To our five Board members: Please make a hard effort to settle our contract. We left our families or brought our families with us tonight. We’d rather focus on our work of the district. Take into consideration of what we are doing. We ARE the contributing factor of student progress. Listen to our teachers tonight and settle our contract. Lisa Durranandette- Roosevelt I’m concerned with the amount of district administrator raises given this year. Roosevelt teachers met with you(Dr. Pappalardo) last year begging for support for our teachers and students. Asked for help- veteran teacher who wanted to quit- a teacher who had to leave early for maternity leave. You said you’d consider it. Gave yourselves large raises. We are trying to settle our contract. You say there is no money. Janet Mazon Echoing what I’ve heard tonight. 30 years as a classroom teacher now a sub. Same old, same old. CAASPP Presentation Requests to speak before presentation: Patti Kim- JMS We are the contributing factor for continued student progress (we saw 1-1 devices and iReady). Listed JMS teacher contributions. Lynn Fisher/Jenna Dizon: McKinley San Gabriel teachers are the contributors to student growth. Listed McK teacher contributions to programs, site committees and district roles. Completed MA and grad class work and admin credential. We are San Gabriel, We are McKinley, We are contributing factors. Christy Esparza- Roosevelt We are the contributing factors. Listed all teacher contributions. As WE do whatever is asked of us. We are the contributing factors. Matt Neuenberg- Wilson We are the contributing factor. Listed all programs and site/district participation. Instructional program DBL . District touting DBL- it’s a Wilson teacher who brought this program to the district. She received her MA DBL and is now completing her doctorate. WE are the contributing factor. Katherine Kloster, Rana Masri, Yvette VIllasenor, Del Mar - Teachers and counselors contribute to the success of our students. We are the contributing factor. Jennifer McGraw - Washington Listed teacher participation and contributions. It does not happen by accident. CAASPP Presentation Yolanda Mendoza with Shannon James See attached CAASPP presentation link. (Note that slides do not mention teacher contribution. This emphasis was added in presentation comments by Yolanda Mendoza.) Ms. Mendoza: We see great growth especially in grades 3 and 4. “Elementary School overall gains and know we are moving in the right direction. We are proud of the gains and the teachers for all they did. There are other factors but we are exceedingly proud of what our teachers have done.” “Contributing factors certainly are our teachers…” JMS- Proud of the growth and attribute it to the high quality teaching staff. GHS- Continued growth focus. See slides for more information. District subgroup scores: We working with principals and teachers. Demographics are changing in our district. ELA/Math- Subgroup comparisons- low and not quite what we want. Still better than county and state. We are in contact regularly with principals and staff. Ms. James- We continue coaching support - listen to teacher needs for training and PD, and inclusion practices. Ms. James spoke regarding CA Dashboard Changes Coming Better readability and public understanding Local Data is required to measure our progress and reported at the district level , no site level indicators. Y. Mendoza: Priority 1- Met Priority 2- Met Priority 3- Met Priority 6- Met Priority 7- Met Board Comments: Mr. Ammon- I don’t like this presentation every year. I don’t think test results are a great indicator of success. Let’s move back to contributing factors of growth. I knew we had a problem when the teachers and principals were not mentioned on this slide. The perception the DEC is patting itself on the back without giving credit to the troops. Ms. Mendoza- an oversight on our part. Mr. Ammon -Why weren’t our signature programs mentioned? Mendoza- an oversight on our part. Mr. Ammon- We should not compare sites (RO needs) McKinley-When looking at this data are we factoring in Dual Immersion, STEM Lab, Intervention into success? Ms. Mendoza- Yes, they are contributors Ms. James- With data we dig deeper,we work with our teachers to look deeper, look at the students; look at ways to differentiate and support and differentiate our support Mr. Ammon- Slide 13- I don’t like that statement for CO scores- raw data looks like they dropped. Poverty data has increased 10%. RO- shining improvement. It’s not just MIE. School Climate survey was off the charts. WA- Thank you Mr. Perry and your staff. WA has remarkable success with the achievement gap. What is the staff doing that is working? WI- Noted Jo Ann Slater’s comment that “We aren’t the wealthy school anymore”. How are they maintaining their growth with these changes? JMS and GHS poverty levels increased 8-10 %. 54% at Gab are Free & Reduced lunch but 92% of the seniors went on to 2-4 yr colleges. Were the sites consulted regarding this presentation? Ms. Mendoza- Yes. The principals were consulted. Mr. Ammon- Referenced Dr. Papalarado’s" simple, but elegant plan.” We should consult staff as well as principals to build collaboration. Mr. Ammon commented that Ms. Shellhart has warned us with needs and support for inclusion. We need to be careful in how we present data so that we do not unintentionally malign. Dr. Scott- Agrees with Ammon’s overall comments, but this report was not designed to be that detailed. How do we give an impartial and equal assessment of progress? It’s a tough challenge. Teachers, I hope you know. We’d like to settle the contract too, and it will happen. We appreciate you and tell you every day. Mr. Tcheng- My general observation is there is no mention of the teachers at all. We are very proud of are students. There should be a statement of how we got there. Ultimately when we present the dashboard and scorecard that we reflect the collective evaluation of the result. It’s sad when we have a great story to tell, and we are not unified in a success story of our district. They do well, and we all contributed. Ms. Shellhart- (Teachers) “Your perception is reality.” We appreciate you. You say settle our contracts. I appreciate you. We hear you, we see you, we appreciate you. We have to be careful with printed reports and how we tell our stories. Tasked Dr. Murray with significant improvement with Students with Disabilities last year. I am not seeing those improvements. We will charge him again with this task. Pres. Alvarado- I echo my colleagues comments. We do appreciate you, and I know we need to settle the contract. A shout out to Roosevelt with improved scores. Comments from student members: Mr. Chung- I want to reiterate that teachers are a contributing factor of our success. Agreed with the economic factors mentioned by Mr. Ammon. Noted the issues of student disabilities wanted to amplify the needs of the students. I know test scores may not reflect student success. . Mr. Talamantes- Teachers are a major contributing factor. Mr. Talamantes discussed need to put the spotlight on students with disabilities. Thanked his Del Mar teachers in attendance for their willingness to help him. (My work, too!) I was failing in my classes last year. Pres. Alvarado- This is why we do what we do every day. 7.e. Site Single Plans for Student Achievement (SPSA) Presentation (See attachment.) See attached presentation for details. Ms. Shellhart- Do we have data if we met or did not meet last year? Ms. Lizaraburu: Check the narrative of each plan (but data is not included.) They analyze whether they met it or not. They monitor the goal. You have the updated plan, barriers, and school make-up/culture. The evaluation is part of the process, but not presented in the plan. Mr. Tcheng- Are the goals set by all stakeholders? (Yes.) Ms. Lizarzaburu- only 4 schools are required to do SPSA, but all mirror it and get parent participation. Only required for Title 1 schools. Dr. Scott yields time to Mr. Ammon. Mr. Ammon- questioned about Instructional rounds. Ms. Lizarzaburu: Will not be district directed. The school decides what will be looked at. Site driven, not district driven. Determined by the LCAP with some site based autonomy. Pres. Alvarado- Some statements in the SPSAs are objective, some are more of a value statement. Some are worded positively. Some comments were targeted at Hispanic students that seemed to be a negative value statement. Are we expecting Hispanic students not to succeed? It should be followed by a positive statement. I’ve been saying this for 20 years. Ms. Lizarzaburu- As a Hispanic woman (and even if I wasn’t) I agree. I will take it back to the sites to follow up with the positive statement. 8. BUSINESS SERVICES 8.a. ACTION - Approve 2018-19 Budget Revisions (See attachment.) Presented by Joyce Yeh. Recommendation: The Superintendent recommends the Governing Board approve the revisions to the 2018-19 Original Budget and authorize the Superintendent or designee to execute the necessary documents. Rationale: The budget revision is prepared to capture the budgetary variance between the June adoption and the most recent projections of the 2018-19 operation. The updated numbers will help validate the current year spending plan and allow for sufficient time in preparation of multi-year projections. The 2018-19 budget updates include, but are not limited to the following changes:

ACTION – Re-Appoint Member to the Long-Range Facilities Master Plan Oversight Committee, for a Two-Year Term to Fill Vacancy Recommended Motion: The Superintendent recommends to re-appoint Kathay Feng to the Long-Range Facilities Master Plan Oversight Committee for a two-year term. Comments: None. Action Taken: unanimously approved. 9. EDUCATIONAL SERVICES 9.a. ACTION - Approve the 2018-2019 K-12 Single Plans for Student Achievement Recommended Motion:The Superintendent recommends that the Board of Education approve the attached Single Plans for Student Achievement for Coolidge Elementary School, McKinley Elementary School, Roosevelt Elementary School, Washington Elementary School, Wilson Elementary School, Jefferson Middle School, Gabrielino High School, and Del Mar High School. Comments: None. Action Taken: unanimously approved. 9.b. ACTION - Approve Consultant Agreement with 2 TEACH LLC for Co-Teaching and Universal Design Learning Training Recommended Motion:The Superintendent recommends the approval of this Consultant Agreement with 2 TEACH LLC for co-teaching and Universal Design Learning in an amount not to exceed $28,439.50. Rationale:The District needs to provide training to General Education and Special Education teachers on effective co-teaching and inclusion strategies. 2TEACH LLC will provide training in the fall and a follow up training in the spring to District teachers on co-teaching strategies and implementing the Universal Design for Learning methods. The Consultant will also provide training to District administrators on professional observation, coaching, and how to effectively support teachers implementing the co-teaching model. Comments: None. Action Taken: unanimously approved. 10. HUMAN RESOURCES. No remarks. 11. SUPERINTENDENT’S OFFICE. No remarks. 12. GOVERNING BOARD. 12.a. A tri-level jurisdiction: making sure the area is cleaned up between the fence line and the wash. Sept. 26-28 Ed Leadership Conference on 21st Century Learning in Glendale Arizona. Team was impressed with what was seen. Came back with ideas to expand district programs beginning district’s with Portrait of a Graduate. (ROLL CALL) - Adopt Resolution No. 4/2018-19 to Authorize the San Gabriel Unified School District to Participate in the Self-Insured Schools of California (SISC) JPA Group The Health and Welfare Committee for the San Gabriel Unified School District has voted to enter the SISC JPA Group for the medical plans that are offered to employees for Health Benefits, effective January 1, 2019. Comments: None. Action Taken: Unanimously approved. 8. b. ACTION - Approve Contract Agreement Between the San Gabriel Unified School District and Trebron Company Inc. SUMMARY: Signing a three-year contract for $66,837.21 with Trebron Company who developed Lightspeed content filtering system, we can provide the necessary protection for our students who access the internet during the school day at all our school sites. Comments: Mr. Ammon asks for background. Joyce Yay explains 3-year contract gives a better deal though will be paid annually. Dr. Scott: It’s a sophisticated firewall. Action Taken: Unanimously approved. 9. EDUCATIONAL SERVICES 9.a. ACTION – Approve 1-Event License Agreement with SCHED for Event Calendar and Agenda Creator services SCHED is the event platform for small teams. SCHED will manage critical event details in one place and automatically keep everything in sync for K-12 Nov. 2nd Staff Development. Cost: $750. ACTION - Approve Revised Contract for Regional Transportation Services with Los Angeles County Office of Education, School Year 2018-2019 (Special Education) SUMMARY: The District provides transportation to Special Education students as determined by their Individualized Education Plan. LACOE has provided transportation for Special Education students living in our district. This contract needs to be renewed with its updated costs for transportation. See attached contract for specific details. Estimated cost: $302,550. Comments: None. Action Taken: Unanimously approved. 9.c. ACTION - Approve Contract with Zum for Transportation Services for Special Education Students, School Year 2018-2019 (Special Education) SUMMARY: The Superintendent recommends the approval of the contract with Zum for transportation services to provide transportation for Special Education students per their Individualized Education Plan for the 2018-2019 school year. Fees. Fees to be paid by one party to the other party in connection with this Agreement, if any, will be payable by the owing party in accordance with the payment schedule. ACTION - Approve Consultant Agreement with Dr. Barron for an Independent Psycho-Educational Evaluation of a Student, School Year 2018-2019 RATIONALE: The San Gabriel Unified School District needs to provide an independent psycho-educational evaluation for a kindergarten student. The parent disagrees with the District’s psychoeducational evaluation. In accordance with the West San Gabriel Valley SELPA’s Independent Educational Evaluation Policy, the parent may seek an Independent Educational Evaluation when they disagree. The Superintendent recommends the approval of this Consultant Agreement with Dr. Abbe Barron in an amount not to exceed $5,000.00 for the District to stay in compliance. Comments: None. ACTION - Approve Agreement with Gomez & Associates for Translation Services, School Year 2018-2019 (Special Education) It is incumbent of the District to provide oral and written translations to facilitate meaningful communication between the schools and the parents in special education. IDEA 2007 provides guidelines that correspondence must be in the parent’s native language, unless clearly not feasible. ($50-85/hour.) Comments: None. Action Taken: Unanimously approved. 10. Approve the Consultant Agreement Between San Gabriel USD and McGraw Hill Education for School Year 2018-2019 Rationale: With the new adoption of Reading Wonders English Language Arts curriculum, teachers are finding they need more support to work through the Wonders writing component. On November 2, 2018, a McGraw Hill Instructional Specialist will provide two sessions on the Writing to Sources cycle and another focused on the Genre writing component for grades 3-5. During Lunch & Learn Genius Bar, teachers may pose their questions during one-on-one quick consults and Q & A.
