REPORTS - Student Board Members
Del Mar High School, Jessie Lopez
Del Mar high school will have its first graduates of the school year on November 12. Del Mar students will participate in a Veterans’ Day ceremony. Jefferson has a speech and debate tournament. Counseling team has activities at lunch such as coloring and yoga. Last week they made petals of hope.MCK-Halloween parade was a blast and lots of smiles. Parade was recorded for parents at home. After school intervention programs are up and running. Starting a lunch time buddy bench and giving them opportunities to make friends.
Gabrielino High School, Joseph Aguilar
ROOSEVELT: will kick off BEAR event about being excited about reading. Every student will receive a free book to take home. Thank you to SG Cabinet for wisdom and thank you to teachers for their care.
WASHINGTON: Upcoming Family Movie Night. 3rd to 5th grade students met during lunch to talk about PBIS and how it’s going at school. Thank you to the PBIS team.
COOLIDGE: Ended their Red Ribbon Week with the BMX assembly. Picture day on Nov. 15. Would like to express their gratitude to the staff.
GABRIELINO: Successful homecoming dance - more than 700 tickets sold. First Student Senate meeting last month about school performance. Students have taken the test to see how they’re doing socially and mentally. ASB has been holding See’s Candy fundraiser - ends Nov. 29 for presales (see online for more details).
B. REPORT - Governing Board President, Rochelle Haas
It was really great to see the kids enjoy the homecoming game and dance in October. Kids had a fun time. I got to attend the last home game - even though Gab. lost, it was great to be back and have that normalcy. Speech and debate was this past Saturday and I got to go support them. I’m really thankful for this district - staff, parents, teachers. We have a great team and I’m thankful for the shared vision to support students. I am thankful to be a part of this community.
C. REPORT - Superintendent, Jim Symonds
Great to see students out there joining us this evening. Congratulations are in order around the district. Congrats to the GAB women's volleyball team! Great job GAB speech and debate team who was ranked #10 out of 3000 schools nationwide. Jefferson Middle School speech and debate also had many students place in the tournament. There are so many things to celebrate. On Saturday, our woodworking teacher will be working with some GAB students who will be able to earn some CTE credit. They’ll be helping build the BOOM playground. Thank you for participating in a worthwhile community project. Pfitzer now has the emergency approval and so SGUSD is working with Herald Christian Center to provide access to our students. Parent Square went out today and information on how parents can register. Thank you Mr. Perry for putting this together for our students! The last few weeks felt like we’ve finally started to settle in this year. It has been a challenging year, and this year may be even more difficult than last year. But this year is defining who we are as a district. Our district is rallying together so that our students can return together and participate in various activities. It’s warmed our hearts seeing our students being back and you can tell that they are grateful. Thank you to all our SGUSD community for getting back to this point. Sometimes the most difficult challenges are truly the most important and rewarding accomplishments. Our students are the beneficiaries of our courageous effort. Thank you SGUSD, have a wonderful Thanksgiving.
D. PRESENTATION - Wilson Elementary School, Ivonne Contreras
I feel very fortunate for such a strong and hardworking staff. I feel so privileged to work with this dedicated staff.
Please meet our Wilson Student Leaders and Educational Advisory Committee Reps: Maddie Wang (Student Leader and Student Congress President), Michael Lamotte & Victor Linares-Infante ( EAC Reps).
Maddie Wang: Some of my responsibilities is to set a good example for our younger wildcats. I also help Ms. C and other staff to serve our school. I am excited to share our ideas to make our school a better place.
Victor: I am looking forward to serving on the committee and I want to share about our fun school. Here’s a short video showing you things we do as Wildcat family. Some are before the pandemic and some are current. As you can see, we are stronger together. Thank you for inviting me here.

Construction Updates: Here are some sketches from the design team.

-Interior of classroom: whiteboards everywhere. Lots of flexibility. Mobile storage. Our OT clinic will fit our OTs, school counselors, speech therapists, school psychologists - service providers.
Construction will happen this summer. We have another meeting with the stakeholders. We just need to get approved and then break ground.
MDLI news: We’re planning for the upcoming 3rd grade class. California Association for Bilingual Education (CABE) and & SGUSD collaboration.
Wilson Goals for 21-22: Focus on the wellness of our staff and students. Wilson staff will collaborate with EdServices to ensure MTSS strategies are implemented with fidelity. Continue to implement the PBIS program. Focus on the needs and next steps of the MDLI program. See construction break ground. Continue to find ways to establish a safe, joyous, rigorous, and positive learning environment for staff and students.
Haas: Whenever any of us are on the Wilson campus we can feel the positivity and that sense of joy. Thank you to your students leaders for their service to the district and giving that student perspective.
Scott: I was 10 years old at Wilson and my leadership started there. Wow, 3 breaths ago that was me. Seeing them dance and sing, and that’s where I grew up. Wilson’s got the magic! It's so exciting to see the construction underway.
E. PRESENTATION - Budget Advisory Committee Overview, Lawrence Ferchaw
Ferchaw: Why are we having a budget advisory committee? Due to sustained declining enrollment which contributes to a reduction in fund balance over time from expenditures exceeding revenues. Fiscal cliff: guarantee of ADA funding using the 18-19 school year ends after this school year. Change in ADA will result in reduction of funding. Ensuring SGUSD can meet its financial obligations.
Role of budget advisory committee: to recommend cost saving options
Proposed committee membership: will consist of 3 parents, 3 SGTA members, Teamsters, etc.
Schedule of Meetings: By Dec. 12 (virtual meeting), Dec. 14 (first in-person meeting), Jan. 25, 2022, Feb 1 2022, Feb. 8, 2022 (full day 6 hour meetings)
Tcheng: I like the approach and process on establishing this committee and I look forward to the report and outcome.
Scott: Thank you Larry, this is the hardest thing to figure out what we can do without. This is a thoughtful process to arrive at some difficult decisions. A great solution to a difficult problem.
F. PRESENTATION - Educator Effectiveness Block Grant Plan 2021-2026, Gail Calhoun, Joan Perez
Joan Perez: We will be starting an Education Effectiveness Block Grant Plan. This is part of the Education Budget Bill-Assembly bill 130. This money is to support the profession developing in high need topics. As a condition, our district must develop showing how the grant funds will be spent. Our district will submit an annual report detailing the information to CDE and will be doing it annually until 2026. Our plan has 10 areas we can utilize these funds such as: Coaching/Mentory, MTSS, Accelerated learning, SEL, and school climate.
Gail Calhoun:
EEBG Funding Description: This is a one-time funding provided to the district to provide professional learning for teachers, admin, and paraprofessionals. This is a result of the Assembly Bill 130 and the allocation for SGUSD is $ 1,136, 392. Eligible grades are K-12. CDE plans to release the first of funds this fall.
Funding Requirements: may be expended during 21-22, 22-23, 23-24, 24-25, and 25-26. Any funds not expended by June 30, 2026 will be returned to CDE (California Dept. of Education)
The plan is posted publicly on the SGUSD website. Press on the LCAP button. You will also find a google form for feedback. We were unable to budget money for all 10 areas.
Expenditure plan details: SEL, suicide prevention, tutoring, MTSS, improve inclusive practices, support and training for certificated & classified educators, support for ELL learnings and stretching bilingual proficiency.
Scott: I have a question. The total is over 5 years, is that correct? Is it an error to divide all those captions by 5? If it;s over 5 years can we divide it over a 5 year period, can we spend the money sooner or later? Is it subject to evaluation every year?
Calhoun: Yes, the money is the total for 5 years.
Tcheng: Is there a requirement for us to put any key metrics to evaluate the effectiveness of the grant?
Calhoun: In the website posted, you will see Title 2 funds for teacher and paraprofessional professional development.
Perez: We are trying to align everything we are doing in our LCAP and our plan for NGSS so that it is aligned to our area of focus.
Alvarado: I like how everyone is included from TK all the way to 12th grade.
Shellhart: Congratulations on getting that grant! It is difficult to write those, so congrats to you that you got some money for us.
Calhoun: It's my pleasure.

1. (Roll Call) Approve The Facility Inspection Report (FIT) For Del Mar High School. Administration recommends that the Governing Board approve the Facility Inspection Report (FIT) for Del Mar High School. Del Mar High School was inspected and it was determined to meet the "good repair" standard under the Education Code. This information is included in the Local Control Accountability Plan, the School Accountability Report Card, and the California Dashboard.

2. Approve The Agreement Between The San Gabriel Unified School District and SpyGlass Group, LLC. Administration recommends that the Governing Board approve the agreement between the San Gabriel Unified School District and SpyGlass Group, LLC and authorize the designee to execute the necessary documents. SpyGlass is a consulting company that can provide the District with an audit of our technology telecommunication billing and identify potential savings.

3. Approve The AED Concierge Service Program Provided By AED Authority. Administration recommends that the Governing Board Approve the AED Concierge Service Program Provided by AED Authority. The service provided by the AED Concierge Service will help the District stay in compliance.

4. Authorization to Award Bid No. 01-21/22 Districtwide Asphalt Paving and Sealcoating. Administration recommends that the Governing Board give authorization to award Bid No. 01-21/22 Districtwide Asphalt Paving and Sealcoating to the responsive lowest bidder, Universal Asphalt, Co., Inc. and authorize the designee to execute the necessary documents. To award the asphalt paving and sealcoating unit price bid to Universal Asphalt Co., Inc., which provided the lowest bid amount.

B. EDUCATIONAL SERVICES
1. Approve the Memorandum of Understanding with WestEd. Administration recommends that the Governing Board approve the Memorandum of Understanding with WestEd. In order to gather baseline health, wellness, and safety data for the Local Control Accountability Plan (LCAP) SGUSD will administer the California Healthy Kids Survey (CHKS) to all enrolled 5th, 7th, and 9th grade students.

2. Approve the Multiple Measures, LLC Annual Subscription. Administration recommends that the Governing Board approve the Multiple Measures, LLC Annual Subscription. SGUSD’s Multi-Tiered System of Support is dependent upon tools that allow teachers, schools, and the District to track student progress in the area of academics, behavioral, and social-emotional health. The Multiple Measures Assessment Reporting Service enables this progress monitoring.

3. Approve the Consultant Agreement with Janine Halloren. Administration recommends that the Governing Board approve the Consultant Agreement with Janine Halloren. All over the country, schools are noticing students struggling with anxiety and resilience. After more than a year of living with COVID, this back to school season poses unique challenges for children, teens and families. Families are struggling to support students who are hurting at this time and who are working to regulate themselves with adults and peers. Our Parents as Partners event is aligned with San Gabriel Unified’s MTSS initiative of providing a multi-tiered system of support by engaging with families and communities to help support students.

4. Approve The Consultant Agreement With Efficacy Consulting, Inc. Administration recommends that the Governing Board approve the consultant agreement with Efficacy Consulting, Inc. Efficacy Consulting, Inc. will deliver OCDE Project GLAD 2-day Research and Theory training to EL TOSAs, intervention and classroom teachers. OCDE Project GLAD is a model of professional development focused on building academic language and literacy for all students, especially second language learners.

5. Approve Consultant Agreement with SpeechCom Inc. for Speech and Language Therapy Services, School Year 2021-2022 (Special Education). Administration recommends the approval of the consultant agreement with SpeechCom Inc. for speech and language services provided by a Speech and Language Pathology Assistant for the 2021-2022 school year. Special education students who attend school in the San Gabriel Unified School District may require speech and language services per their IEP. SpeechCom, Inc. is able to provide one full time Speech and Language Pathology Assistant to provide speech services for the 2021-2022 school year.

6. Approve Consultant Agreement with Jarice Butterfield for Consultant Services for the Significant Disproportionality Comprehensive Coordinated Early Intervening Services, School Year 2021-2022 (Special Education). Administration recommends the approval of the consultant agreement with Jarice Butterfield to provide services as a Technical Assistance Facilitator related to for the Significant Disproportionality Comprehensive Coordinated Early Intervening Services within San Gabriel Unified School District. The San Gabriel Unified School District has been identified as significantly disproportionate by the state. As such, the District needs to contract with a consultant who will provide professional development and training for the Special Education Related Service Providers.

7. Approve Ratification of Contract with West Shield Adolescent Services for Transportation Services, School Year 2021-2022 (Special Education). Administration recommends that the Governing Board approve ratification of the contract with West Shield Adolescent Services for transportation services, school year 2021-2022 (Special Education). The District needs to provide transportation for a Special Education student in the San Gabriel Unified School District per their IEP team recommendations.

1. DISCUSSION - 2022 Governing Board Meeting Calendar. This is an opportunity for the Governing Board to discuss the 2022 Governing Board meeting calendar draft.
2. Nominate and Appoint Two (2) Governing Board Members to Participate in the 2021-2022 Educational Advisory Committee (EAC). Administration recommends the nomination and appointment of two (2) Governing Board Members to participate in the 2021-2022 Educational Advisory Committee (EAC). The San Gabriel Unified School District EAC helps to identify the needs of students, parents, and community members, actively participates in the development of the Local Control Accountability Plan (LCAP).
Scott: I would like to nominate myself and Shellhart. Moved and seconded for approval. All in favor for Scott and Shellhart to serve on EAC.

1. Approve the Re-Authorization of Electronic Meetings of the Governing Board During a State of Emergency Pursuant to Government Code Section 54953(E). Administration recommends that the Governing Board reconsider the circumstances of the state of emergency, affirm that the state of emergency continues to directly impact the ability to meet safely in person as stated in Resolution No. 10/2021-22, and direct the continued use of teleconference meetings pursuant to Government Code section 54953(e). Approval of the re-authorization would allow the Governing Board to continue to conduct meetings electronically beyond November 30, 2021.

2. Governing Board Review of California School Boards Association (CSBA) Policy Revision Recommendations. Administration recommends the Governing Board review the first reading of California School Boards Association (CSBA) policy revision recommendations. The Governing Board is asked to review amended policies as per California School Boards Association (CSBA) suggested revisions based on new mandates, laws, or regulations.

3. Approve Conference Report No. 8 (21-22). Administration recommends that the Governing Board approve the following District employees be authorized to attend the conference events listed. The representative of the District indicated will attend with no loss of salaries for District personnel, and with actual and necessary expenses paid for all attending as authorized by Education Code Sections 35172, 35173 and 44032, and the District's Board policies. Authorization for an advance of funds to cover actual and necessary expenses is hereby granted. Such Advances shall be repaid or adjusted upon filing of a regular claim for the actual and necessary expenses incurred.
