APPROVAL OF PREVIOUS MEETING MINUTES A. Approve the Governing Meeting Minutes of September 8, 2020 The Board is asked to approve the meeting minutes as presented. The meeting will resume at the closing of the presented public hearings. A. Notice of Public Hearing on Sufficiency of Textbooks or Instructional Materials, California Education Code 60119, School Year 2020-2021, to Comply with Williams Legislation, Effective January 1, 2005 Administration recommends accepting the notice of public hearing on Sufficiency of Textbooks or Instructional Materials in compliance with Williams Legislation. To comply with the Williams Legislation, the Governing Board will hold a public hearing on sufficiency of textbooks and instructional materials for scal year 2020-2021. REPORTS - Student Board Members Del Mar High School, Yarelly Morales Gabrielino High School, Hennassie Ramirez Yarelly Morales, Del Mar, Student Update Del Mar High School -Parent Information Night on 9/6 from 6 - 7:30. Coolidge PTA - Online Book Fair 9/14 - 9/28 School Material Pickup Monday 9/28 Roosevelt - Parent Information Night was held virtually 9/16 - 9/17 Parent Conferences 9/29 Washington - Coffee and Tea continues 17 Student of the Month Certificates were delivered to students PTA, Staff and family raised money for backpacks and needed supplies for our community Hennassie Ramirez, GAB, Student Update McKinley - Wilson - LPAC testing is going smoothly Parent Conferences - Monday 9/28 Jefferson - there will be a drive thru for SPED and Music supplies this week. Gabrielino - PTSA held their meeting last night, Mr. Saporito addressed questions from Senior parents about College Applications. Curbside Library pickups have been successful and are set for Tuesdays and Thursdays. B. REPORT - Governing Board President Dr. Gary Scott- commented on Washington’s events; thank Heather Wolpert for inviting him to the parent workshop and Ed Leadership 21 Conference. C. REPORT - Superintendent Mr. Jim Symonds would also like to offer kudos and congratulations to Washington Elementary, PTA, Staff, and Principal for their backpack and supply distribution. He also wanted to commend Ana Navarro and Ed Services for ensuring the health and safety procedures while they tested some of our students. Mr. Symonds stated that the infection rate has decreased and some schools in Orange County have been allowed to start in a hybrid model. In a meeting with Dr. Ferrar a staggered approach to schools is what is being recommended in order to monitor potential outbreaks. The Orange County Schools are using this staggered approach. We will watch and learn from the O.C. Districts. Discussed Phase 2 of our Return to Learn Plan started with SPED and ELPAC testing. Waiting for Los Angeles County Education (LACOE) guidelines. We will also be presenting at the Ed Leader Conference our Portrait of a Graduate. This is a national conference and I want to give a shout out to Heather Wolpert for all her work. On Oct 30th SGUSD will be receiving a Community Award from AYSO. Once again a shout out to Heather and Ed services for their work with the Parent Advisory Committee, robocalls, Town Hall Meetings, and Lemonade with the Principals. SGUSD is doing well due to our team effort. Thank you to everyone. D. PRESENTATION - SGUSD Learning Continuity and Attendance Plan Update Dr. Perez- Discussed the Public Hearing for the Learning Continuity Plan. She shared that feedback was received from the EAC Committee. Three responses in total were received and as a result to these responses we were required to respond in writing. These responses were posted on 9/4. The Public Hearing was open from 9/8 - 9/18, no public feedback was given, so no written feedback was needed. Talked about Learning Continuity Plan and SGUSD stakeholder input from EAC and DELAC. EAC had 11 areas of concern and felt that these areas needed more in depth descriptions (i.e. unduplicated pupils, homeless students, special needs students, mental health, how are we repurposing staff, assessments, communication with family and others). Our next steps include: 1) submit our plan to LACOE by 9/30; 2) LACOE provides feedback by 10/30; 3) recommendations considered and amendments may be made; 4) once again presented to SGUSD stakeholders (EAC, DELAC and Board) in November; 5) submit by 12/15. Dr. Perez gave a special shout out to both the EAC and DELAC for all their involvement. One more special comment from Dr. Scott - If you have any questions about this plan, please reach out to Dr. Perez. He opened it to questions from the board. The board had no questions and Dr. Scott thanked Dr. Perez. 8. ACTION ITEMS A. BUSINESS SERVICES B. EDUCATIONAL SERVICES 1. (ROLL CALL) - Adopt Resolution No.5/2020-21, Notice Of Public Hearing for Sufficiency of Textbooks or Instructional Materials, School Year 2020-2021 Administration recommends that the Governing Board adopt Resolution No. 5/2020-21 certifying sufficient textbooks or instructional materials for each student in the District pursuant to Williams Legislation and Education Codes Sections 1240 (i) and 60119. Resolution No. 5/2020-21 will allow the District to certify to the State that it has met the legal requirements as set out in the Williams Settlement Legislation. Approve the San Gabriel Unified School District's Learning Continuity and Attendance Plan, 2020- 2021 Administration recommends the approval of the San Gabriel Unified School District's Learning Continuity and Attendance Plan for 2020-2021 The Learning Continuity Plan replaces the LCAP for the 2020–21 school year and supersedes the requirements in Executive Order N-56-20. The LCAP and annual update to the LCAP are not required for the 2020–21 school year. (For single school districts and charter schools, the Learning Continuity Plan may not be used in place of an LCAP for purposes of meeting the requirements of a School Plan for Student Achievement.). A new three-year LCAP is currently scheduled to be adopted by local educational agencies by June 30, 2021. Motion to approve: Andrew Ammon Cheryl Shellhart Unanimous 3. Approve the 1-year subscription purchase of Kami for School Year 2020-2021 Administration recommends the approval of the 1-year subscription purchase of Kami for School Year 2020-2021. Due to the school closures, teachers are seeking ways for students to interact with text while online. Kami is a program that allows students to annotate PDFs and other static, text-based documents. Discussion: None Action Taken: Unanimously approved 4. Approve Renewal of Aeries Software License/Support Subscription and Aeries Online Enrollment for 2020-2021 Administration recommends the Renewal of the Aeries Software License/Support Subscription and Aeries Online Enrollment for 2020-2021 Over the last 17 years, SGUSD has contracted with Aeries as the District’s student information software license and support. The annual subscription of Aeries provides the District a software system to organize student records and that can be assessed from anywhere in the District. Designated District staff members use Aeries to record student addresses, contacts, test scores, attendance, grades, medical info, classes, and more. Approve the Annual Contract Renewal for Discovery Education for 2020-2021 School Year Administration recommends approval of the annual contract renewal for Discovery Education for 2020-2021 School Year. SGUSD is seeking approval to renew the contract with Discovery Education for TK - 8 to provide supplemental digital resources that will be used for targeted intervention to struggling low income, foster, and ELL students. Approve the Project GLAD training proposal for the 2020-2021 school year Administration recommends the approval of the Project GLAD training proposal for the 2020-2021 school year. Guided Language Acquisition Design (GLAD) aligns with our goals to maximize student achievement and support English learners. Motion to approve: Cheryl Shellhart Andrew Ammon Unanimous 7. Approve the Contract with CUE for Professional Development Training on Kami and EdPuzzle Administration recommends the approval of the contract with CUE for professional development training on Kami and EdPuzzle. In August, SGUSD purchased Kami and Edpuzzle as supplemental programs for virtual academy teaching and learning. Approval is recommended for CUE (Computer Using Educators) to provide expert training for teachers to implement Kami and EdPuzzle supplemental applications. Approve the ESGI 12-Month License for TK - 1st grade for the 2020-2021 school year Administration recommends the approval of ESGI 12-Month License for TK - 1st grade for the 2020- 2021 school year SGUSD recognizes one of the most significant impacts of the emergency distance learning initiated in March, 2020 due to COVID-19, will be the loss of learning, both in academic content and skills. To address this, SGUSD’s school programs are committed to offering enhanced assessments and interventions in the critical areas of Reading and Mathematics, which will support accelerated learning across all subject areas. Teachers will administer a range of assessments to determine student academic need, and these include ESGI an “Easy Progress Monitoring” tool designed to support transitional kindergarten through grade 1 teachers administer One-on-One assessments and to collect common data to identify areas of need. Approve Consultant Agreement with Dr. Brian McDonald for Special Education Psychological Services, School Year 2020-2021 (Special Education) Administration recommends the approval of the consultant agreement with Dr. Brian McDonald for Special Education Psychological Services for the 2020-2021 school year. Special education students who attend school in the San Gabriel Unified School District may require counseling services per their IEP. Students need to be assessed in any area of suspected disability, per the IEP team’s recommendation. Motion to approve: Andrew Ammon Cheryl Shellhart Unanimous 10. Approve Consultant Agreement with Vizen Optometric Center, Special Education, School Year 2020-2021 (Special Education) Administration recommends the approval of the consultant agreement with Vizen Optometric Center for an Independent Educational Evaluation for a Vision Therapy Assessment of a Special Education student. The San Gabriel Unified School District needs to provide a Vision Therapy assessment through a Non Public Agency for a Special Education student as part of the IEP testing process. The District is obligated to contract with a specialist who can provide an impartial evaluation. Discussion: None Action Taken: Unanimously approved 11. Approve Consultant Agreement with Dr. Cydney Fox for a Central Auditory Processing Reassessment Evaluation of two Students, School Year 2020-2021 (Special Education) Administration recommends the approval of this Consultant Agreement with Dr. Cydney Fox in an amount not to exceed $1,850.00 in order for the District to stay in compliance. The San Gabriel Unified School District needs to provide an assessment through a Non Public Agency for two students as part of the IEP testing process. The students' IEP team agrees that the students qualify for a Central Auditory Processing assessment. As part of the assessment process, the students need to be reassessed to determine the students' current needs in this area. The District is obligated to contract with a specialist who can provide an impartial reassessment. Motion to approve: Cheryl Shellhart Christina Alvarado Unanimous 12. Approve Revised Contract with Hop Skip Drive for Transportation Services, School Year2020- 2021 (Special Education) Administration recommends the approval of the revised contract with Hop Skip Drive to provide transportation services for San Gabriel Unified School District students for the 2020-2021 school year. The District needs to provide transportation for Special Education students in the San Gabriel Unified School District per their IEP team recommendations. Transportation companies need to follow the LA County Department Public Health and California Department of Public Health guidelines for the reopening of schools during the COVID pandemic. Hop Skip Drive has incorporated these guidelines and protocols in order to safely provide transportation for students when reopening takes place. Approve Consultant Agreement with Corey James for Advisement Services for Assistant Superintendent, Human Resources, Ross Perry During the 2020-2021 School Year It is recommended that the Governing Board approve a consultant agreement with Corey James for Advisement Services for Assistant Superintendent, Human Resources, Ross Perry during the 2020- 2021 school year. The contractor will provide essential support and advisement for Ross Perry, Assistant Superintendent, Human Resources during the 2020-2021 school year. Motion to approve: Rochell Hass Cheryl Shellhart Unanimous E. SUPERINTENDENT'S OFFICE 1. Renew Employment Contract with William Wong, Assistant Superintendent, Business Services - July 1, 2020-June 30, 2022 It is recommended the Governing Board approve the renewal of employment contract with William Wong, Assistant Superintendent, Business Services commencing July 1, 2020-June 30, 2022. 2. Renew Employment Contract with Ross Perry, Assistant Superintendent, Human Resources - July 1, 2020-June 30, 2022 Motion to approve: Andrew Ammon Christina Alvarado Unanimous It is recommended the Governing Board approve the renewal of employment contract with Ross Perry, Assistant Superintendent, Human Resources commencing July 1, 2020-June 30, 2022. 3. Approve California School Boards Association (CSBA) Policy Revision Recommendation Administration recommends the Governing Board approve the California School Boards Association (CSBA) policy revision recommendation. This is an opportunity for the Governing Board to approve the California School Boards Association (CSBA) policy revision recommendation. Governing Board Review of California School Boards Association (CSBA) Policy Revision Recommendations Administration recommends the Governing Board review the first reading of California School Boards Association (CSBA) policy revision recommendations. This is an opportunity for the Governing Board to review and discuss the first reading of California School Boards Association (CSBA) policy revision recommendations. Jefferson Middle School - their Social Emotional Learning on Wednesday Mornings. I feel it’s really good. I feel better about the day. There is wonderful stuff going on in our district. Good job everyone. Andrew Ammon - Thank you Washington Families. Cheryl Shellhart - Special shout out to Washington for their acts of kindness as well as to Roosevelt Elementary for the help with our special education students and their families. Christina Alvarado - Ditto in terms of providing help to our community. The safety net that is usually provided for our students is not there but it’s nice to see our community coming together. Yesterday was the first day of Autumn, this year marches along - earthquakes and all. 10. The representative of the District indicated will attend with no loss of salaries for District personnel, and with actual and necessary expenses paid for all attending as authorized by Education Code Sections 35172, 35173 and 44032, and the District's Board policies. Authorization for an advance of funds to cover actual and necessary expenses is hereby granted. Such Advances shall be repaid or adjusted upon lling of a regular claim for the actual and necessary expenses incurred C. HUMAN RESOURCES 1.
