REPORTS - Student Board Members
Del Mar High School, Jessie Lopez 
Del Mar high school will have its first graduates of the school year on November 12. Del Mar students will participate in a Veterans’ Day ceremony.  Jefferson has a speech and debate tournament.  Counseling team has activities at lunch such as coloring and yoga.  Last week they made petals of hope.MCK-Halloween parade was a blast and lots of smiles.  Parade was recorded for parents at home.  After school intervention programs are up and running. Starting a lunch time buddy bench and giving them opportunities to make friends. 
Gabrielino High School, Joseph Aguilar 
ROOSEVELT: will kick off BEAR event about being excited about reading. Every student will receive a free book to take home. Thank you to SG Cabinet for wisdom and thank you to teachers for their care. 
WASHINGTON: Upcoming Family Movie Night. 3rd to 5th grade students met during lunch to talk about PBIS and how it’s going at school. Thank you to the PBIS team. 
COOLIDGE: Ended their Red Ribbon Week with the BMX assembly. Picture day on Nov. 15. Would like to express their gratitude to the staff. 
GABRIELINO: Successful homecoming dance - more than 700 tickets sold. First Student Senate meeting last month about school performance. Students have taken the test to see how they’re doing socially and mentally. ASB has been holding See’s Candy fundraiser - ends Nov. 29 for presales (see online for more details). 
B. REPORT - Governing Board President, Rochelle Haas
It was really great to see the kids enjoy the homecoming game and dance in October. Kids had a fun time. I got to attend the last home game - even though Gab. lost, it was great to be back and have that normalcy. Speech and debate was this past Saturday and I got to go support them. I’m really thankful for this district - staff, parents, teachers. We have a great team and I’m thankful for the shared vision to support students. I am thankful to be a part of this community.

C. REPORT - Superintendent, Jim Symonds
Great to see students out there joining us this evening.  Congratulations are in order around the district. Congrats to the GAB women's volleyball team! Great job GAB speech and debate team who was ranked #10 out of 3000 schools nationwide. Jefferson Middle School speech and debate also had many students place in the tournament. There are so many things to celebrate.  On Saturday, our woodworking teacher will be working with some GAB students who will be able to earn some CTE credit.  They’ll be helping build the BOOM playground.  Thank you for participating in a worthwhile community project.  Pfitzer now has the emergency approval and so SGUSD is working with Herald Christian Center to provide access to our students. Parent Square went out today and information on how parents can register. Thank you Mr. Perry for putting this together for our students! The last few weeks felt like we’ve finally started to settle in this year.  It has been a challenging year, and this year may be even more difficult than last year.  But this year is defining who we are as a district. Our district is rallying together so that our students can return together and participate in various activities. It’s warmed our hearts seeing our students being back and you can tell that they are grateful.  Thank you to all our SGUSD community for getting back to this point. Sometimes the most difficult challenges are truly the most important and rewarding accomplishments.  Our students are the beneficiaries of our courageous effort.  Thank you SGUSD, have a wonderful Thanksgiving. 

D. PRESENTATION - Wilson Elementary School, Ivonne Contreras

I feel very fortunate for such a strong and hardworking staff. I feel so privileged to work with this dedicated staff. 

Please meet our Wilson Student Leaders and Educational Advisory Committee Reps: Maddie Wang (Student Leader and Student Congress President), Michael Lamotte & Victor Linares-Infante ( EAC Reps).

Maddie Wang: Some of my responsibilities is to set a good example for our younger wildcats. I also help Ms. C and other staff to serve our school. I am excited to share our ideas to make our school a better place. 

Victor: I am looking forward to serving on the committee and I want to share about our fun school.  Here’s a short video showing you things we do as Wildcat family.  Some are before the pandemic and some are current.  As you can see, we are stronger together.  Thank you for inviting me here. 

A Day in a Life of a Wildcat presentation: Spirit Awards, Holiday Shows, Halloween Parades, Cardboard Carnivals, Turkey Trots, Dancing, Wilson Family having fun together and encouraging one another

Construction Updates: Here are some sketches from the design team.
-Admin Building: sketch.
-Teachers’ Indoor Lounge: sketch.
-Interior of classroom: whiteboards everywhere. Lots of flexibility. Mobile storage. Our OT clinic will fit our OTs, school counselors, speech therapists, school psychologists - service providers. 

Construction will happen this summer. We have another meeting with the stakeholders. We just need to get approved and then break ground.


MDLI news: We’re planning for the upcoming 3rd grade class. California Association for Bilingual Education (CABE) and & SGUSD collaboration.

Wilson Goals for 21-22: Focus on the wellness of our staff and students. Wilson staff will collaborate with EdServices to ensure MTSS strategies are implemented with fidelity. Continue to implement the PBIS program. Focus on the needs and next steps of the MDLI program. See construction break ground. Continue to find ways to establish a safe, joyous, rigorous, and positive learning environment for staff and students.


Haas: Whenever any of us are on the Wilson campus we can feel the positivity and that sense of joy. Thank you to your students leaders for their service to the district and giving that student perspective. 

Scott: I was 10 years old at Wilson and my leadership started there.  Wow, 3 breaths ago that was me.  Seeing them dance and sing, and that’s where I grew up.  Wilson’s got the magic! It's so exciting to see the construction underway. 

E. PRESENTATION - Budget Advisory Committee Overview, Lawrence Ferchaw

Ferchaw: Why are we having a budget advisory committee? Due to sustained declining enrollment which contributes to a reduction in fund balance over time from expenditures exceeding revenues. Fiscal cliff: guarantee of ADA funding using the 18-19 school year ends after this school year. Change in ADA will result in reduction of funding. Ensuring SGUSD can meet its financial obligations.

Role of budget advisory committee: to recommend cost saving options

Proposed committee membership: will consist of 3 parents, 3 SGTA members, Teamsters, etc.

Schedule of Meetings: By Dec. 12 (virtual meeting), Dec. 14 (first in-person meeting), Jan. 25, 2022, Feb 1 2022, Feb. 8, 2022 (full day 6 hour meetings)


Tcheng: I like the approach and process on establishing this committee and I look forward to the report and outcome.

Scott: Thank you Larry, this is the hardest thing to figure out what we can do without.  This is a thoughtful process to arrive at some difficult decisions. A great solution to a difficult problem. 

F. PRESENTATION - Educator Effectiveness Block Grant Plan 2021-2026, Gail Calhoun, Joan Perez

Joan Perez: We will be starting an Education Effectiveness Block Grant Plan.  This is part of the Education Budget Bill-Assembly bill 130.  This money is to support the profession developing in high need topics. As a condition, our district must develop showing how the grant funds will be spent. Our district will submit an annual report detailing the information to CDE and will be doing it annually until 2026. Our plan has 10 areas we can utilize these funds such as: Coaching/Mentory,  MTSS, Accelerated learning, SEL, and school climate. 

Gail Calhoun: 
EEBG Funding Description: This is a one-time funding provided to the district to provide professional learning for teachers, admin, and paraprofessionals. This is a result of the Assembly Bill 130 and the allocation for SGUSD is $ 1,136, 392. Eligible grades are K-12. CDE plans to release the first of funds this fall. 
Funding Requirements: may be expended during 21-22,  22-23, 23-24, 24-25, and 25-26. Any funds not expended by June 30, 2026 will be returned to CDE (California Dept. of Education)
The plan is posted publicly on the SGUSD website.  Press on the LCAP button.  You will also find a google form for feedback. We were unable to budget money for all 10 areas.  
Expenditure plan details: SEL, suicide prevention, tutoring, MTSS, improve inclusive practices, support and training for certificated & classified educators, support for ELL learnings and stretching bilingual proficiency.

Scott: I have a question. The total is over 5 years, is that correct? Is it an error to divide all those captions by 5? If it;s over 5 years can we divide it over a 5 year period, can we spend the money sooner or later? Is it subject to evaluation every year? 
Calhoun: Yes, the money is the total for 5 years.

Tcheng: Is there a requirement for us to put any key metrics to evaluate the effectiveness of the grant? 

Calhoun: In the website posted, you will see Title 2 funds for teacher and paraprofessional professional development.

Perez: We are trying to align everything we are doing in our LCAP and our plan for NGSS so that it is aligned to our area of focus. 

Alvarado: I like how everyone is included from TK all the way to 12th grade.
Shellhart: Congratulations on getting that grant! It is difficult to write those, so congrats to you that you got some money for us.
Calhoun: It's my pleasure.

A. BUSINESS SERVICES 
1. (Roll Call) Approve The Facility Inspection Report (FIT) For Del Mar High School. Administration recommends that the Governing Board approve the Facility Inspection Report (FIT) for Del Mar High School. Del Mar High School was inspected and it was determined to meet the "good repair" standard under the Education Code. This information is included in the Local Control Accountability Plan, the School Accountability Report Card, and the California Dashboard.

Approve The Agreement Between The San Gabriel Unified School District and SpyGlass Group, LLC. Administration recommends that the Governing Board approve the agreement between the San Gabriel Unified School District and SpyGlass Group, LLC and authorize the designee to execute the necessary documents. SpyGlass is a consulting company that can provide the District with an audit of our technology telecommunication billing and identify potential savings.

3. Approve The AED Concierge Service Program Provided By AED Authority. Administration recommends that the Governing Board Approve the AED Concierge Service Program Provided by AED Authority. The service provided by the AED Concierge Service will help the District stay in compliance.

4. Authorization to Award Bid No. 01-21/22 Districtwide Asphalt Paving and Sealcoating. Administration recommends that the Governing Board give authorization to award Bid No. 01-21/22 Districtwide Asphalt Paving and Sealcoating to the responsive lowest bidder, Universal Asphalt, Co., Inc. and authorize the designee to execute the necessary documents. To award the asphalt paving and sealcoating unit price bid to Universal Asphalt Co., Inc., which provided the lowest bid amount.

B. EDUCATIONAL SERVICES 
1. Approve the Memorandum  of Understanding with WestEd. Administration recommends that the Governing Board approve the Memorandum of Understanding with WestEd. In order to gather baseline health, wellness, and safety data for the Local Control Accountability Plan (LCAP) SGUSD will administer the California Healthy Kids Survey (CHKS) to all enrolled 5th, 7th, and 9th grade students.

2. Approve the Multiple Measures, LLC Annual Subscription. Administration recommends that the Governing Board approve the Multiple Measures, LLC Annual Subscription. SGUSD’s Multi-Tiered System of Support is dependent upon tools that allow teachers, schools, and the District to track student progress in the area of academics, behavioral, and social-emotional health. The Multiple Measures Assessment Reporting Service enables this progress monitoring.

3. Approve the Consultant Agreement with Janine Halloren. Administration recommends that the Governing Board approve the Consultant Agreement with Janine Halloren. All over the country, schools are noticing students struggling with anxiety and resilience. After more than a year of living with COVID, this back to school season poses unique challenges for children, teens and families. Families are struggling to support students who are hurting at this time and who are working to regulate themselves with adults and peers. Our Parents as Partners event is aligned with San Gabriel Unified’s MTSS initiative of providing a multi-tiered system of support by engaging with families and communities to help support students.

4. Approve The Consultant Agreement With Efficacy Consulting, Inc. Administration recommends that the Governing Board approve the consultant agreement with Efficacy Consulting, Inc. Efficacy Consulting, Inc. will deliver OCDE Project GLAD 2-day Research and Theory training to EL TOSAs, intervention and classroom teachers. OCDE Project GLAD is a model of professional development focused on building academic language and literacy for all students, especially second language learners.

5. Approve Consultant Agreement with SpeechCom Inc. for Speech and Language Therapy Services, School Year 2021-2022 (Special Education). Administration recommends the approval of the consultant agreement with SpeechCom Inc. for speech and language services provided by a Speech and Language Pathology Assistant for the 2021-2022 school year. Special education students who attend school in the San Gabriel Unified School District may require speech and language services per their IEP.  SpeechCom, Inc. is able to provide one full time Speech and Language Pathology Assistant to provide speech services for the 2021-2022 school year.

6. Approve Consultant Agreement with Jarice Butterfield for Consultant Services for the Significant Disproportionality Comprehensive Coordinated Early Intervening Services, School Year 2021-2022 (Special Education). Administration recommends the approval of the consultant agreement with Jarice Butterfield to provide services as a Technical Assistance Facilitator related to for the Significant Disproportionality Comprehensive Coordinated Early Intervening Services within San Gabriel Unified School District. The San Gabriel Unified School District has been identified as significantly disproportionate by the state. As such, the District needs to contract with a consultant who will provide professional development and training for the Special Education Related Service Providers.

7. Approve Ratification of Contract with West Shield Adolescent Services for Transportation Services, School Year 2021-2022 (Special Education). Administration recommends that the Governing Board approve ratification of the contract with West Shield Adolescent Services for transportation services, school year 2021-2022 (Special Education). The District needs to provide transportation for a Special Education student in the San Gabriel Unified School District per their IEP team recommendations.

C. GOVERNING BOARD OF EDUCATION 

1. DISCUSSION - 2022 Governing Board Meeting Calendar. This is an opportunity for the Governing Board to discuss the 2022 Governing Board meeting calendar draft.

2. Nominate and Appoint Two (2) Governing Board Members to Participate in the 2021-2022 Educational Advisory Committee (EAC). Administration recommends the nomination and appointment of two (2) Governing Board Members to participate in the 2021-2022 Educational Advisory Committee (EAC). The San Gabriel Unified School District EAC helps to identify the needs of students, parents, and community members, actively participates in the development of the Local Control Accountability Plan (LCAP).

Scott: I would like to nominate myself and Shellhart. Moved and seconded for approval. All in favor for Scott and Shellhart to serve on EAC.

1. Approve the Re-Authorization of Electronic Meetings of the Governing Board During a State of Emergency Pursuant to Government Code Section 54953(E). Administration recommends that the Governing Board reconsider the circumstances of the state of emergency, affirm that the state of emergency continues to directly impact the ability to meet safely in person as stated in Resolution No. 10/2021-22, and direct the continued use of teleconference meetings pursuant to Government Code section 54953(e). Approval of the re-authorization would allow the Governing Board to continue to conduct meetings electronically beyond November 30, 2021.

2. Governing Board Review of California School Boards Association (CSBA) Policy Revision Recommendations. Administration recommends the Governing Board review the first reading of California School Boards Association (CSBA) policy revision recommendations. The Governing Board is asked to review amended policies as per California School Boards Association (CSBA) suggested revisions based on new mandates, laws, or regulations.


9. BOARD ANNOUNCEMENTS/REPORTS/COMMUNICATIONS

Shellhart: Congratulations to our early graduates at Del Mar.  We attended the home game at GAB and it was great seeing everyone together and seeing the sunset. Happy Thanksgiving to everyone. Enjoy life!

2. Approve Purchase Orders Issued in Excess of $5,000 Report No. 8 (21-22). Administration recommends that the Governing Board approve purchase orders issued in excess of $5,000 Report No. 8 (21-22).

3. Approve Conference Report No. 8 (21-22). Administration recommends that the Governing Board approve the following District employees be authorized to attend the conference events listed. The representative of the District indicated will attend with no loss of salaries for District personnel, and with actual and necessary expenses paid for all attending as authorized by Education Code Sections 35172, 35173 and 44032, and the District's Board policies. Authorization for an advance of funds to cover actual and necessary expenses is hereby granted. Such Advances shall be repaid or adjusted upon filing of a regular claim for the actual and necessary expenses incurred.

Budget Advisory Committee Member Needed

Hi GHS SGTA,

We are seeking a teacher to serve on the Budget Advisory Committee at the DEC. The union gets to select three members (one each: elem, middle, and high) to serve. There will be 4 full day meetings during the school day. Teachers nominating themselves should be good with numbers. Please send an email stating you would be interested in serving on the committee by Tuesday, Nov. 2nd. Names must be forwarded to the DEC by Thursday Nov 4th. The first meeting is Dec. 14th.

If you choose to attend the New Educator Weekend or the Good Teaching Teacher Conference - South, SGTA asks that you give back to our association by sharing what you have learned with members at your school site.

If you choose to attend the Issues or Equity and Human Rights Conference, SGTA asks that you give back to our association by participating on our SGTA Equity Team.

President Haas is not in attendance, she is at Science Camp.
2. REQUESTS TO ADDRESS THE GOVERNING BOARD
Gia C. : Fence along Broadway concerns that building fences is not building community.  Spending $68k on a fence that was already good is not a good idea. There is no voice being represented, especially me, who has kids with athletics.  Why was a good fence taken down and why money was spent and who made that choice to put that up? I have 2 children who grew up in SG school. There is no place for them to play competitively that is accessed to the public.  I was forced as a parent to have them go to private school because of this.  Our community does not have a field accessible to play baseball in the city for ages 14+. There is nothing being done in our city to support athletics or kids in athletics and I hope that can be addressed in the future.

Edith Gonzalez: Speaking in regards to the Dual Language Immersion Program. I am addressing the Board as a parent today. Families received info about SDLI that Spanish would be taught 90% of the time. Parents were told that students  were to receive a special seal on their diploma. SGUSD dropped tha ball. There is no curriculum provided for Kinder, 1st, 2nd, and some materials for 3rd. Teacher provided materials and curriculum for 4th and 5th. Program is not up to standards. No materials and curriculum.  One teacher was gone for 5 weeks and the sub speaks broken language and students are not learning. Please invest in our students so that they are prepared for middle and high school. Where is the pathway plan? We don’t have a plan and need one so that our students can succeed.
Pearly Mautner: I am here to give some acknowledgements.  Greetings  to the board. I am the project leader of the Saturday conservatory of Music. Thank you cabinet, and Samanthan T. to approve our Covid plan so we could continue our music program.  With our recitals quickly approaching, we will be following CDC plans for large gatherings.  The conservatory pivoted from in person to virtual instruction.  Although our learning was impacted by CoVid 19, we feel that music can heal.  We look forward to collaborating with SGUSD through our conservatory.  

Latarrin Sheppard: Speaking in regards to the dual immersion program. As a parent, I feel that I let my child down. I was excited about my son attending the Dual Immersion in San Gabriel. Right now, I feel that the program is not thriving as it should. Things are just behind. I feel that I failed my son. You can make a difference by getting a Dual Immersion teacher, not just a Spanish teacher. It takes a person with knowledge of the program to make it thrive. You can make a difference. As a parent, please invest in this program. I believe in you.
Gia- I’d like to speak about the fence at JMS.  I am concerned that $68 was spent for a fence at JMS. That fence should not be up, period. There is a lack of community between the school and the city.  Maybe my problem needs to be voiced with the city.  I would like to know why all that money was spent on a fence that could have been allocated to that dual immersion program.  That fence didn’t need to be there.

Del Mar High School, Jessie Lopez
Del Mar is focused on the social and emotional welfare of their students. They are working with another school district on an arts program.  Thank you Dr. Perez and everyone for being positive energy when visiting our campus.  MCK celebrated Hispanic History Month. They had an assembly and it was interactive. Celebrating Red Ribbon Month with spirit days. Hosting a student only Halloween parade and will be taking a video to show parents.
Gabrielino High School, Joseph Aguilar
Roosevelt Elem: Kicked off Red Ribbon Week this week. Their mascot made an appearance of the Red Ribbon theme. Students will be taught the importance of being drug free. Students will wear Halloween costumes to scare off drugs this Fri. Oct. 29. Trunk or Treat this Friday too. 
Washington Elem: Finished parent conferences. Had a successful earthquake drill. Promoting being drug free. Campus is covered with red links to show commitment to being drug free. BMX assembly scheduled. Halloween Parade this Friday, Oct. 29. 
Gabrielino HS: Homecoming football game last week. ASB and students will be wearing pink to show breast cancer awareness.

C. REPORT - Superintendent, Jim Symonds
Thank you! It was a beautiful evening at the AYC gala.  Great to see everyone. Congrats to the Eagles who hosted an event called “GAB, GAB, GAB.” I was a judge and I had a great time. They prepared a complex topic and they had 30 minutes to prepare and it was amazing and impressive. I attended the Homecoming game and it was a joy to see the kids enjoying the game. It brought so much joy to my heart watching the kids enjoy the fireworks. It's what high school students should be doing.  The dance was well attended and kids were there enjoying themselves.  It has been great visiting all the different schools and seeing the work of the teachers and the support staff. We were worried coming into this year and if you look at our dashboard, we currently only have 2 student cases and 0 staff members at this time.  No Covid cases have originated on our campuses, they have come from the outside. Our team effort to implement the safety measures is working. Our case rates in LA County are dropping and things are looking better by the day.  Student vaccinations are on the horizon. Thank you to everyone in SGUSD. Things are looking better.

D. RECOGNITION - Eden Gomez, Gabrielino High School Student for her Acceptance to the Student Ambassador Program with Center Theatre Group, Jim Symonds
Your teacher brought this to our attention because this is so special and prestigious.
Eden: I’m planning a student-only event to promote Hadestown. If it weren't for JC Gafford, would not have applied for the program. I was never a theater kid, but JC Gafford really opened up the doors for me to have this opportunity.

JC Gafford: This is a competitive program and there are many applicants.  This is a paid leadership internship.  It is fabulous that she will have this on her resume. I am very proud of her.

Eden: It is 8 months long. I am taking classes at Cal State LA, so this is a great opportunity. It's more about leadership skills than acting. 

Scott: Well done and congratulations to JC and Eden.  She is also one of our assistant stage managers for Arsenic and Old Lace which will be at Gab soon. 

Symonds: What a special relationship you both have. We have a certificate for you. Eden, you are living our Portrait of a Graduate.

Local educational agencies (LEAs) that receive Elementary and Secondary School Emergency Relief (ESSER) funds under the American Rescue Plan (ARP) Act, referred to as ESSER III funds, are required to develop a plan detailing how they will use their ESSER III funds to, at a minimum, address students’ academic, social, emotional, and mental health needs, as well as the opportunity gaps that existed before, and were exacerbated by, the COVID-19 pandemic.

2. Approve the Consultant Agreement with Katherine Reynolds Lewis. All over the country, schools are noticing a regression in student behavior. Families are struggling with how to discipline their students in ways that are effective and that don’t exacerbate the behaviors. Simultaneously, schools are seeking ways to redefine their own behavioral processes. Adults need guidance in helping students to recalibrate their behavior at school and at home. This Parents as Partners event is aligned with San Gabriel Unified’s MTSS initiative of providing a multi-tiered system of support by engaging with families and communities to help support students.

Approve the Houghton Mifflin Harcourt Reading Inventory Annual License Subscription. SGUSD’s reclassification process needs additional data points to ensure that students are able to be reclassified at the high school level. 9. BOARD ANNOUNCEMENTS/REPORTS/COMMUNICATIONS
Scott: The amount of work and research in our ESSER plan is just amazing.  The circumstances our students deal with everyday, and we focus on academics and curriculum but we forget what our students struggle with.  For example our foster youth or our non-English speakers. I am impressed with the plan to better serve those students.  If a child is dealing with hunger or anything else, they will have a hard time learning.  I’m so impressed with the plan.  Happy Halloween everyone. 

Tcheng: First, congratulations to all that were recognized tonight. Second, I’d like to talk about the water situation in CA. Although we had good rain yesterday, we are still in a severe drought. Our water supply - we have about a year left before we hit the emergency threshold. Let’s conserve water.


Alvarado: Congrats to our honorees. We are always so impressed by the kids on the speech and debate team. They are very impressive.  Mr. Symonds and staff, thank you for keeping our students as safe as possible.  Thank you for making safety an important piece. Our Negotiations Team is opening bargaining with district administration on Wednesday, October 20th. 

They have requested that all SGTA members show their support by wearing their Blue SGTA t-shirts or wear Red for Ed!!!.

Our team has done their planning and fact-finding with surrounding districts. This will be the beginning of a long process, as we are looking at the language in our whole contract.

They will be sending out bargaining updates on a need-to-know basis. A general membership meeting will be held once they have reached a tentative agreement and all members will have an opportunity to vote and ratify our contract.

So let's make our negotiations team feel supported!

A. REPORTS - Student Board Members 
- Del Mar High School, Jessie Lopez 
Del Mar-Students are very enthusiastic.  Tradition of connecting during history day. 
Jefferson- Many students are happy to be with their friends.  Social emotional workshops on Wednesdays.  7th grade science team was tracking frogs that were on loan from the San Diego Zoo.  Counselors have set up lunch activities such as puzzles or coloring.  Reading challenge will begin next week, students will read a book and write a review and be eligible for prizes. Parent Conferences are coming up.
MCK- The book fair got students reignited about reading and learning. Students purchased over $9k of books.  Reading and Math intervention have begun.  There are 2 after school interventions for Spanish Immersion students to support foundational skills.  Stem labs are also up and running
Wilson-Wildcats have been having behavior  assemblies and a weekly Monday morning assembly.  Wilson is having recognition assemblies.  Intervention classes are beginning.  Parent Conferences have been completed. Red Ribbon week will have theme days and to stand up against bullies.  Halloween drive thru to over a spooktacular time!

CA Shakeout on Oct. 21. Coolidge PTA will sponsor a Halloween event on Oct. 29. Washington is busy with PBIS - recently had their first Way Event. Learned about empathy through the book “Don’t Eat Your Classmates.” Gabrielino report: The Speech and Debate team had their first debate. Thank you to the Governing Board and Cabinet during this difficult time. Looking to expand and enhance the Dance Program and Dance Team as well as athletics. Volleyball is at 10-0 and will be going to CIF this year. Football will be going to CIF. Gabrielino’s homecoming game is Oct. 21. Gabrielino would like to give thanks to the Governing Board and the Cabinet for allowing students to achieve.
B. REPORT - Governing Board President, Rochelle Haas
Thank you everyone for the continued effort during this time. Wonderful to enjoy the windy, fall weather. Hoping to attend Wilson’s Halloween drive-through event - sounds like fun! Excited to attend football games and to see the marching band. Hope everyone is well and stays well. Thank you for everything you all do.
C. REPORT - Superintendent, Jim Symonds
It is so great to see our kids back on campus and it's hard to believe we are getting close to the end of our first trimester.  I’ve gotten out to the sites and saw how engaged they are with their learning, especially watching them hang out and they are loving being together again.
I visited Jefferson and observed how engaged the students are with their learning, technology, and the band was playing. Thank you, Jefferson staff!  I went to Roosevelt, Wilson and Washington to observe the Covid testing.  The testing staff were moving the kids quickly and efficiently.  Students did great with putting their saliva into the test tube. Thank you Mr. Perry for putting that together.  I went to Del Mar to meet with the principal to go over his goals for the year.  He’s brought in technology, robotics, and many more.  We are so happy to have you and commend you on your outstanding work.  Friday, October 1st, Gov. Newsom said that vaccinations will be required depending on the status of FDA approval.  There will be exceptions available. We are unsure of the process and will wait for guidance from the state of California. This weekend I get to be the judge of the speech and debate tournament.  Excited to go to the homecoming game at Gabrielino.  It's a great feeling because it feels like life is getting back to normal.  SGUSD is a special place to be. I’m very proud to be the superintendent of this school district.  

D. PRESENTATION - SGUSD California School Dashboard, Local Indicators 2020-2021 

Joan Perez and Gail Calhoun presented: No local indications for 19-20 due to the pandemic. The dashboard shows students and parents the report of how well we are doing. The goal of the dashboard is to affect outcome and decision making. 
6 state indicators: Priority 4 will not be reported on the Dashboard because we haven't had a normal testing year and due to inconsistencies of learning delivered due to the pandemic.
Indicators include: Graduation rates, suspension rates, Chronic absences, academics, career & college
5 Local Indicators: Basic Services, Implementation of Academic State Standards, Parent Engagement, School Climate,  Access to a Broad Course of Study
You have to report to the state how you are seeking input from parents for decision making such as measuring school connectedness and safety.
Basic Services LCFF priority 1 are MET. School facilities are safe and clean.
Implementation of state academic LCFF priority 2 standards are MET. Benchmarks and setting learning goals.
Parent Engagement is our strongest suite. We are including our parents as decision makers.  We have expanded our Parents as Partners series and Our Portrait of a Graduate Series. Our new Parent Square app is helping with parent engagement.  98% of our parents are on Parent Square.  We are seeing communication from parents like we’ve never seen. After 2 days we’ve seen over 1,000 answers on a survey.
School Climate- We use the CA Healthy kids survey.  We will continue to do this annually to look at school culture and their connectedness to their school community.
Access to Broad Course of Study- We are providing all these courses to our students and have met the criteria. 
All of this information is to help guide our decisions. We have a Cycle of Self-Reflection which will take us through Summer, Fall, Spring and Summer.  This will also provide the community of where we are at, especially with the influx of Federal money we are getting and how we’re serving our students.  Our new LCAP will be proposed in June and will take us back through the cycle.

Haas: Thank you for all this information.  I know that our district is providing all these things so that our students get the best education and that it is reflected in our local indicators. 
Scott: I marvel at all the work to collect all this data and all the details in these boxes.  
This is a great snapshot of what our district is doing.  This data drives our future development. 

E. PRESENTATION - Elementary and Secondary School Emergency Relief III (ESSER III) 
Expenditure Plan
ESSER III Funding Plan. ESSER III is a 2 part plan - we will hear about a draft today. Allocation is $8,978,547. 20 percent of funds need to address academic and interventions, comprehensive after school programs, and extended learning programs. We will look at research to help close academic setbacks. Allowable expenditures include purchasing supplies for cleaning and sanitizing, coordination and response to Covid 19, training and professional development, mental health services, maintenance of HEPA filters, school facility repair and maintenance. Surveys were available in multiple languages - 992 responses from stakeholders.
Strategies for continuance and safe in person learning: $147,000.00
Addressing Lost instructional time: $6,281,547.00
Use of any remaining funds: $2,550,000.00
Total ESSER III funds: $8,978,547.00
LCAP will be used to address academic setbacks and interventions.
Scott: This is so new and almost everything in this didn’t exist 18 months ago.  This is amazing, Gail and Jasmine and everyone on this project.  I’m in awe of the work that you’ve done. 
Haas: 20% is supposed to address loss of instructional time.  So I’m glad to see it go to where our students need it. 
Gail: We are approaching 70% of funds to address academic setbacks.

1. (Roll Call) Approve Agreement Between LACOE and the San Gabriel Unified School District to Participate in School Based COVID -19 Testing (Ratification) Administration recommends that the Governing Board ratify the Approval of the Agreement Between LACOE and the San Gabriel Unified School District to Participate in School Based COVID -19 Testing and authorize the designee to execute the necessary documents. Approval of this Agreement is required for SGUSD to receive the grant from LACOE to cover School-Based COVID-19 Testing.

2. Authorization to Call for Bid No. 02-21/22 for Districtwide Painting Administration recommends that the Governing Board authorize the call for Bid No. 02-21/22 for getting preset unit prices for district wide painting and authorize the designee to execute the necessary documents

B. EDUCATIONAL SERVICES 

1. Approve the Consultant Agreement with Lynda Okerson Administration recommends that the Governing Board approve the Consultant Agreement with Lynda Okerson. As the District moves forward with a more equitable intervention program, teachers require support in teaching foundational number sense and comprehension in addition to calculation. The math interventionists are utilizing diagnostics and data in order to help guide intervention implementation. The teachers will then need to begin thinking about robust programs that can be used across sites to help support tiered intervention for all students. Consultant Lynda Okerson will guide our teachers in both implementing an intervention program that focuses on number senses and exploring programs for future use in the intervention program.

2. Approve the Consultant Agreement with Michele Borba Inc. Administration recommends that the Governing Board approve the Consultant Agreement with Michele Borba Inc. Supporting students during these challenging times takes a multi-tiered approach (MTSS). To achieve the goals set out by the District’s Portrait of a Graduate takes a village. Schools and families need to be prepared to help do their part to support the students of San Gabriel. Michele Borba will be supporting both educators and families in guiding our students in Empathy which, as a result, will build more Resilient schools.

3. Approve the Consultant Agreement with Raising Digital Natives Administration recommends that the Governing Board approve the consultant agreement with Raising Digital Natives. During school closures, many family rules regarding technology use were negatively impacted. As a result, as students have returned to school, they are struggling with the appropriate use of technology, in particular with social media. Families are struggling with regaining ground in student tech use, in particular with tweens and teens. They need guidance in helping their students to recalibrate appropriate social behavior online. This level of support is also aligned with San Gabriel Unified’s MTSS initiative of providing a multi-tiered system of support by engaging with families and communities to help support students.

Alvarado: I agree that the staff is working hard to bring the best to our students. Personal note: My street was paved today! I also participated in the homeless committee and made sure that our students are housed and in safe places. This is important to mental health and schools are checking to make sure kids are okay. Less than 50 students are unhoused (we hope it should be 0, but I was pleased with the meeting.)

Shellhart: I always love when I can hear the kids from Washington playing and laughing. I just love hearing them across the street. Thank you to Jasmine and Gail for keeping our funds safe and where they need to go in the ESSER projects.  Thank you for doing that for our district.  The presentation that you do is so easy to understand. Thank you.

Tcheng: The atmosphere of the district is collaborative and transparent in terms of communication. Thank you Jim and cabinet and staff for putting together the information in a way that is easily understood. Attending the upcoming Asian Youth Center event on Oct. 22

Scott: I have been serving on the ROP board.  They are so thrilled that SGUSD has chosen to participate with them because they feel out east and think we are closer to downtown.  I think it’s important to have made the commitment to use this resource.  There is nothing more thrilling than to be with capable and educated people who will not stop until they do the very best that they can.  To everyone here, thank you.

10. CONSENT AGENDA Motion to Approve Consent Agenda in Total.

NOTE: The Governing Board may take one (1) vote for all Consent Items including; Business Services, Educational Services, Human Resources and the Superintendent's Office. Items also may be removed from the Consent Agenda at the discretion of the Governing Board and voted on separately. 

A. BUSINESS SERVICES 

1. Approve Warrants Issued for Payments, Goods, And Services Received For September 2021 - Report No. 4 Administration recommends that the Governing Board approve warrants issued for payments, goods, and services received for September 2021 - Report No. 4. 

2. Approve Purchase Orders Issued in Excess of $5,000 Report No. 6 (2021-2022) Administration recommends that the Governing Board approve purchase orders issued in excess of $5,000 Report No. 6 (2021-2022). 

3. Approve Essential Conference Report No. 6 The Administration recommends to approve the following District employees be authorized to attend the virtual events listed. The representative of the District indicated will attend with no loss of salaries for District personnel, and with actual and necessary expenses paid for all attending as authorized by Education Code Sections 35172, 35173 and 44032, and the District's Board policies. Authorization for an advance of funds to cover actual and necessary expenses is hereby granted. Such Advances shall be repaid or adjusted upon filing of a regular claim for the actual and necessary expenses incurred.
