CALL TO ORDER at B. ESTABLISHMENT OF QUORUM Quorum Established. 2. REQUESTS TO ADDRESS THE GOVERNING BOARD Dr. Gary Scott- No requests to address the board. 3. RECESS TO CLOSED SESSION at 6:02 4. RECONVENE TO OPEN SESSION approx. 7:00 p.m. A. ANNOUNCEMENT OF ACTION TAKEN IN CLOSED SESSION Discussion: No action taken in closed session: . B. PLEDGE OF ALLEGIANCE by Dr. Joan Perez C. APPROVAL OF AGENDA It is recommended that the Governing Board approve the June 30, 2020 Governing Board meeting agenda. This is an opportunity for the Governing Board to adopt the agenda as presented and/or rearrange agenda items to accommodate arrival of audience members. Discussion: Andrew Ammon - 1 change - move 7d to just after item 5a. Dr. Scott- call it 5b Amended. Approved D. REQUESTS TO ADDRESS THE GOVERNING BOARD Regarding items on the agenda, as well as, not on the agenda, but within the jurisdiction of the San Gabriel Unified School District Governing Board. Discussion: Teri Hopper - Proposed Hybrid Schedule in the Fall. - Several teachers are working together to address safety for staff and students 5. APPROVAL OF PREVIOUS MEETING MINUTES A. Approve the Governing Meeting Minutes of June 23, 2020 The Board is asked to approve the meeting minutes as presented. Minutes approved 6. PUBLIC HEARING(S) The meeting will briey recess to open up the public hearing(s). The meeting will resume at the closing of the presented public hearings. A. PUBLIC HEARING - Notice of Public Hearing on the 2020-2021 Original Budget Public school district's in California are required to adopt their budget by June 30 for the following scal year. Additionally, a public hearing is required prior to the adoption of the budget. At this time, a public hearing is recommended for the community to offer any input prior to the adoption of the budget. No comments. -MOVED Agenda ITEM- D. PRESENTATION - 2020-2021 Original Budget Will Wong - Presentation and with the request from Governor, later on in this meeting we will have an adoption and vote. In consultation with district data, budget based off of the Governor's May revision, school services, etc… This may revision showed the most change ever in CA School Finance. There is a timing issue. There are Uncertainties .Wish we had a crystal ball, COVID, Staffing, economy, stock market, biggest decline, major theme is state with massive deferral for school districts. Analogy - your employer says you are getting paid, but not getting a check for 5 months away. Not getting this money is 25 - 30 million, districts may need to go out and borrow. Not as expensive as Credit Card Debt. Proposed budget based off of COLA - LCFF reached 100% Funding, Kares Act $$, CALSTRS, CAL PERS Suggestion drain on budget… Labor MGMT, parents, teachers voice did work,,, We gained financial relief from the Governor. We were looking at 6.6 million in cuts. LACOE recommends the board adopt a resolution for these cuts. Consensus is much better than the May Revise Considerations: This agreement relies on cash borrowing. May take a couple of years with back pay. What State is relying on. Vast majority of School Districts will have to borrow. 3 ways to borrow: 1)Other funds 2) County Treasurer, 3) Impact of Potential relief 7. SPECIAL REPORTS AND PRESENTATIONS A. REPORT - Governing Board President Scott - Have had discussions with parents about Fall schedules. This is the most intense planning of how to keep kids and staff safe. What ifs… We are all working diligently to come up with a solution. Questions from teachers, my suggestion is everyone is taking these considerations into the plans. Thank you to all. Share a letter from Create California - Congratulate SGUSD to equity in Arts and Learning. B. REPORT - Superintendent Thanked Will Wong for budget presentation. Great news that Gov Newsom signed a budget. We are very grateful to get through the upcoming school year. Everything changes so fast. Changes to Hybrid Model, after lobbying the legislature clarified this bill to allow districts to utilize learning to implement Hybrid models to take into account the needs of students and staff. Much needed clarification from the state. We are awaiting LA Public Health Ordinance, it is not here yet. This document is essential in SGUSD preparing our plan. We are waiting for clarity. This document will be part of our reopening plan, combined with LA County Pub Health and are hoping to be able to take back July 21st at a board meeting. Very proud of our district and Will Wong. Kept us from avoiding mass layoffs. We held the district in place. Worst thing would be to have to give a layoff notice. Great job to Ross/Will/Joan for helping make those critical decisions. This will be the most difficult opening in the history of Pub. Ed. Wish everyone a happy and safe 4th of July. C. PRESENTATION - Written Report to the Community Dr. Joan Perez and Gail Calhoun - Team has been phenomenal with all part of the process. We will tell you the story of collaboration, commitment and putting kids at the focus of everything we do. The report was developed to report how schools respond to school closures, how, why. Need to have a posting of this report on our website. We worked with stakeholders to create a plan.Current LCAP Plan has been put on hold. Aug 1st - New Template coming out. Waves the 1 year LCAP, will be released in August. Bring to Gov Board by Sept 30 for adoption. Spring 2021 begin new 3 year LCAP. See the presentation for more detail…. Discussion/Questions: Cristina Alvarado - Thank you for the presentation. Thank you to our liaisons. Thank you for discussing childcare. Dr. Scott - Based on our response to this pandemic, the first is social/emotional health, child care,food services, etc,,, way before discussion surrounding curriculum. This is a monumental task. Thank you to Joan/Gail, others... 8. ACTION ITEMS A. BUSINESS SERVICES 1. Approve the 2020-2021 Original Budget The District is required to adopt a budget by July 1 of each fiscal year. The Original 2020-2021 Budget is balanced with appropriate reserve amounts and based on the attached budget assumptions. Therefore, it is recommended that the Governing Board adopt this 2020-2021 Original Budget, approve all interfund transfers of cash as budgeted in each fund for 2020-2021 and authorize the Superintendent or designee to execute the necessary documents. After the Board takes action to approve the Original Budget as presented in this meeting, it will become the Adopted Budget for 2020-2021. Discussion: Cristina Alvarado: In terms of borrowing, was there any discussion about the State borrowing money instead of the districts. It would make things a lot easier. 3 relief proposals floating in the House. I think we are in fairly good shape, Wong; Not aware of that… No talk.. Gary Scott: As a process issue, are school districts limited to where they can go for money. Wong; No requirement to borrow from one entity. State suggest many districts pool together to lower the rates. Scott: Reasonable interest? 2%? Wong: Never know… May be lower than 1 %. Action Taken: Motion to approve. Unanimous. All in favor. 2. Approve the 2020-2021 Agreement For Professional Services Between Dannis Woliver Kelley (DWK) and the San Gabriel Unified School District The Administration recommends to approve the 2020-2021 Agreement For Professional Services Between Dannis Woliver Kelley (DWK) and the San Gabriel Unified School District and authorize the designee to execute the necessary documents. This agreement between the District and Dannis Woliver Kelley will allow the District to seek their professional services for legal matters. Discussion: No discussion Action Taken: Approved Unanimously 3. (ROLL CALL) Adopt Resolution No. 22/2019-20 Certificate of Signatures for District Business The Administration recommends the Governing Board adopt Resolution No. 22/201920 in order to allow for the processing of District warrants, contracts, checks and other legal documents and authorize the Superintendent or designee to execute the necessary documents. (ROLL CALL) Resolution No. 23/2019-20 To Identify the Amount of Budget Reductions Needed in 2021-22 and 2022-23 and to Require that a List of Budget Reductions for 2021-22 and 2022-23 be Included in the 2020-21 First Interim Report The Administration recommends to approve Resolution No. 23/2019-20 To Identify the Amount of Budget Reductions Needed in 2021-22 and 2022-23 and to Require that a List of Budget Reductions for 2021-22 and 2022-23 be Included in the 2020-21 First Interim Report and authorize the designee to execute the necessary documents. To comply with the Los Angeles County Office of Education requirement for the 2020-21 Adopted Budget, a resolution is submitted to acknowledge budget reductions in future scal years 2021-22 and 2022-23. Note this is based off of state budget information released in the Governor’s May Revision, which has since changed for the better. However, per requirements a resolution is needed based off of the May Revision. No Discussion. Action Taken: Moved/seconded. EDUCATIONAL SERVICES 1. Approve Executive Order N-56-20, Written Report to the Community Administration recommends approval of Executive Order N-56-20, Written Report to the Community Executive Order N-56-20, issued by Governor Newsom on April 22, 2020, empowers schools to focus on responding to COVID-19 and to provide transparency to their communities. No discussion Action Taken: Approved Unanimously C. GOVERNING BOARD OF EDUCATION D. HUMAN RESOURCES 1. Approve Student Teaching Agreement Between the San Gabriel Unified School District and California State University of Los Angeles It is recommended that the Governing Board approve the Student Teaching Agreement between the San Gabriel Unified School District and Cal State University of Los Angeles. An agreement with Cal State University of Los Angeles enables student teachers to engage in their practice teaching in the District. The term of this agreement is from January 21, 2020 to January 21, 2023. The District will provide Master Teachers for their student teachers. No discussion Action Taken: Approved Unanimously E. SUPERINTENDENT'S OFFICE 1. Governing Board Adoption of California School Boards Association (CSBA) Policy Addition Recommendation Administration recommends the Governing Board adoption of California School Boards Association (CSBA) policy addition recommendation. This is an opportunity for the Governing Board to adopt the California School Boards Association (CSBA) policy addition recommendation. No discussion Action Taken: Approved Unanimously 9. BOARD ANNOUNCEMENTS/REPORTS/COMMUNICATIONS Cheryl Shellhart - Happy 4th. Will miss seeing you all at the parade. Cristina Alvarado - Array of comments regarding Distance Learning. I would suggest some communication from district to parents to let them know that we are still working on reopening. Parents waiting to hear, mixed feelings. Andrew Ammon - We made progress on Social media presence this past year.. Sharing stories about our schools. May want to keep an eye on misinformation and theories and threads. May want to issue a statement from our district. Rochelle Haas -Ii have received responses from parents. It would be helpful if we get some information out to the parents. I appreciate the hard work and effort that has been put into this. 10. CONSENT AGENDA NOTE: The Governing Board may take one (1) vote for all Consent Items including; Business Services, Educational Services, Human Resources and the Superintendent's Office. Items also may be removed from the Consent Agenda at the discretion of the Governing Board and voted on separately. Approve Authorization to Use State Bids and Piggybackable Bids for Fiscal Year 2020-21 The Administration recommends to approve the authorization to use State Bids and Piggy Backable Bids for Fiscal Year 2020-21. These bids allow school districts to purchase school supplies exceeding the bid limit, eliminating the need for districts to go out to bid for the same types of purchases individually. 2. Accept Donations to the San Gabriel Unified School District The administration recommends the approval of donations made to the San Gabriel Unified School District. B. EDUCATIONAL SERVICES C. HUMAN RESOURCES 1. Approve Classified Personnel Status Report No. 19 Administration recommends to approve the Classified Personnel Status Report No. 19 D. SUPERINTENDENT'S OFFICE 11. Below is the message sent by the reps. Items of interest include a letter to the community regarding COVID19 and the budget report. Here is a link to the entire agenda. Be sure to use your union zoom background. Also, please reply back if you are interested in us hosting a site level union meeting in the next week. We will definitely host a meeting at the end of summer prior to school starting, but want to gauge interest in an earlier meeting. Best, Site Reps
