, Consolidation of Administrative Services and Clerical Support, Refunding Programs with Allowable Resources, Identify One-time Savings to Improve Reserve Level Discussion: none Action Taken: Unanimously Approved Based on the latest assumptions, the District will meet the financial obligations for the current and subsequent two scal years with adjustments to the budget in the subsequent scal years. 2. Approve Parent Budget Overview The Administration recommends the Governing Board approve the Parent Budget Overview. Senate Bill 98 requires a parent budget overview be presented to parent groups and to the board for approval. Financial Impact: Discussion: none Action Taken: Unanimously Approved 3. Approve Resolution No. 8/2020-21, Certification of Signatures for District Business The Administration recommends that the Governing Board adopt Resolution No. 8/2020-21 in order to allow for the processing of District warrants, contracts, checks and other legal documents and authorize the Superintendent or designee to execute the necessary documents. The Certification of Signatures Resolution allows for District Business Documents to be executed. Financial Impact: none Discussion: Hass- Is this a roll call vote? Mrs. Ayala - Yes. Approve Annual Developer Fee Report 2019-20 The Administration recommends the approval of the annual accounting report and the ve year reports on reportable school fees per Government Code Section 66001 and 66006. Financial Impact: The 2019-20 Unaudited Beginning Fund balance in the Capital Facilities Fund (developer fees) was $310,044.24. The ending fund balance is $553,958.67. Discussion: None Action Taken: Unanimously Approved B. EDUCATIONAL SERVICES 1. Approve Reimbursement to Alhambra for ASL Interpretation for Special Education Students Attending Alhambra Special Education Programs, School Year 2020-2021 (Special Education) Administration recommends the approval of utilizing Alhambra’s ASL services for Special Education students attending Alhambra Unified special education program for the 2020-2021 school year. Special Education students residing in San Gabriel must be placed in a program that is suited to meet their needs. There are students attending Alhambra Unified School District’s special education programs, and they need American Sign Language interpretation in order to access the curriculum. Financial Impact: Not to exceed $35,000.00 Discussion: None Action Taken: Unanimously Approved 2. Approve Second Consultant Agreement with SpeechCom Inc. for Speech and Language Services, School Year 2020-2021 (Special Education) Administration recommends the approval of the second consultant agreement with SpeechCom Inc. for Speech and Language Services for the 2020-2021 school year. Special education students who attend San Gabriel Unified School District may require speech and language services per their IEP. Students need to be assessed in any area of suspected disability. One district speech and language pathologist is on a medical leave this school year. On September 8, 2020, the Board approved the initial contract with SpeechCom to provide a substitute Speech Pathologist. It is necessary to extend the contract with an outside agency to provide 1 FTE speech and language pathologist. SpeechCom Inc. is able to provide 1 FTE speech and language pathologist for these services for the remainder of the 2020-2021 school year. Total: $71,176.00 Funding Source: Special Education Increase: $22,386.00 Discussion: none Action Taken: Unanimously Approved 3. Approve Consultant Agreement with Vizen Optometric Center, School Year 2020-2021 (Special Education) Administration recommends that the Governing Board approve a consultant agreement with Vizen Optometric Center for an independent educational evaluation for a vision therapy assessment of a 6th grade special education student. In accordance with the Individuals with Disabilities Education Act and the recommendation within this student's Individual Education Program (IEP), SGUSD must provide a vision therapy assessment for a special education student. The district is obligated to contract with a specialist who is properly licensed in this area who can provide an impartial evaluation. Fiscal Impact: Total: Not to exceed $1,030.00 Funding Source: Special Education Discussion: None Action Taken: Unanimously Approved 4. Approve Ratied Consultant Agreement with Young Art Administration recommends that the Governing Board approve the ratied consultant agreement with Young Art. Art classes have been shown to have many important social, emotional and academic benets to students. Young Art instructors will provide virtual art classes at Washington for the 2020-2021 school year. Financial Impact: Total: $10,135 Funding Source: General Fund Discussion: none Action Taken: Unanimously Approved 5. Approve Amended Memorandum of Understanding (MOU) with Monrovia Unified School District Administration recommends that the Governing Board approve the amended Memorandum of Understanding (MOU) with Monrovia Unified School District. On July 21, 2020 the Governing Board approved the Memorandum of Understanding between San Gabriel Valley Consortium (SGVC) Induction Program, and Monrovia Unified School District. This MOU is coming back for approval with the following changes: See Page 5 #8 [Terms]: The minimum commitment will be changed from three years to one year. See Appendix A: Candidate Cost changed to $ 2,000 for Year 1 candidates. Financial Impact: Total: $ 2,000 per SGUSD teacher candidate Funding Source: Title II Funds Decrease: $500 Discussion: None Action Taken: Unanimously Approved 6. Approve Proposal for Aeries Communications Platform powered by ParentSquare Administration recommends that the Governing Board approve the proposal for Aeries communications Powered by ParentSquare. San Gabriel USD currently uses multiple platforms for communications and the platforms in place limit the ability to send mass emails, personalized communications, and keep parents informed of timely information all in one location. Currently, the State of California requires Local Education Agencies (LEAs) to provide notifications to parents and much of this is done by generating and sending hard copies. Aeries Communications powered by ParentSquare will help to unify all District communication tools, provide digital communications and oversight throughout, as well as, provide powerful reporting metrics. Financial Impact: Total: $26,235 Funding Source: COVID Funds Discussion: Cristina-I hope this is easy to use for parents who don’t speak English. Joan Perez- It is easy for parents especially to translate easily. Action Taken: Unanimously Approved 7. Approve Consultant Agreement with Computer Using Educators (CUE) Administration recommends that the Governing Board approve the consultant agreement with Computer Using Educators (CUE) . As we begin moving towards Phase III, San Gabriel Unified is seeking to provide specific strategies for remote learning and the rapidly changing edtech landscape. CUE (Computer Using Educators) offers a variety of opportunities to schedule trainings as needed throughout the second semester based on remote learning models. Financial Impact: Total: $9,600 Funding Source: General Fund, Covid Contracted Services Discussion: None Action Taken: Unanimously Approved 8. Approve Consultant Agreement with Danielle Froelich Administration recommends that the Governing Board approve the consultant agreement with Danielle Froelich. With the approval of the Consultant Agreement with Danielle Froelich, the Governing Board will authorize Ms. Froelich to provide half day training sessions for the teachers of the Saturday English Learner Cohorts in order to develop highly effective research-based strategies for Saturday in person English Language Development (ELD) instruction. Financial Impact: Total: $2,800 Funding Source: General Fund, Covid Contracted Services Discussion: none Action Taken: Unanimously Approved 9. Approve Consultant Agreement with Cheryl Becker Dobbertin Administration recommends that the Governing Board approve the consultant agreement with Cheryl Becker Dobbertin. As we plan for every contingency during these changing times of Distance Learning and in-classroom instruction, teachers and themselves in need of implementing strategies to meet the needs of all students. Cheryl Becker Dobbertin will help secondary teachers to support simultaneous instruction geared to learners in the classroom and learners at home. Financial Impact: Total: $1,000 Funding Source: General Fund, Covid Contracted Services Discussion: None Action Taken: Unanimously Approved 10. Approve Consultant Agreement with Dr. Jennifer Miyake-Trapp Administration recommends that the Governing Board approve the consultant agreement with Dr. Jennifer Miyake-Trapp. Teachers are requesting a demonstration to help them progress towards concurrent instruction. Dr. Jennifer Trapp will provide a lesson demonstration using concurrent instructional strategies in order to give more teachers an opportunity to see this method in action. Financial Impact: Total: $1,500 Funding Source: General Fund - Covid Contracted Services Discussion: Scott- acknowledged that she graduated from GHS and taught in SGUSD Action Taken: Unanimously Approved 11. Approve Consultant Agreement with Jim Bentley Consulting, LLC Administration recommends that the Governing Board approve the consultant agreement with Jim Bentley Consulting, LLC. As San Gabriel USD teachers continue to utilize virtual elements during instruction, engagement during breakout rooms continues to prove challenging. Jim Bentley will help TK-12 teachers to support student collaboration, discussion, and team-building in breakout rooms that can be used in both virtual and concurrent instruction. Approve Consultant Agreement with Lev Partners, LLC Administration recommends that the Governing Board approve the consultant agreement with Lev Partners, LLC. As we begin moving towards Phase III instruction, SGUSD is seeking to provide training specic to the challenges facing TK-2 teachers and students. Specific strategies in virtual learning are needed to support students in both math and writing for SGUSD’s youngest learners. This training will help primary teachers by providing a virtual workshop on the SGUSD Feb. 12th Staff Development Day. Financial Impact: Total: $1,100 Funding Source: General Fund, Covid Contracted Services Discussion: none Action Taken: Unanimously Approved 13. Approve Consultant Agreement with Molly McCabe Administration recommends that the Governing Board approve the Consultant Agreement with Molly McCabe. With the approval of the Consultant Agreement with Molly McCabe, the Governing Board will authorize Ms. McCabe to provide ve days of consulting, professional development, and support from January 2021- June, 2021 to support San Gabriel Unified District’s goals identified in the Significant Disproportionality Comprehensive Coordinated Early Intervening Services Plan. Financial Impact: Total: $13,000 Funding Source: Significant Disproportionality (Sig Dis Pro) Funds Discussion: none Action Taken: Unanimously Approved C. GOVERNING BOARD OF EDUCATION 1. Designate a Representative to the 2020-2021 Los Angeles County School Trustees Association Administration recommends that the Governing Board designate a representative to the 2020- 2021 Los Angeles County School Trustees Association (LACSTA). This is an opportunity for the Governing Board to designate a representative to the 2020-2021 LACSTA. The role of the representative is to: Vote on all Association matters Communicate between the Executive Board, the Association, and the local Board New School Board Representative to LACSTA will be: Cheryl will continue Action Taken: Unanimously Approved 2. DISCUSSION - 2020-2021 Governing Board Adopt-A-School Liaison Program This is an opportunity for the Governing Board to discuss the selection of liaisons for all school sites. We will not be taking action tonight but will be making an announcement at our next meeting. Scott- Can you send the current list and then we can discuss if we stay with the same school or change. D. HUMAN RESOURCES 1. Approve Hourly Rate Increase for Student Workers and Avid Tutors Administration recommends that the Governing Board approve the hourly rate increases for student workers, and Avid tutors. Due to the California minimum wage increase effective January 1, 2021 the District has decided to raise the hourly rate of pay for Student Workers, and Avid Tutors, effective January 1, 2021. Approve Student Teaching Agreement Between the San Gabriel Unified School District and Western Governors University It is recommended that the Governing Board approve the student teaching agreement between the San Gabriel Unified School District and Western Governors University. An agreement with Western Governors University enables student teachers to engage in their practice teaching in the district. The term of this agreement is from December 16, 2020 to December 15, 2025. Financial Impact: none Discussion: None Action Taken: Unanimously Approved 3. Approve New Job Description Technology Support Specialist Lead Administration recommends to approve the new job description Technology Support Specialist Lead. Due to changes in the IT Department. The IT department is revising their current job needs. The job description will more accurately reflect the qualifications and the job responsibilities of the position. Approve California School Boards Association (CSBA) Policy Revision Recommendations Administration recommends that the Governing Board approve the California School Boards Association (CSBA) policy revision recommendations. This is an opportunity for the Governing Board to approve the California School Boards Association (CSBA) policy revision recommendations. PRESENTATION - First Interim Report 2020-21 and Parent Budget Overview (See Presentation for moe information) Will Wong, Asst Superintendent of Finance - First Interim Report July 1st to June 30th. Parent Budget Overview is a new Requirement. We are using the template that all districts are using across the state. SB 98 is a way to give communication out during a pandemic. We project 67 million in revenue. Its a combination of several funds, including Federal Cares act funds, base funding, supplemental and concentration funding. Most of our funding comes from the state. The Learning Continuity Plan we write out what is happening for learning during a pandemic and what is needed for High Needs students also. The LCFF slide reviews how much was budgeted and how much was actually spent for High Need students. In 19/20 we had a pandemic and one time funds that we spent on High Needs students. We spent 1.7 more than what we took in.. Now, to the first Interim Report. It is from July 1 to October 31st, then we project for the rest of the fiscal year. A lot has changed since 2020. Still expecting lots of chA. anges possibly from Sacramento and Washington. The district needs to meet its financial certification. The recommendation is positive. We get our info from many sources. We make assumptions on enrollment. It is declining, but we will be funded on 19/20 ADA. Most of our expenses are with staffing. Benefits are a high percent of our costs. We have COVID funds, that drives up our revenue. We do not know if we will get COVID funds next year. There is uncertainty as to what is going to happen with our economy. California projected the state budget in May, tax collection is substantially better, so we are hopeful that this will help school districts with one time money. We are in the process of doing a “mortgage” to get more money. Food Services - we are serving less meals, we are funded on the number of meals served. So we need children under 18 to eat! We have a stabilization plan, we don't have to implement it immediately, we hope that the Feds come through with ongoing funds from the state. Discussion: Dr. Scott - So many variables, it's almost impossible to create a point in time to work from. Approve 2020-2021 First Interim Report The Administration recommends the Governing Board approve the Positive Certification of District Solvency on the First Interim Report for the scal year 2020-2021 and the subsequent two years - 2021-2022 and 2022-2023. Financial Impact: Due to declining enrollment, increased expenses and economic uncertainties, the District has developed a fiscal stabilization plan based on the First Interim Report assumptions. The Fiscal Stabilization Plan may be implemented in the budget year and out years as appropriate. Special Education students residing in San Gabriel must be placed in a program that is suited to meet their needs. There are students attending Alhambra Unified School District’s special education programs, and they need American Sign Language interpretation in order to access the curriculum. Approve Second Consultant Agreement with SpeechCom Inc. for Speech and Language Services, School Year 2020-2021 (Special Education) Administration recommends the approval of the second consultant agreement with SpeechCom Inc. for Speech and Language Services for the 2020-2021 school year. Special education students who attend San Gabriel Unified School District may require speech and language services per their IEP. Students need to be assessed in any area of suspected disability. One district speech and language pathologist is on a medical leave this school year. On September 8, 2020, the Board approved the initial contract with SpeechCom to provide a substitute Speech Pathologist. It is necessary to extend the contract with an outside agency to provide 1 FTE speech and language pathologist. SpeechCom Inc. is able to provide 1 FTE speech and language pathologist for these services for the remainder of the 2020-2021 school year. Approve Consultant Agreement with Vizen Optometric Center, School Year 2020-2021 (Special Education) Administration recommends that the Governing Board approve a consultant agreement with Vizen Optometric Center for an independent educational evaluation for a vision therapy assessment of a 6th grade special education student. In accordance with the Individuals with Disabilities Education Act and the recommendation within this student's Individual Education Program (IEP), SGUSD must provide a vision therapy assessment for a special education student. The district is obligated to contract with a specialist who is properly licensed in this area who can provide an impartial evaluation. San Gabriel USD currently uses multiple platforms for communications and the platforms in place limit the ability to send mass emails, personalized communications, and keep parents informed of timely information all in one location. Currently, the State of California requires Local Education Agencies (LEAs) to provide notifications to parents and much of this is done by generating and sending hard copies. Aeries Communications powered by ParentSquare will help to unify all District communication tools, provide digital communications and oversight throughout, as well as, provide powerful reporting metrics. So Tuesday, Dec 15th our school board will discuss the reorganization of school board positions at 6:00 p.m. ( I believe Rochelle Haas will become our new board president, but not 100% sure.) Also, our new board member Nancy Tsai will take the oath of office. It would be nice to have some members in attendance at 6:00 p.m. At 7:00 p.m there will be a presentation from Will Wong on the first interim budget report. This should be interesting as well.
