APPOINTMENT OF LABOR NEGOTIATOR(S) (Government Code section 54957.6) It is recommended that the Governing Board take action to appoint a labor negotiator to represent the Board in discussing salary and benefits with candidates for unrepresented employee positions. The Board will consider and possibly take action to appoint one or more labor negotiator(s) to represent the Board in discussing salary and benefits with candidates for unrepresented employee positions: Assistant Superintendent of Business Services Assistant Superintendent of Educational Services Assistant Superintendent of Human Resources. The district is obligated to assign a negotiations representative for Assistant Superintendents. Normally the the Superintendent represents, but there is only an acting Superintendent at this time. Reported on Staff Trauma training with continuation for students. JMS: ELAC parent meeting was a big success with presentation on ELPAC. Many thanks to Iraise Garcia and Jennifer Vargas. McKinley: School project on collecting gently used clothes. Celebration of Chinese New Year. Wilson: Community Service Project. Thanks to the PTA and Board Clerk Rochelle Haas. Annual Variety Show. Gabrielino High School, Jocelyn Tan: GHS: National Speech and Debate All Americans- 3 Gab students named. CIF championship rounds for several team. PTSA Parent event on student driving. Gab Talk Series begins in February. Coolidge: Annual Spelling Bee. 4th Grade Living Wax Museum in February. 3rd Grade Spelling Bee. Roosevelt: 2nd Grade Lunar New Year event. Dr. Sueuss Read Across America in March. Washington: Preparing for ELPAC ans SBAC testing. Also using PBIS format. Penny Wars to send students to Science Camp. B. REPORT - Governing Board President, Dr. Scott: Gathered for San Gabriel Chinese New Year with Acting Superintendent and Board members . Attended the Future of Technology Education Conference in Florida for Roosevelt's MIE award. Artwork from Wilson on display. 100th Day of School celebration for Kinder students. C. REPORT - Acting Superintendent, Mr. Symonds: Great time at the Lunar New Year celebration. Congratulations to the MIE program for the prestigious award received in Florida. Shout out to the Ed Services team for the Staff Development Day.Teacher's Lounge brought down the house. Attended the California Distinguished Schools at Disneyland with Principal Tuoi Nguyen for McKinley's Distinguished School award and met State Superintendent Tony Thurmond. D. PRESENTATION - Coolidge Elementary School - Learning, Leadership, and Growth, Stephen Feng (Attached.) Leader in Me program to empower young people. Comments: Mr. Ammon- work carried on from Will Wong. It's fantastic as a signature program. I commend you, the team, and Mr. Wong. Ms. Haas- the natural outflow is the service element. It's nice to see that. GHS Rep, Jocelyn Tan:- How about the other elementary schools? How can this be developed at other sites to help students develop their leadership? Mr. Symonds; It's available at the other schools if they wish. Dr. Scott: Thank you, Stephen. E. PRESENTATION - Gabrielino High School Career Technical Education Program, Vincent Lopez (Attached.) Comments: Ms. Alvarado- Do you know why students are not completing the Graphic design CTE pathway in the second year? Mr. Lopez- In Graphic Design 1, we have freshman this year; it built that number up, but we don;t have completers in the second class. We are looking into that. There is a better chance of completing the 2-year sequence if they begin earlier in the HS career. No wiggle room for later years if you want to take a foreign language class to meet the A-G requirement. Ms. Shellhart- Excited to hear we are going toward the CTE path. Glad we are getting iinformation out to our parents. An alternate pathway in addition to the 4 yr college.option. Mr. Lopez- JMS will collaborate with GHS in the new black box theater. We'll introduce those pathways at the middle school to open more opportunities. Dr. Scott- one of the keys to this is the business partnerships and collaboration. Mr. Lopez- we are looking at realigning the curriculum with graphic design. Ms. Tan- I can only speak to the business class and importance of applying it to take what you've learned and use it. F. PRESENTATION - District Health, by Lon Sellers and Kathy Leon Public health concerns on the Corona virus. District response to community questions. Letter established on the district website. Comments: Mr. Ammon- thank you for your calm approach. Dr. Scott- common sense- it's a fancy form of the flu. Mr. Sellers- Thanked Kathy for her incredible leadership on this. 9. ACTION ITEMS A. BUSINESS SERVICES 1. Approve Renewal of Agreement with the City of San Gabriel for Use of the Smith Park Pool for the Gabrielino High School Swim Team for the 2019-2020 School Year It is recommended that the Governing Board approve the agreement with the City of San Gabriel for use of the Smith Park Pool for the 2019-2020 school year and authorize the Administration or designee to execute the necessary documents. Agreement between the City of San Gabriel Parks and Recreation Department and the San Gabriel Unified School District to arrange use of Smith Park Pool for the Gabrielino High School swim team. (Total: $40.00 Per Hour) Discussion: Mr. Ammon- Do we charge the city when they use our facilities? Mr. Wong- rarely. Mr. Ammon- Other cities give some of the revenue to the schools for facilities use. The city needs to pony up. Approval:Unanimous approval. B. EDUCATIONAL SERVICES 1. Approve Consultant Agreement Between San Gabriel USD and Mary Donnelly-Crocker, for School Year 2019-2020 Administration recommends the approval of the Consultant Agreement between San Gabriel USD and Mary Donnelly-Crocker, for School Year 2019-2020. On January 24, 2020, Mary Donnelly-Crocker, from Young & Healthy, will offer two workshop sessions, Trauma Informed Care, for SGUSD’s Professional Development Day. Mary’s workshops will focus on strategies for assisting children who are victims of various types of trauma. (Total Cost: $200.00) Discussion: Ms. Alvarado- was this a workshop or is it different? Mr. Symonds: This was at our January 24th event and very well received. Approval:Unanimous approval. 2. Approve Memorandum of Understanding (MOU) Re: 2020 Tuition Based Summer Academy Program between San Gabriel Educational Foundation and San Gabriel Unified School District Administration recommends the approval of the MOU between San Gabriel Educational Foundation and San Gabriel Unified School District for the 2020 Tuition-Based Summer Academy Program. Students will benefit from participating in the tuition-based summer school program provided by the San Gabriel Educational Foundation (SEF) enrichment program. Parents are supportive of these programs because they provide extended learning opportunities for their children. (Total Cost: $0) Discussion:None. Approval: Unanimous approval. 3. Approve Consultant Agreement with Fortanasce Physical Therapy for Occupational and/or Physical Therapy Services, School Year 2019-2020 Administration recommends the approval of the consultant agreement with Fortanasce Physical Therapy for Occupational and/or Physical Therapy services, consultation, and/or assessments for student(s) with special needs. Throughout the school year, special education students who reside within San Gabriel Unified School District boundaries may require physical and/or occupational therapy treatments, consultation, and/or assessments to benefit from their educational programs. Physical and occupational therapy goals and objectives are included in students’ Individualized Education Plans. The Special Education department needs to contract with Fortanasce Physical Therapy in order to provide services, consultation, and assessments for students. (Total Cost: $3,640.00) Discussion: None. Approval: Unanimous approval. 4. Approve Consultant Agreement with Dr. Nicholas Thaler for Special Education Teacher Training - School Year 2019-2020 Administration recommends the approval of the consultant agreement with Dr. Nicholas Thaler to provide training for Special Education teachers. The District needs to provide training to Special Education teachers on the impact of executive functioning in the classroom for the purposes of Special Education professional development. (Total Cost- $1500.00) Discussion: None. Approval: Unanimous approval. 5. Approve MOU with Anaheim Union High School District, School Year 2019-2020 Administration recommends that the Governing Board approve the Memorandum of Understanding between San Gabriel Unified School District and the Anaheim Union High School District for specialized academic instruction in an estimated amount of $55,000.00 for the 2019-2020 school year and the extended school year. San Gabriel Unified School District has a special education student who resides in the district and resides in a group home within Anaheim Union High School District boundaries. The student is receiving special education services through Anaheim Union High School District, and San Gabriel needs to reimburse them for the cost of these services. (Total Cost- $55,000.00.) Discussion:None. Approval: Unanimous approval. 6. Approve Consultant Agreement with Ability First, School Year 2019-2020 Administration recommends that the Governing Board approve the consultant agreement with Ability First for specialized academic instruction in an amount not to exceed $19,000.00 for the 2019-2020 school year and the extended school year. Pursuant to California Education code section 35160.1, the Governing Board of Education of the District is empowered to contract for educational and support services to address the District's diverse needs unique to their individual communities and programs. Special Education students residing in San Gabriel must be placed in a program that is suited to meet their unique educational needs. (Total Cost- $19,000.00) Discussion: None. Approval: Unanimous approval. C. GOVERNING BOARD OF EDUCATION 1. Adopt Resolution No. 10/2019-20 in Support of Proposition 13: Public Preschool, K-12, and College Health and Safety Bond Act of 2020 Assembly Bill 48 (O’Donnell, Glazer) It is recommended that the Governing Board adopt resolution no. 10/2019-20 in support of proposition 13. The Governing Board is asked to adopt Resolution No. 10/2019-20 in support of Proposition 13: Public Preschool, K-12, and College Health and Safety Bond Act of 2020 Assembly Bill 48 (O’Donnell, Glazer) Discussion: Mr. Ammon- Moved to table. Ms. Haas- How would SGUSD benefit from the Prop 13 monies. Is it applicable to any programs in our district. It would be a tax on top of a tax we already have. Mr. Ammon- This is not the November ballot issue. It's a bond measure only for schools in need. We don't benefit. I'm in favor of tabling. Action: Unanimous agreement to table. 2. Elect Region 23-A Representative for the 2020 California School Boards Association (CSBA) Delegate Assembly with a Two-Year Term Beginning April 1, 2020 Through March 31, 2022 (due 3/16/20) Administration recommends the Governing Board cast their ballot to elect no more than two (2) candidates for two (2) vacancies to the 2020 California School Boards Association (CSBA) Delegate Assembly. The Governing Board is asked to cast their ballot to elect no more than two (2) candidates for California School Boards Association's (CSBA) Delegate Assembly, Region 23-A. Delegates will serve a two-year term beginning April 1, 2020-March 31, 2022. Discussion: Mr. Ammon- Do not dilute our voting power. Move to forward the name of Dr. Scott for the membership. Election: Dr. Scott unanimously elected to the position. D. HUMAN RESOURCES 1. Approve Contract Agreement Between the San Gabriel Unified School District and Swing Education Administration recommends to approve the contract agreement between the San Gabriel Unified School District and Swing Education. Currently, there is a shortage in substitute teachers and substitute instructional aides in the area. Approximately 10 teacher and 10 instructional aide substitute assignments go unfilled each week. This agreement will allow Swing education to fill substitute vacancies on a daily basis. (Total Cost- $39,000.00) Discussion:Dr. Scott- this group has already helped us a lot. Approval:Unanimous approval. 2. Approve New Job Description, Lead Multi-Skilled Maintenance Worker and Establish One Position Administration recommends to approve the new job description, Lead Multi-Skilled Maintenance Worker and establish one position. Due to increased workload in the maintenance department there is a need for a supervisor to assist in managing work orders and projects for our facilities. (Approximate Cost- $7,284.00) Discussion: None Approval: Unanimous approval. 3. Approve Hourly Rate Increase for Student Workers Administration recommends to approve the hourly rate increase for Student Workers. Due to the California minimum wage increase effective January 1, 2020, the District has decided to raise the hourly rate of pay for Student Workers, effective January 1, 2020. (The total cost to the Student Worker Tutoring Program through LCFF Funding. Student Workers From $12.00 to $13.00 per hour.) Discussion: None. Approval: Unanimous approval. E. SUPERINTENDENT'S OFFICE 10. BOARD ANNOUNCEMENTS/REPORTS/COMMUNICATIONS Ms. Alvarado- Had fun at Lunar New Year. Congratulations to McKinley on CA Distinguished School and MIE program. In support of training to teachers on Trauma. Mr. Ammon: Attended Coolidge Wax Museum. Ms. Haas: Awesome PD day - shout out to Joan and team. Attended ELPAC Potluck at JMS. Thank you tp Iraise Garcia and Jennifer Vargas. Attended Wilson Community Service Day. Ms. Shellhart: Special Needs Group has the golf tournament coming up on May 9th. Proceeds go to scholarships for students on 504 plans. Looking to start a grant program.We need players and volunteers. Dr. Scott- Congratulations to VIP Jake Hass- just completed Eagle Scout. 11. CONSENT AGENDA NOTE: The Governing Board may take one (1) vote for all Consent Items including; Business Services, Educational Services, Human Resources and the Superintendent's Office Items also may be removed from the Consent Agenda at the discretion of the Governing Board and voted on separately. Comments/Discussion: None. Approval: Unanimously approved in totality. A. BUSINESS SERVICES 1. Accept Donations to the San Gabriel Unified School District. The Administration recommends to accept donations to the San Gabriel Unified School District from various donors. 2. Approve the Consultant Agreement between San Gabriel Unified School District and Pacific Crest Actuaries, LLC (PAC) for Actuarial Analysis for GASB 75. It is recommended that the Governing Board approve the agreement with Pacific Crest Actuaries to provide an actuarial valuation report in accordance with GASB 75 for a flat fee of $4,000 and authorize Administration or the designee to execute the necessary documents. For a flat fee of $4,000, Pacific Crest Actuaries (PCA) will provide an actuarial valuation report and other related services in accordance with GASB 75. (Total Cost- $4,000.00.) 3. Approve Warrants Issued for Payments, Goods, And Services Received for January 2020 -Report No. 8 4. Approve Purchase Orders Issued in Excess of $5,000 Report No. 10 B. EDUCATIONAL SERVICES 1.
