SPECIAL REPORTS AND PRESENTATIONS A. REPORTS - Student Board Members - Del Mar High School, Jessie Lopez Del Mar-Students are very enthusiastic. Tradition of connecting during history day. Jefferson- Many students are happy to be with their friends. Social emotional workshops on Wednesdays. 7th grade science team was tracking frogs that were on loan from the San Diego Zoo. Counselors have set up lunch activities such as puzzles or coloring. Reading challenge will begin next week, students will read a book and write a review and be eligible for prizes. Parent Conferences are coming up. MCK- The book fair got students reignited about reading and learning. Students purchased over $9k of books. Reading and Math intervention have begun. There are 2 after school interventions for Spanish Immersion students to support foundational skills. Stem labs are also up and running Wilson-Wildcats have been having behavior assemblies and a weekly Monday morning assembly. Wilson is having recognition assemblies. Intervention classes are beginning. Parent Conferences have been completed. Red Ribbon week will have theme days and to stand up against bullies. Halloween drive thru to over a spooktacular time! - Gabrielino High School, Joseph Aguilar CA Shakeout on Oct. 21. Coolidge PTA will sponsor a Halloween event on Oct. 29. Washington is busy with PBIS - recently had their first Way Event. Learned about empathy through the book “Don’t Eat Your Classmates.” Gabrielino report: The Speech and Debate team had their first debate. Thank you to the Governing Board and Cabinet during this difficult time. Looking to expand and enhance the Dance Program and Dance Team as well as athletics. Volleyball is at 10-0 and will be going to CIF this year. Football will be going to CIF. Gabrielino’s homecoming game is Oct. 21. Gabrielino would like to give thanks to the Governing Board and the Cabinet for allowing students to achieve. B. REPORT - Governing Board President, Rochelle Haas Thank you everyone for the continued effort during this time. Wonderful to enjoy the windy, fall weather. Hoping to attend Wilson’s Halloween drive-through event - sounds like fun! Excited to attend football games and to see the marching band. Hope everyone is well and stays well. Thank you for everything you all do. C. REPORT - Superintendent, Jim Symonds It is so great to see our kids back on campus and it's hard to believe we are getting close to the end of our first trimester. I’ve gotten out to the sites and saw how engaged they are with their learning, especially watching them hang out and they are loving being together again. I visited Jefferson and observed how engaged the students are with their learning, technology, and the band was playing. Thank you, Jefferson staff! I went to Roosevelt, Wilson and Washington to observe the Covid testing. The testing staff were moving the kids quickly and efficiently. Students did great with putting their saliva into the test tube. Thank you Mr. Perry for putting that together. I went to Del Mar to meet with the principal to go over his goals for the year. He’s brought in technology, robotics, and many more. We are so happy to have you and commend you on your outstanding work. Friday, October 1st, Gov. Newsom said that vaccinations will be required depending on the status of FDA approval. There will be exceptions available. We are unsure of the process and will wait for guidance from the state of California. This weekend I get to be the judge of the speech and debate tournament. Excited to go to the homecoming game at Gabrielino. It's a great feeling because it feels like life is getting back to normal. SGUSD is a special place to be. I’m very proud to be the superintendent of this school district. D. PRESENTATION - SGUSD California School Dashboard, Local Indicators 2020-2021 Joan Perez and Gail Calhoun presented: No local indications for 19-20 due to the pandemic. The dashboard shows students and parents the report of how well we are doing. The goal of the dashboard is to affect outcome and decision making. 6 state indicators: Priority 4 will not be reported on the Dashboard because we haven't had a normal testing year and due to inconsistencies of learning delivered due to the pandemic. Indicators include: Graduation rates, suspension rates, Chronic absences, academics, career & college 5 Local Indicators: Basic Services, Implementation of Academic State Standards, Parent Engagement, School Climate, Access to a Broad Course of Study You have to report to the state how you are seeking input from parents for decision making such as measuring school connectedness and safety. Basic Services LCFF priority 1 are MET. School facilities are safe and clean. Implementation of state academic LCFF priority 2 standards are MET. Benchmarks and setting learning goals. Parent Engagement is our strongest suite. We are including our parents as decision makers. We have expanded our Parents as Partners series and Our Portrait of a Graduate Series. Our new Parent Square app is helping with parent engagement. 98% of our parents are on Parent Square. We are seeing communication from parents like we’ve never seen. After 2 days we’ve seen over 1,000 answers on a survey. School Climate- We use the CA Healthy kids survey. We will continue to do this annually to look at school culture and their connectedness to their school community. Access to Broad Course of Study- We are providing all these courses to our students and have met the criteria. All of this information is to help guide our decisions. We have a Cycle of Self-Reflection which will take us through Summer, Fall, Spring and Summer. This will also provide the community of where we are at, especially with the influx of Federal money we are getting and how we’re serving our students. Our new LCAP will be proposed in June and will take us back through the cycle. If anyone is looking for more information, please use the CA dashboard and click on the icons to see all the information and updates (starting October 15th). Haas: Thank you for all this information. I know that our district is providing all these things so that our students get the best education and that it is reflected in our local indicators. Scott: I marvel at all the work to collect all this data and all the details in these boxes. This is a great snapshot of what our district is doing. This data drives our future development. E. PRESENTATION - Elementary and Secondary School Emergency Relief III (ESSER III) Expenditure Plan ESSER III Funding Plan. ESSER III is a 2 part plan - we will hear about a draft today. Allocation is $8,978,547. 20 percent of funds need to address academic and interventions, comprehensive after school programs, and extended learning programs. We will look at research to help close academic setbacks. Allowable expenditures include purchasing supplies for cleaning and sanitizing, coordination and response to Covid 19, training and professional development, mental health services, maintenance of HEPA filters, school facility repair and maintenance. Surveys were available in multiple languages - 992 responses from stakeholders. Strategies for continuance and safe in person learning: $147,000.00 Addressing Lost instructional time: $6,281,547.00 Use of any remaining funds: $2,550,000.00 Total ESSER III funds: $8,978,547.00 LCAP will be used to address academic setbacks and interventions. Scott: This is so new and almost everything in this didn’t exist 18 months ago. This is amazing, Gail and Jasmine and everyone on this project. I’m in awe of the work that you’ve done. Haas: 20% is supposed to address loss of instructional time. So I’m glad to see it go to where our students need it. Gail: We are approaching 70% of funds to address academic setbacks. 8. ACTION ITEMS A. BUSINESS SERVICES 1. (Roll Call) Approve Agreement Between LACOE and the San Gabriel Unified School District to Participate in School Based COVID -19 Testing (Ratification) Administration recommends that the Governing Board ratify the Approval of the Agreement Between LACOE and the San Gabriel Unified School District to Participate in School Based COVID -19 Testing and authorize the designee to execute the necessary documents. Approval of this Agreement is required for SGUSD to receive the grant from LACOE to cover School-Based COVID-19 Testing. Authorization to Call for Bid No. 02-21/22 for Districtwide Painting Administration recommends that the Governing Board authorize the call for Bid No. 02-21/22 for getting preset unit prices for district wide painting and authorize the designee to execute the necessary documents Financial Impact: Discussion: none Action Taken: Moved and seconded for approval. All in favor. B. EDUCATIONAL SERVICES 1. Approve the Consultant Agreement with Lynda Okerson Administration recommends that the Governing Board approve the Consultant Agreement with Lynda Okerson. As the District moves forward with a more equitable intervention program, teachers require support in teaching foundational number sense and comprehension in addition to calculation. The math interventionists are utilizing diagnostics and data in order to help guide intervention implementation. The teachers will then need to begin thinking about robust programs that can be used across sites to help support tiered intervention for all students. Consultant Lynda Okerson will guide our teachers in both implementing an intervention program that focuses on number senses and exploring programs for future use in the intervention program. Financial Impact: Discussion: None Action Taken: Moved and seconded for approval. All in favor. 2. Approve the Consultant Agreement with Michele Borba Inc. Administration recommends that the Governing Board approve the Consultant Agreement with Michele Borba Inc. Supporting students during these challenging times takes a multi-tiered approach (MTSS). To achieve the goals set out by the District’s Portrait of a Graduate takes a village. Schools and families need to be prepared to help do their part to support the students of San Gabriel. Michele Borba will be supporting both educators and families in guiding our students in Empathy which, as a result, will build more Resilient schools. Financial Impact: Discussion: None. Approve the Consultant Agreement with Raising Digital Natives Administration recommends that the Governing Board approve the consultant agreement with Raising Digital Natives. During school closures, many family rules regarding technology use were negatively impacted. As a result, as students have returned to school, they are struggling with the appropriate use of technology, in particular with social media. Families are struggling with regaining ground in student tech use, in particular with tweens and teens. They need guidance in helping their students to recalibrate appropriate social behavior online. This level of support is also aligned with San Gabriel Unified’s MTSS initiative of providing a multi-tiered system of support by engaging with families and communities to help support students. Financial Impact: Discussion: none Action Taken: Moved and seconded for approval. All in favor. C. GOVERNING BOARD OF EDUCATION D. HUMAN RESOURCES E. SUPERINTENDENT'S OFFICE 1. Governing Board Review of California School Boards Association (CSBA) Policy Revision Recommendations Administration recommends the Governing Board review the first reading of California School Boards Association (CSBA) policy revision recommendations. The Governing Board is asked to review amended policies as per California School Boards Association (CSBA) suggested revisions based on new mandates, laws, or regulations. Financial Impact: Discussion: Action Taken: 9. BOARD ANNOUNCEMENTS/REPORTS/COMMUNICATIONS Alvarado: I agree that the staff is working hard to bring the best to our students. Personal note: My street was paved today! I also participated in the homeless committee and made sure that our students are housed and in safe places. This is important to mental health and schools are checking to make sure kids are okay. Less than 50 students are unhoused (we hope it should be 0, but I was pleased with the meeting.) Shellhart: I always love when I can hear the kids from Washington playing and laughing. I just love hearing them across the street. Thank you to Jasmine and Gail for keeping our funds safe and where they need to go in the ESSER projects. Thank you for doing that for our district. The presentation that you do is so easy to understand. Thank you. Tcheng: The atmosphere of the district is collaborative and transparent in terms of communication. Thank you Jim and cabinet and staff for putting together the information in a way that is easily understood. Attending the upcoming Asian Youth Center event on Oct. 22 Scott: I have been serving on the ROP board. They are so thrilled that SGUSD has chosen to participate with them because they feel out east and think we are closer to downtown. I think it’s important to have made the commitment to use this resource. There is nothing more thrilling than to be with capable and educated people who will not stop until they do the very best that they can. To everyone here, thank you. 10. CONSENT AGENDA Motion to Approve Consent Agenda in Total. Action Taken: Moved and seconded for approval. All in favor. NOTE: The Governing Board may take one (1) vote for all Consent Items including; Business Services, Educational Services, Human Resources and the Superintendent's Office. Items also may be removed from the Consent Agenda at the discretion of the Governing Board and voted on separately. A. BUSINESS SERVICES 1. Approve Warrants Issued for Payments, Goods, And Services Received For September 2021 - Report No. 4 Administration recommends that the Governing Board approve warrants issued for payments, goods, and services received for September 2021 - Report No. 4. 2. Approve Purchase Orders Issued in Excess of $5,000 Report No. 6 (2021-2022) Administration recommends that the Governing Board approve purchase orders issued in excess of $5,000 Report No. 6 (2021-2022). 3. Approve Essential Conference Report No. 6 The Administration recommends to approve the following District employees be authorized to attend the virtual events listed. The representative of the District indicated will attend with no loss of salaries for District personnel, and with actual and necessary expenses paid for all attending as authorized by Education Code Sections 35172, 35173 and 44032, and the District's Board policies. Authorization for an advance of funds to cover actual and necessary expenses is hereby granted. Such Advances shall be repaid or adjusted upon filing of a regular claim for the actual and necessary expenses incurred. B. EDUCATIONAL SERVICES 1. Approve Essential Training Report No. 6 Administration recommends that the following District employees be authorized to attend the events attached. The representative of the District indicated will attend with no loss of salaries for District personnel, and with actual and necessary expenses paid for all attending as authorized by Education Code Sections 35172, 35173 and 44032, and the District's Board policies.
