Speech and Debate event on campus Ms. Singleton. Trunk or Treat event. Washington: Parent Conferences were very happy with their children’s learning. Red Ribbon Week Discussion on the importance of being Drug Free. Scholastic Book Fair. Trunk or Treat at 5pm this Friday. Gabrelino High School (Board student member): Hennassie Ramirez - Mckinley: Go Noodle Fundraiser over $5,900 towards school related items. Principals will be performing 2 Go Noodle dances; Caught being good for student motivation: Being on Zoom, Participation, Videos on, Being good role models; Prizes vary; Virtual Halloween Parade this Thursday at 9 am . Wilson: SuperHero Powers (Teachers) innovators Halloween Drive Thru 5-7pm this Thursday. School-wide assembly this Thursday virtually. Parent conferences will continue. JMS: Report cards for 1st quarter have gone out. Parent Conferences 10/29; 3 schools in the district holding voting on site, JMS is one of them. ASB hosted by Kim Booth holding student virtual events including Halloween themed activities for a chance to win treats for participation; GHS: Continue to work hard keeping school community. “Rise to the Challenge”; Return to Wed. AP Lopez will review plans for sports athletics return. Tolerance. GAB FBLA recognized by the State 1 of 22 chapters selected for state recognition. Students had mock elections; Halloween door decoration vote; ASB Swirls Creamery Fundraiser Fri Oct 30 Nov 1-Order online; ASB See’s Candy fundraiser to support all programs; Online costume contest in Oct. Student and teacher of the month recognitions. B. REPORT - Governing Board President Dr. Gary Scott - Board President - Life goes on in the midst of this time. For those not in Elementary, you can appreciate noodle dance as a great incentive. Thank you for the reports. Daylight saving ends this Sunday (Nov. 1st). Only 65 more days in 2020. One more week until the election. We have had such positive levels for permanent hire for Del Mar high school. Great job to Ross and others involved. Thank you for Cheryl Wilson for filling in at Del Mar. Everyone in this staff is very committed and working hard with no complaints. Thank you Cabinet and thank you Zulma. It is a critical time and he encouraged us to vote and we see what will happen Tuesday Night. C. REPORT - Superintendent Jim Symonds - Thank you president scott, second everything you said there. Can’t wait to see everyone in person one day. DL 3.0 met last Thursday to discuss schedules, looking at OC models and schedules. Great conversations. I joined the Gab team to discuss and enjoyed that. Committee will be taking info back to sites to solicit input so everyone has a voice in this collective decision. This Friday is the AYC Gala I will attend with Governing Board members. We are receiving a community partnership award for our district. Alhambra is also getting one. After school tutoring programs at elementary and middle schools developed through AYC. ALso AYC Summer school. Honor to receive award on behalf of SGUSD. EAC Portrait of a graduate continues to be developed. Vision continues to be built. Kudos to everyone. October is a challenging month under normal circumstances, especially in the classroom. Waiting for next Holiday. I understand challenges everyone is facing under this virtual environment. Grateful for perseverance and grit everyone has shown. We will persevere, this too shall pass. Acknowledged COVID/Zoom fatigue, but we continue to move on. Look forward to returning to normal, one day at a time. Thank you. D. PRESENTATION - English Learner Reclassification Criteria for 2020 - 2021 by Anna Navarro Thank you for allowing me to share Reclassification. Local Decision--The process: Overall 4 on ELPAC, Teacher Recommendation, Parent Consultation, Performance on basic skills. DELAC is to review the criteria and a new revision is needed due to COVID. We needed revision for grades 3-high school due to no SBAC and lack of final grades for High School. Revisions: K no changes, 3-8, instead of SBAC they will use IReady exam (Iready given multiple times throughout the year) 2018-2019 SBAC scores too. High School: Listening interpretation assessment (given to all students in their English class), SBAC results from last year, and IReady scores (Del Mar only). Dr. Scott-Clarification on the assessment. Anna Navarro- The fourth option is up to district discretion, but IReady is a great benefit. Dr. Scott- How many students are affected? Navarro: 1,100 students Christina Alvarado: She appreciates that ELs have more opportunity for students to reclassify. Navarro: Agreed Shelhart: Asked about the reclassification Navarro: Overall a 4 on the ELPAC paired with iReady measures 8. ACTION ITEMS A. BUSINESS SERVICES B. EDUCATIONAL SERVICES 1. Approve SGUSD 2020-2021 Reclassification Criteria for English Learners The Superintendent recommends the approval of the Reclassification Criteria for English Learners for 2020-2021. The District English Learner Advisory Committee has revised and approved the Reclassification Criteria for English Learners based on current CDE guidance, and in consideration of SB98 and SB820. The proposed reclassification criteria for 2020-2021 is attached to this agenda item. Approve Revised Contract for Regional Transportation Services with Los Angeles County Office of Education, School Year 2020-2021 (Special Education) Administration recommends the approval of the contract with LACOE for regional school transportation services to provide transportation for Special Education students per their Individualized Education Plan for the 2020-2021 school year. The District provides transportation to Special Education students as determined by their Individualized Education Plan. LACOE has provided transportation for Special Education students living in the San Gabriel Unified District. This contract needs to be renewed with its updated costs for transportation for the 2020-2021 school year. Financial Impact: Estimated cost of $730,000.00. Funding Source: Special Education Discussion: Christina Alvarado: Due to COVID do we need to spend this money? Will Wong: Lots of districts worried about this. We will use it, but not to the usual extent. Struck a deal with LACOE where it would be discounted when not used (online only) but guaranteed when students are back. Mandated to have transportation for Special Ed Transportation. Christina Alvarado: I just wanted to know if there was a discount. Will Wong: Yes there will be a discount. Approve Reimbursing San Marino for One San Gabriel USD Special Education Student attending Non-SELPA San Marino Class during 2019-2020 School Year (Special Education) Administration recommends the approval of reimbursing San Marino Unified School District for a Special Education student attending non-SELPA class to meet their educational needs for the 2019- 2020 school year. Special Education students residing in San Gabriel must be placed in a program that is suited to meet their unique educational needs. Financial Impact:Total: $23,617.00 Funding Source: Special Education Discussion: None Action Taken: Unanimously Approved 4. Approve the California Association for Bilingual Education (CABE) Memorandum of Understanding for the 2020-2021 school year Administration recommends the approval of the California Association for Bilingual Education (CABE) Memorandum of Understanding for 2020-2021 to provide customized professional development in support of the Dual Language Program (DLI). CABE professional development services will address areas of need identified by Dual Immersion leaders including: the development of the EL Master Plan and coaching for elementary and secondary DL sites, administrators, and/or teachers. CABE professional development for the Dual Language Program aligns with our goal to maximize student achievement and support English learners. Financial Impact:Total: $17, 5000.00 Funding Source: Title II Discussion: None Action Taken: Unanimously Approved 6. Approve Consultant Agreement with Dr. Jennifer Miyake-Trapp for Phase III Hybrid Instruction Professional Development on October 30, 2020 Administration recommends approval of the Consultant Agreement with Dr. Jennifer Miyake-Trapp for Phase III Hybrid Instruction Professional Development on October 30, 2020. Hybrid instruction uses specific strategies in order to engage both online and face-to-face learners. As SGUSD moves into Phase III, Dr. Trapp will be working with teachers to utilize strategies and tools that will help prepare them to instruct in both environments. Financial Impact: $2,000 Funding Source: General Fund - LLMF Contracted Services Discussion: Andrew Ammon: We are happy to have her back. SGUSD lost two good teachers when they left to another district. We are glad to see her back. Dr. Scott: Good. Action Taken: Unanimously Approved 7. Approve Consultant Agreement With Computer Using Educators (CUE) for Google Suite and Hybrid Teaching Professional Development on October 30, 2020 Approve Consultant Agreement With Computer Using Educators (CUE) for Google Suite and Hybrid Teaching Professional Development on October 30, 2020 Hybrid instruction uses specific strategies in order to engage both online and face-to-face learners. These sessions will help align the strategies used by classroom teachers with those used by the instructional aides in order to differentiate for our special education students. The goal of differentiation supports our vision for Equity and Effective Online Learning Strategies. Financial Impact: $2,400 Funding Source: General Fund - LLMF Contracted Services Discussion: None Action Taken: Unanimously Approved 8. Approve Consultant Agreement with Los Angeles County Office of Education for Physical Education Best Practices During Distance Learning, Professional Development and Parent Session Trainings Administration recommends the approval of the Consultant Agreement with Los Angeles County Office of Education for Physical Education Best Practices During Distance Learning during Professional Development and Parent Session Trainings. The COVID-19 pandemic has created change and challenges for physical education throughout Los Angeles county. The roles of physical educators are evolving and considered important stakeholders for educating the whole child. As a result, it is critical that we provide quality physical education to students so that they can thrive physically, academically and emotionally. Parents and guardians are dealing with the struggles and challenges of the COVID-19 pandemic that have a direct impact on their health and well-being for their household. With this parent session, all participants will learn new strategies of how to be physically active at home with their families. This session will offer parents/guardians take-home resources that may be implemented immediately. Financial Impact: $250.00 Funding Source: General Fund - LLMF Contracted Services Decrease: $2,000.00 Discussion: Dr. Scott: One more change in COVID. Just what we needed. Action Taken: Unanimously Approved C. GOVERNING BOARD OF EDUCATION 1. Approve Canceling the December 8, 2020 Governing Board Meeting Administration recommends canceling the December 8, 2020 Governing Board meeting. This agenda item provides an opportunity for the Governing Board to cancel the December 8, 2020 Board meeting as it will not be needed for meeting budget deadlines as in the previous year. Discussion: Dr. Gary Scott: Because of the change in calendar, really no need for the meeting. Also always happened at the same time as the Christmas show. Not happening this year. Action Taken: Unanimously Approved D. HUMAN RESOURCES E. SUPERINTENDENT'S OFFICE 1. Approve Continuation of the District's Virtual Academy Through January 19, 2021, Phase III Hybrid Model Will Commence No Sooner than January 19, 2021 The Superintendent recommends approval to continue the district's virtual academy through January 19, 2021 and commence phase III hybrid model no sooner than January 19, 2021. According to the LA County Health Department criteria, Los Angeles County currently falls in the most restrictive tier (purple) and must meet the criteria for the second tier (red) for four consecutive weeks before the County Health Department will consider schools reopening. Given the current timeline, the earliest schools within LA County might be eligible for reopening consideration would be leading up to Thanksgiving and winter break. Administration views opening during that time to be disruptive to students and staff, those views led to this difficult decision. Discussion: None Dr. Scott: We hope we can come back after that day. Action Taken: Unanimously Approved 2. Governing Board Review of California School Boards Association (CSBA) Policy Revision Recommendations Administration recommends the Governing Board review the rst reading of California School Boards Association (CSBA) policy revision recommendations. The Governing Board is asked to review amended policies as per California School Boards Association (CSBA) suggested revisions based on new mandates, laws, or regulations. 9. BOARD ANNOUNCEMENTS/REPORTS/COMMUNICATIONS Dr. Gary Scott - Board President - Thank you Yarely and Henna. Rochelle Haas - Vice President- Letter shared with permission from Sammy. Ms. Hass’ experience as a JMS parent: I helped my youngest sign into Kahoot. She shuts down. Sammy used to love school, but due to COVID things have changed. School offers support and structure. Virtual Learning has not been all rainbows. I worry about the long term impacts. There is no one size fits all to learning. I know some families are doing well, but I know there are other families are not. Teachers are working tirelessly. Hang in there. Look for support where you can. Take care for self-care. Andrew Ammon - Clerk - Thank you Mr. President. I want to associate myself with what VP Haas has said. I’ve only had to worry about myself, but it’s been so hard to watch the effects on kids, as an outsider looking in. Only one more official meeting before I leave. Happy Halloween.
