PRESENTATION - Eye on Washington Elementary School Principal Sandra Dunville: Eye on Washington Presentation with 5th Grade Teacher Gabriel Cabrera Students performed Washington School Song accompanied by Clayton Fong who added a jazz version of the song. Mr. Cabrera presented a film produced by Washington students focusing on teachers and care for the whole child and socio-emotional needs of our students teaching compassion and empathy. 8. BUSINESS SERVICES 8.a. ACTION - Appoint One New Member to the Long-Range Facilities Master Plan Oversight Committee, for a Two-Year Term to Fill Vacancy Recommended Motion:The Administration recommends the appointment of Mr. Wei Wu to the Long-Range Facilities Master Plan Oversight Committee (Oversight Committee) for a two-year term. Rationale:Membership on the Oversight Committee should be representative of the District/Community as a whole. The membership is established to be a maximum of 15, and pursuant to Proposition 39, with a term of two years and for no more than three consecutive terms. According to the bylaws, community member has to attend at least one committee meeting as a member of public prior to the consideration for membership appointment by the Governing Board. Mr. Wu attended Oversight Committee meeting on November 21, 2019, and has fulfilled all the membership requirements. With the appointment of Wei Wu, the committee will now have nine members. Mr. Wu will fill the category as a member of the community at large. Quick Summary / Abstract:After fulfilling all the membership requirements, Mr. Wu is now eligible for appointment as a Long Range Facilities Master Plan Oversight Committee member. The team is excited to be invited to this very prestigious meet. Students will be coming from many states throughout the country to participate in this tournament. Vicky Perales, McKinley SPED: Thanked Mr. Symonds, Dr. Perez, and SPED team for SPED issues meeting. We are finally being heard. Good for all of us to be together and formulated a list of issues. SGTA Exec reports that some of the issues are already being tackled. I feel that it is different now and we are being heard. I know our cabinet understands our issues and look forward to working through solutions together. Stephanie Bucey: McKinley: Good evening Board members and cabinet my name is Stephanie Bucey and I’ve been a teacher at McKinley elementary for the past 19 years. I’m here tonight to talk about our new beginning. Our school year has been off to such a great start. There is definitely a feeling of collaboration between the teachers and the administration. We’ve had thoughtful professional development, positive discussions during negotiations, and opportunities to speak about our struggles with our special ed and English language learners students. I can feel the shift in culture happening. Having worked with Jim for the past six years I have no doubt that he is leading the charge to create this positive environment. That’s why I ask that the board pause their search for a superintendent until later in the school year. Give Jim and his cabinet an opportunity to continue the great work that they’ve been doing. And when it does come time to look for a superintendent I hope that Jim will be allowed to apply and interview. I’d hate for us to overlook something that’s right here in front of us. Thank you for your time. Jorge Salas, GHS: Good evening governing board.My name is Jorge Salas, I’ve been a teacher at Gabrielino for over 20 years.I’m here today hopefully to make a contribution to the superintendent search.I was here on October 29th and heard three search firms describe the process they would use to help us find the right superintendent. Each of them stated how well networked they are and how they would do a great job finding us strong candidates.They have inspired me to speak today. I’d like to share what I’ve learned about great leadership during my tenure here in San Gabriel Unified.
Carol Thompson, Coolidge: Good Evening. My name is Carol Thompson and I’m a 5th grade teacher at Coolidge. I’ve been working for San Gabriel Unified for 11 years now. I was part of the wave of layoffs and was more than excited to get my job back. Not because I wanted a pay check again, but because I loved my district. I felt supported, understood and encouraged. All of that changed a few years ago. My joy and excitement for work was stifled. The encouragement I felt before was gone and I no longer felt supported by my administration. This all changed in 2019 when Jim took the reigns of leadership. I’m sure you can remember all the positive energy as we gathered together in August to celebrate the start of a new year. It was different from what we had experienced in the past. We felt valued, encouraged, and supported. Since that time, I have noticed a few things: In the past few years I felt there was a huge disconnect existed between the district office and the school sites. That’s different now. Like other superintendents, Jim has visited our school sites. However, he doesn’t come alone. He brings the assistant superintendents with him. As a result, the DEC sees what is going on in our classrooms, and on our campuses. They are connected to us and we fell their support. Do you know how that affects me as a teacher? I feel appreciated and I want to work even harder for my students. Negotiations – we finished in 3 ½ meetings!!! Last year I was out of my classroom for 12 days as we fought to come to an agreement. This year we had transparency on both sides, we bargained for of the interest of our students. It was amazing. EAC meeting. This is a direct quote from someone who is part of the committee: “Our first meeting was phenomenal. We had students, parents, staff, community members, administration…everyone was there, and we were working together for our students.” I have to admit when I heard this I was bummed that I didn’t volunteer to be part of the committee this time. As you know, none of this happens without leadership…great leadership!!! We have a good team working for us and, with Jim at the helm, our district is moving in a positive direction and I’m proud to say that I’m part of the San Gabriel Unified team. I would like to encourage you to keep Jim on as our Superintendent. If you feel a need to spend our money to hire a search team, please make sure that Jim is included as a candidate. I also think it is crucial to include stakeholders in the interview process. Just as any other interviewing panel, they can be required to keep things confidential. There is no reason exclude stakeholders from the interview panel. Iraise Garcia: JMS. Good Evening Governing Board, First and foremost, I want to thank you for being a part of New Beginnings in San Gabriel Unified School District. The start of the year was inspirational! And every event, workshop, Professional Development, committee that follows just keeps getting better and better!! November 1st was another showcase of the great talent our District has to offer our students and families. The San Gabriel Experience keeps thriving at each moment of the year. I had the honor of attending the LCAP committee on the 5th of November, and I was speechless!!! To see a room full of students, parents, teachers, administration, business community members in a room wholly engaged in the vision of our school was overwhelmingly beautiful. My heart has been on air ever since. That LCAP meeting was an accurate representation of the vision of it’s intended mission-- to bring all stakeholders to the table in the decision making of the success of our students...And none of this could have been possible without the TRUE leadership of Jim Symonds, Dr. Joan Perez, Will Wong, Ross Perry, Jennifer Vargas, Heather Wolpert, Anna Navarro, and Gail Calhoun. Let’s face it, we have always had back to school kickoffs, PDs, LCAP committees, but the only difference now is our leaders! The fruits of their leadership, service, professionalism, vision, foresight, and hearts for our District is utterly evident in everything they do. We are aware that we as a District are beginning the process of finding a permanent Superintendent. Therefore, We are here today requesting that you take a PAUSE and not rush the search!! Look what happened in our last search when things were rushed...we got an oppressive and unethical man who only looked out for himself and his pocket. He was a mistake, and we do not want that trauma again! We understand that he was appointed by Dr. Scott, Alvarado, Ammon and others who moved on, and we are extremely grateful that Board President Cheryl Shellhart, Rochelle Haas and Andrew Ammon took the necessary steps to get our district back on track. Certificated Employees took the hit for having him reign as our leader, financially, emotionally, and in minimal services provided to our students. Classified employees, students, and even parents felt the after-effects of decisions he made at the top level that trickled down into our classrooms. Therefore we feel that you owe us that much, to slow down and listen to us, after the burden-some reign of Pappalardo. We completely support, also prefer the District’s internal searching procedures versus paying an outside firm a numerous amount of money for candidates that do not understand our families, students, community, teachers, or schools. Let’s utilize our Human Resources Dept and allow Asst. Supt Ross Perry to conduct the candidate search, and Let’s continue to work together to foster an incredible San Gabriel Experience, moving towards building the Portrait of a Graduate at each and every grade level. 5. PRESENTATION by San Gabriel Unified, Human Resources - Superintendent Search Quick Summary / Abstract:This agenda item provides an opportunity for the Governing Board to prepare for the next steps in the Superintendent search process. Ross Perry: I am honored to be considered to run the Superintendent search. See attached presentation. Ms. Haas supports the internal search. Ms. Alvarez: I don't have a preference. If we go with HR, I am concerned with spreading our staff too thin. Put funds aside to support HR and day to day operations. Afraid we are stretching things out way to this for the district. Mr. Perry consulted with another HR Supt for support. She has already given me assistance. Yes, it will be a stretch hiring 2 asst supts, principals, benefits, etc. I have the support a 2 retired superintendents. Pres. Shellhart: How many districts go with another firm? Mr. Perry: Most districts go with a firm, but it is done. Dr. Scott : I want to reiterate Ms. Alvarez' comments. Even if we go with HR search, the increased workload is a real consideration. Mr. Ammon: I am very impressed with the presentation and ambitious plan. Would you have any issue with asking us for help if you need it? (Mr. Perry- No I would not). PRESENTATION - Refunding Of Bonds By Piper Jaffray Rationale:An election was held in the San Gabriel Unified School District (the “District”) on March 5, 2002 for the issuance and sale of general obligation bonds of the District for various purposes in the maximum principal amount of $45,045,000 (the “Measure S Authorization”). Pursuant to the Measure S Authorization, the District has previously caused the issuance of several series of bonds, including its 2012 General Obligation Refunding Bonds, Series A (Measure S) (the “Measure S Series A Bonds”). An election was held in the San Gabriel Unified School District (the “District”) on February 5, 2008 for the issuance and sale of general obligation bonds of the District for various purposes in the maximum principal amount of $65,075,000 (the “Measure A Authorization”). Pursuant to the Measure A Authorization, the District has previously caused the issuance of several series of bonds, including its Election of 2008 General Obligation Bonds, Series C (Measure A) (the “Measure A Series C Bonds”, and together with Measure S Series A Bonds, the “Old Bond”) The District now has the opportunity to refinance certain of the outstanding Old Bonds through the issuance of potential general obligation refunding bonds (the “New Refinancing Bonds”) to generate taxpayer savings, with all benefits from the New Refinancing Bonds delivered to the property owners in the District. The District will not receive any money from the transaction. The final maturity of the New Refinancing Bonds will not be later than the final maturity date of the Old Bonds. Art Educator, change agent, and creativity advocate, Cindy has conducted TedTalks and professional development all over the country helping teachers think of the arts – not just as supplement for their curriculum, but as a means to help encourage creativity and critical thinking in all subject areas. The EdLeader21 cohort saw her speak in Houston this past October and were impressed by her accessibility, engagement, and interactive speaking style. We are asking that she be our Keynote Speaker on January 24th. On that same day, after the whole group morning presentation and activity, she will conduct two breakout sessions. One will be geared for arts educators (in support of VAPA) and the other for general education teachers (in support of the 4 Cs).
